Brazil is building on existing electronics assembly while trying to deepen domestic semiconductor design, research and production. The strategy combines the PADIS incentive framework, the Brasil Semicon program created by a 2024 law, and public financing tools. It is a plan to build more value and technical capability at home—not proof that Brazil already has a complete chip supply chain or that the new program has raised production.
What “manufacturing at home” means in Brazil’s strategy
Hardware manufacturing spans several activities: assembling finished electronics, making components, designing chips, and fabricating semiconductors. They require different suppliers, skills, investment and technical capabilities. A country can assemble computers or phones using imported components without making the chips inside them.
Brazil’s stated policy reaches across much of this chain. Law 14,968, enacted on 11 September 2024, created Brasil Semicon to support semiconductor research, development, innovation, design, production and application, as well as displays and solar panels. Its objectives include greater domestic value added, research and development, productivity, employment, integration with other industries, national procurement, regional equality and technological sovereignty. Those are statutory directions, not a report of results.
How the policy framework fits together
PADIS: an existing incentive framework
PADIS dates to Law 11,484 of 2007. It provides a policy framework for federal incentives for semiconductor and related industries. Under the 2024 law, qualification under PADIS is a condition for legal entities seeking the described project support through BNDES and Finep. Eligibility and actual terms depend on applicable rules and program conditions.

Brasil Semicon: a broader industrial program
Brasil Semicon formalizes a broader ambition than building an advanced logic-chip fab. The law covers research and design through production and application, and includes displays and solar panels. It ties semiconductor capability to domestic value creation and links the sector to national procurement and the wider industrial base.
BNDES and Finep: authorized financing channels
Law 14,968 authorizes BNDES and Finep to structure financing and other instruments for new semiconductor projects or existing projects being expanded, modernized or updated, subject to PADIS qualification. The permitted menu includes credit or guarantees, minority equity and participation in investment funds. The law also describes zero IOF on the covered financing.
Eligible project costs listed in the statute include productive infrastructure, manufacturing automation, domestic or imported machinery and equipment, software, research and development, and capacity or technology upgrades. This authority does not mean every project qualifies, that financing is automatically available, or that a specific call is open on particular terms.

What the reported public commitments show
The Center for Strategic Studies and Management (CGEE), in its 2026 report The Brazilian Landscape of Science, Technology, and Innovation in Semiconductors, reports more than R$21 billion in combined public commitments for 2024–2026. Its reported figures include the following:

These figures describe commitments, reported allocations or announcements. They should not be read as audited disbursements, completed facilities, operating capacity or higher domestic output. The reported items also should not be treated as a breakdown that explains the full combined total.
Manaus provides an assembly base, not proof of a complete supply chain
The Manaus Free Trade Zone, established in the 1960s, offers federal and local tax incentives to manufacturing firms, including electronics assemblers. Benefits are conditional on minimum production requirements in the zone. The model is not limited to export production: companies bring in components from other Brazilian states and abroad and sell products both in Brazil and overseas.

The OECD’s 2026 Production Transformation Policy Review describes employment and value added associated with Manaus. It reports that Amazonas state GDP per capita rose sevenfold between 1970 and 2010, compared with less than a twofold increase in São Paulo. That is a long-run regional comparison, not an estimate of the zone’s isolated causal effect. The OECD also notes a persistent trade deficit in the zone, which raises a question about long-term sustainability.
Manaus shows why assembly, domestic component production and semiconductor fabrication should be assessed separately. An established factory base can support jobs and production, but imported inputs mean assembly alone does not establish deep local supplier capacity, domestic chip design or semiconductor process capability.
Why semiconductors are part of a wider industrial plan
The Ministry of Development, Industry, Trade and Services (MDIC) places semiconductors within Mission 4 of Nova Indústria Brasil, which focuses on industrial digital transformation. Its priority chains include semiconductors, industrial robots and advanced digital products. MDIC sets goals to digitalize 25% of enterprises by 2026 and 50% by 2033. These are targets, not measured progress figures.

The ministry identifies potential relevance across energy, health, defense, agriculture and digital infrastructure. In that framing, semiconductor capability is both a sectoral goal and an input to other industries that depend on electronics and digital systems.

Investment announcements alone cannot show whether Brazil is building a competitive hardware industry. A useful assessment separates public inputs from industrial outcomes and tracks several dimensions:
- Technical depth: distinguish assembly from component manufacture, chip design, research capability and semiconductor processing.
- Domestic value and supply: examine the share of local inputs and the development of Brazilian suppliers alongside reliance on imported components and equipment.
- Capacity and competitiveness: look for qualified, usable production and design capacity, productivity, access to markets and the ability to sell competitively, including exports.
- Public return: compare disbursed support and private investment with durable production, research and development, jobs and productivity—not just announced allocations.
- Regional effects: assess where employment and value are created, and weigh those gains against fiscal and trade sustainability.
These are analytical measures, not a single official scorecard. They reflect the law’s stated aims and the trade-offs identified in the OECD’s account of Manaus.

What is—and is not—established so far
The law establishes goals and authorizes support instruments; CGEE reports large public commitments and named allocations; and the OECD documents a longstanding electronics assembly base and its regional effects. These sources do not establish that Brasil Semicon has already produced a step-change in domestic output, exports, disbursements or technical capability. Current operational eligibility, financing terms and calls depend on regulations and program notices, which can change.
For readers following the policy, the key distinction is between building the conditions for manufacturing and demonstrating that factories, suppliers and technical capabilities are delivering competitive products. Brazil has a policy architecture and an existing assembly platform; the industrial outcome must be judged by subsequent evidence.
