Brazil’s Provisional Measure No. 1,394/2026 prohibits fixed-odds betting nationwide, including sports betting and online games. Betting sites and apps were scheduled to go offline starting October 6, 2026. If you still had money in an account, the withdrawal deadline and the government’s post-shutdown refund schedule are the key details: voluntary withdrawals closed at 23:59 on October 5, and banks were scheduled to return remaining balances October 9–14.
What Brazil’s betting ban covers
The measure, published September 25, 2026, prohibits the operation, offer, intermediation, and advertising of fixed-odds bets throughout Brazil. The Ministry of Finance says the scope includes sports betting and online games, whether offered in physical or virtual settings, by operators based in Brazil or abroad, and under state or district authorizations. This is a change from the earlier framework, under which sports fixed-odds betting was legalized by Law 13,756/2018 and online games by Law 14,790/2023. The Finance Ministry’s fixed-odds betting information page now flags the 2026 measure as prohibiting nationwide operations, offers, and advertising.

How remaining account money was to be returned
After the voluntary-withdrawal period ended, operators were to send financial institutions information on bettor balances, including the account holder’s CPF and the bank where the funds originated. Banks were then scheduled to make returns during October 9–14. The government said Caixa Econômica Federal would serve as an intermediary if operational problems prevented a normal refund; Finance Ministry guidance placed that role from October 14.
As of its October 6 update, the Ministry of Justice reported R$1.325 billion awaiting return to about 26.5 million bettors. These are the government’s figures at that date, not confirmation that the transfers were completed. The available update did not establish whether every scheduled refund was ultimately paid.

What the October 6 shutdown looked like
The Ministry of Justice said 188 sites had authorization through October 5 and reported that one still appeared to be operating on October 6; the government had requested that it be blocked. The ministry’s September 25 announcement also said 1,367 irregular sites and profiles had been taken down the day before. Both counts are government-reported enforcement figures, not a final accounting of all activity or subsequent blocking.
Payments, advertising, and operator obligations
Payment processing
The measure bars financial institutions, payment institutions, payment-scheme operators, and other participants from processing, settling, or enabling transactions for fixed-odds betting. It allows transactions needed to close operations and return bettors’ funds. It also directs the Central Bank to establish electronic data communications to help reject and return transfers associated with illegal fixed-odds bets.

Advertising and sponsorship
Communications, advertising, marketing, and sponsorship for fixed-odds betting are prohibited in physical and digital media in Brazil when they offer, promote, publicize, or facilitate access to betting for the Brazilian public. The text provides a limited exception for certain content published before the measure and requires betting advertising and sponsorship signals to be removed within ten days of publication.
Records and continuing duties
Closing or losing authorization does not erase every operator responsibility. The measure preserves obligations concerning anti-money-laundering, responsible gambling, and sports integrity; requires information to be provided to authorities; and requires relevant records to remain accessible for at least five years. Operators must also transmit shutdown-period data to the Secretariat of Prizes and Betting through SIGAP, including account, bet, prize, deposit, withdrawal, balance, and refund information. The government announced a separate bill proposing five betting-related offenses, including operating or offering bets, promoting bets or soliciting bettors, using personal data to recruit bettors, facilitating financial flows, and providing internet applications for betting. This proposal is distinct from the provisional measure; Agência Brasil reported that it would require congressional analysis and approval to take effect.
