BP’s 2024 decision to stop 18 early-stage hydrogen projects was a major portfolio cut, not an end to all its hydrogen work. The company’s formal reporting described a narrower set of projects it would pursue, and its 2025 annual report recorded further withdrawals. The latest filing reviewed here does not establish the current status of every project.
What did BP’s 18-project cut mean?
TechCrunch reported on November 5, 2024, that BP was stopping 18 early-stage hydrogen projects. The article said BP had previously discussed developing more than 10 projects across the United States, Europe and Australia, but was then planning to develop five to 10. It did not identify which projects would be selected. TechCrunch’s 2024 report used “killing” in its headline; that wording refers to early-stage proposals, not proof that BP abandoned every hydrogen project.
BP’s own 2024 annual report described a broader reset spanning hydrogen and carbon capture and storage (CCS): it said the portfolio had been reduced from 30 projects to five to seven “high-quality” hydrogen/CCS projects for the decade. Those figures are not directly interchangeable with TechCrunch’s count of 18 early-stage hydrogen projects: the company’s figure covers a wider portfolio and includes CCS. BP’s 2024 annual report also named four projects that reached final investment decision (FID) in 2024.
Which projects did BP say it was advancing?
FID is a project milestone indicating that a final investment decision has been made; it is not the same as a project being built or operating. BP’s annual report identified the following four projects as reaching FID in 2024:

These are examples of the projects BP retained at that point, not a complete list of every project in the reduced portfolio. The capacity and timing figures are company-reported expectations in its account of 2024; they should not be read as evidence that the projects met those targets.
Did BP abandon hydrogen after the cuts?
No. BP’s 2024 account listed retained projects, and its 2025 annual report described continued focus on projects it had sanctioned in 2024, as well as the UCC project in Indonesia. The report also recorded further retrenchment: BP decided not to progress H2Teesside and ended its participation in projects in Oman, Australia and the US Gulf Coast. BP’s annual reports distinguish these later changes from the original 18 early-stage proposals; the status of one named project does not establish the status of every other project.

Why did the cuts matter to the hydrogen industry?
Hydrogen projects depend on more than an announced production target: they need customers, investment and infrastructure to produce and move the fuel. The 2024 coverage framed oil and gas companies as potential buyers, investors and infrastructure developers. It pointed to refining, steelmaking and long-haul shipping as sectors where hydrogen may help reduce carbon pollution, while noting that green-hydrogen infrastructure was underbuilt and production and transport costs were barriers. That context helps explain why a large company narrowing its plans drew attention, but it does not quantify the effect of BP’s decision on the wider industry.

BP’s second-quarter 2026 SEC filing is the latest filing considered here, but its relevant passages do not provide a complete project-by-project hydrogen update. They do not establish which retained projects are operating, under construction, delayed or fully cancelled, nor do they provide an updated cost and schedule for each. BP’s second-quarter 2026 filing therefore cannot be used to treat the earlier capacity and schedule targets as confirmed results.

For readers assessing BP’s plans, the key distinction is between a proposal BP stopped, a project BP said it retained or sanctioned, and a project proven to be operating. The available company reporting documents portfolio choices and past expectations; it does not resolve every project’s current status.
