No. The Boeing 777-9 has cleared an important step in its staged FAA certification testing, but it is not certified to carry airline passengers. Boeing said in July 2026 that half of its planned certification testing was complete; in September, CEO Kelly Ortberg said testing continued and the company still expected the first delivery in 2027. That remains Boeing’s target, not a guaranteed date.
What does the FAA milestone mean?
The milestone is an authorization to conduct another phase of certification testing—not a type certificate or permission to begin airline service. On June 7, 2026, Leeham News reported that the FAA had authorized Type Inspection Authorization (TIA) Phase 4B. Boeing Commercial Airplanes CEO Stephanie Pope said the authorization enabled additional avionics, stability-and-control, and human-factors flight testing. She described it as unlocking the largest remaining portion of the FAA flight test that Boeing could then execute. How much certification testing is complete?
Boeing’s July 2026 update put the program at 50% of planned certification testing. The company said the 777-9 test fleet had accumulated more than 4,800 flight-test hours and roughly 1,700 flights. Completing half of planned testing does not mean the aircraft is halfway to a fixed certification date: the remaining work, regulatory review, and any issues found during testing can affect timing. The available figures indicate progress, but do not establish when the FAA will issue a type certificate.
Is the long wait finally over?
No. On September 16, 2026, Boeing CEO Kelly Ortberg said 777-9 testing continued and more work remained. He said Boeing was still targeting first delivery in 2027, while acknowledging challenges. The schedule has already shifted. Boeing’s 2025 annual report says the company reassessed the anticipated timing to complete FAA certification flight testing in the third quarter of 2025 and delayed first delivery to 2027. What the FAA’s separate Boeing certificate announcement covered
A different FAA announcement in July 2026 allowed Boeing to resume issuing airworthiness certificates at the end of production for 737 MAX and 787 aircraft. The FAA describes an airworthiness certificate as the last stage of the production process.
