Budget 2018: Why India’s Salaried Taxpayers Felt Disappointed

The 2018 Budget’s ₹40,000 standard deduction replaced existing provisions, while unchanged tax slabs helped fuel reported online disappointment.

In his 1 February 2018 Union Budget, Finance Minister Arun Jaitley proposed a ₹40,000 standard deduction for salaried taxpayers but left individual income-tax rates unchanged. The deduction replaced existing transport-allowance and medical-expense provisions rather than adding ₹40,000 on top of them. A contemporaneous Scroll report said salaried taxpayers voiced disappointment online, especially over the unchanged tax slabs and the gap between their expectations and the relief announced.

What Jaitley proposed for salaried taxpayers

The Union Budget 2018-19 proposed a ₹40,000 standard deduction in place of the existing transport allowance and reimbursement of miscellaneous medical expenses. It was a replacement, not an additional ₹40,000 deduction alongside those provisions. The Ministry of Finance described the change as relief that would also reduce paperwork. The proposal preserved enhanced transport allowance for differently abled people and other medical reimbursements, including hospitalisation. Jaitley said the standard deduction would benefit pensioners too, who normally did not receive transport and medical allowances.

Why the announcement disappointed some salaried taxpayers

The budget did not make a further change to individual income-tax rates. Jaitley stated: “Therefore, I do not propose to make any further change in the structure of the income tax rates for individuals.” The unchanged slabs were a central source of frustration in Scroll’s contemporaneous account.

Scroll reported that salaried taxpayers felt “woefully ignored” and that the ₹40,000 deduction fell short of their expectations. Its headline framed the contrast as “Middle class gets debates, upper class gets rebates.” The article described online responses using GIFs and Bollywood screen grabs. That is a news report of social-media reaction, not a survey measuring the views of salaried Indians as a whole; it does not establish that every taxpayer—or even a representative sample—was disappointed.

How the government described the scale of relief

The Ministry of Finance estimated that about 2.5 crore salaried employees and pensioners would benefit from the deduction, at an estimated revenue cost of approximately ₹8,000 crore. In the budget speech, Jaitley also cited the tax contribution of salaried filers: for assessment year 2016-17, 1.89 crore salaried individuals filed returns and paid ₹1.44 lakh crore in tax, an average of ₹76,306 per salaried taxpayer. What the proposal did—and did not—mean

  • It offered a defined deduction: ₹40,000, replacing the specified transport allowance and miscellaneous medical-expense reimbursement provisions.
  • It did not change individual tax rates: the budget left the income-tax rate structure unchanged.
  • It retained certain benefits: enhanced transport allowance for differently abled people and other medical reimbursements, such as hospitalisation, continued.
  • Its reach was an estimate: the government projected about 2.5 crore salaried employees and pensioners would benefit, with an approximately ₹8,000 crore revenue cost.
  • The online reaction was reported, not quantified: Scroll described disappointment and the use of GIFs and Bollywood imagery, but the available account does not establish a representative public-opinion measure.
