Brazil’s pesticide market weakened in 2023 by some measures, but not all. The environmental regulator Ibama recorded a 5.64% year-over-year decline in sales by active-ingredient weight, while industry estimates pointed to sharper falls in revenue and market value. At the same time, treated area rose in crop year 2023/24. These figures describe different things: tonnes, hectares treated, and money spent are not interchangeable measures of demand.
What the 2023 figures actually measure
Ibama reported 755,489 tonnes of active ingredients in chemical and biochemical formulated products sold in 2023, down approximately 5.64% from 800,652 tonnes in 2022. This is an official quantity measure based on registrant submissions, not a revenue total or price-adjusted market index. Ibama notes that reported figures can be corrected. Ibama’s commercialization reports provide the official series.
Other widely cited declines were industry estimates made while companies were still finalizing results. In January 2024, Reuters reported that Eduardo Leão, head of CropLife Brasil, estimated company revenues fell 20% to 30% from 2022. CropLife also expected the value of crop chemicals applied in 2023 to fall 10% to 15%. Reuters said Sindiveg had pegged the 2022 applied-product value at US$21.7 billion. Those estimates use different bases from Ibama’s active-ingredient tonnage and should not be treated as audited, final market accounts. Reuters’ January 2024 report quoted Leão saying, “2023 was a really difficult year.”
Why treated area could rise while market value fell
“Treated area” is an estimate of hectares receiving applications, not a count of unique hectares of farmland. Sindiveg’s PAT method accounts for products used and the number of applications, so repeated treatments can contribute to the total. For crop year 2023/24, Sindiveg and Kynetec Brasil estimated a 3.7% year-over-year increase in treated area. Sindiveg’s February 2024 estimate describes the measure and its projection.

More treated hectares do not necessarily mean more spending. Market value can change with product prices, crop mix, application choices, and the way value is measured. In the first half of 2024, the Sindiveg-commissioned Kynetec Brasil survey reported US$8.8 billion in market value, down 9% from US$9.6 billion in the first half of 2023, even as treated area increased 9.3%. Sindiveg attributed the value decline to climate-related crop losses, especially in second-crop maize, and a stronger currency impact. It also described wetter conditions in parts of the South that raised disease pressure and dry conditions in parts of the Center-West that enabled pest infestations. How weather, prices, and currency affected the outlook
Price normalization
Industry accounts described 2023 as a difficult year after two strong years, with lower prices a key explanation for weaker revenue and value estimates. A fall in spending can therefore be larger than a fall in product tonnage: the same or similar physical volume sold at lower prices produces less revenue.

Crop outcomes and application demand
Weather can affect both crop-protection needs and the value of products ultimately applied. Dry conditions may increase some pest pressures, while wet conditions can raise disease risk; crop losses can reduce the value of applications or the expected return on them. Sindiveg cited climate-linked losses, particularly in second-crop maize, as a factor in the first-half 2024 value decline.
Currency
Sindiveg also cited exchange-rate effects in the first-half 2024 comparison. The available figures do not isolate a specific currency contribution, so they do not support assigning the decline a precise exchange-rate component.

What changed in 2024—and what the quantity data do not prove
Ibama’s 2024 bulletin describes an increase in chemical pesticide sales by quantity, particularly technical products, alongside a marked increase in imports. Glyphosate and its salts remained the top-selling active ingredient, with 231.9 thousand tonnes commercialized. This is a physical-quantity signal, not evidence that market revenue rose by the same amount. The official source is Ibama’s pesticide commercialization data.

Comparisons are most reliable when the metric, time period, valuation basis, and data status match. A calendar-year official quantity bulletin should not be combined with a crop-year treated-area estimate or a preliminary revenue forecast as though all three charted the same trend.

What the later 2025 area estimate can—and cannot—show
AENDA’s 2026 interview cited a Kynetec Brasil estimate, commissioned by Sindiveg, that treated area rose 6.1% in 2025 to 2.6 billion treated hectares. Sindiveg’s October 2025 projection had been 3.4%, so the later figure is an estimate rather than that earlier forecast. Neither number establishes growth in 2025 market value. A comparable finalized full-year 2025 market-value figure is not established in the cited material. AENDA’s 2026 interview discusses the reported area estimate.
