The walkout is over: members ratified a five-year agreement in November 2025 and were expected to return to work on November 16. The announcement concerned Boeing Defense operations around St. Louis—not the separate 2024 strike by Boeing commercial-aircraft machinists in the Pacific Northwest.
Why was Boeing hiring replacement workers?
Boeing said the hiring effort was a contingency intended to maintain adequate staffing and support customers while the strike was underway. Boeing Defense Vice President Dan Gillian said, “Today, we’re starting the process to hire permanent replacement workers for manufacturing roles,” adding that the move would “ensure we’re properly staffed to keep supporting our customers.” Reuters reported that Boeing planned to post openings on September 4 and hold a job fair on September 16. The company said new hires would receive required training and certifications, and some positions could require security clearances. Reuters, September 4, 2025.
The strike involved about 3,200 IAM District 837 members at defense operations in St. Louis and St. Charles, Missouri, and Mascoutah, Illinois. Their work supported military aircraft, weapons systems and other defense products, including programs such as the F-15, F/A-18, T-7A trainer and MQ-25 unmanned aircraft. What did Boeing and the union say?
Boeing framed the hiring as a way to keep serving customers. IAM leaders argued that hiring replacements escalated the dispute instead of bringing the parties back to an agreement. International President Brian Bryant said Boeing was “doubling down on its mismanagement” rather than negotiating with its skilled workforce. Those are the parties’ competing characterizations, not independently established explanations of why bargaining stalled. Reuters, September 4, 2025.

A bargaining session with a federal mediator ended without progress on September 9. Reuters reported that each side blamed the other. IAM District 837 officials said it had become clear to the bargaining committee that Boeing was not serious about finding a way to end the strike. Reuters, September 9, 2025.
What did “permanent replacement” mean for striking workers?
Reuters reported that Boeing said an employee whose job had been filled would go on a recall list until a position for which that employee was qualified became available. The term “permanent” described the replacement hiring plan; it did not establish that every replacement would remain after the strike. Reuters also quoted labor-law professor Sharon Block, a former National Labor Relations Board member, saying replacement workers could be laid off as part of a deal ending a strike. The announcement and contemporaneous coverage establish that Boeing began a hiring process, but do not establish how many replacements the company ultimately hired, trained or placed in struck jobs. An announcement of recruitment is not a final headcount.
How did the strike end?
The walkout began August 4, 2025. On November 13, the Associated Press reported that District 837 members had approved a five-year contract, ending the three-month strike after rejecting four earlier Boeing offers. Workers were expected to return to facilities in Missouri and Illinois on Sunday, November 16. How the contract offers differed
The terms changed during bargaining, so the offer rejected before the walkout should not be confused with the agreement eventually ratified. Reuters reported that 67% of District 837 members rejected the pre-strike offer; it included a 20% general wage increase, and Boeing withdrew a $5,000 ratification bonus after the offer was rejected.
