Double spending is the broader conflict: two transactions try to spend at least one of the same Bitcoin inputs. Replace-by-fee (RBF) is a policy some nodes use to accept a qualifying replacement for an unconfirmed transaction. So an RBF replacement is one kind of conflicting spend, but unconfirmed transactions can be double-spent with or without an RBF signal.
What is the difference between RBF and double-spending?

Bitcoin Core’s mempool replacement policy documentation describes a direct conflict as a transaction spending one or more of the same inputs. The Bitcoin Developer Guide likewise uses “double spend” for transactions spending the same input.
How a replacement works before confirmation
Bitcoin nodes keep local mempools—collections of transactions that have not yet been confirmed in a block—and apply their own rules about which transactions to accept and relay. A sender may create a second transaction spending an input already used by a pending transaction. A node with a replacement policy may accept the new transaction if it qualifies under that policy, removing the original and affected descendants from that node’s mempool. Another node may keep the original instead.
That local decision is not a network-wide vote, and it does not determine which transaction miners will ultimately include. RBF is a mempool policy, not a consensus rule: accepting a replacement does not make the original invalid under Bitcoin consensus everywhere. Bitcoin Core’s current policy documentation describes how its implementation handles replacements.

What the RBF signal means
BIP 125, assigned on December 4, 2015, specifies opt-in signaling. Under that specification, a transaction explicitly signals replaceability if any input has an nSequence value less than 0xffffffff - 1. The BIP also describes inherited signaling from an unconfirmed ancestor.
BIP 125 is an applications-layer specification, not a consensus rule. Its original signaling and replacement conditions should not be treated as a complete description of every node’s current policy; Bitcoin Core documents its current mempool replacement policy separately.

Does a transaction without RBF signaling prevent a double spend?
No. Bitcoin Core’s Opt-in RBF FAQ states: “Unconfirmed transactions can always be double spent, with or without RBF.” The signal concerns how some nodes handle a proposed replacement; it does not remove the possibility of a competing transaction spending the same input.
That distinction matters if you are accepting payment. A zero-confirmation payment is pending, not settled. A non-RBF signal is not a guarantee that the payment cannot be replaced or lose out to a conflicting transaction.

What changes after confirmation?
Confirmation means a transaction has been included in a block. Ordinary RBF policy handles unconfirmed transactions; it is not a way to reverse a confirmed payment. A conflicting spend after confirmation would require a chain reorganization or another consensus-level change, not a routine mempool replacement. The Bitcoin.org payment-processing guidance discusses double spends and confirmation risk.
What should a payment recipient do?
Choose a confirmation threshold according to the value at stake, how reversible the goods or service are, and your tolerance for risk. The cited sources do not establish one universally safe number of confirmations for every payment.

- For low-value or reversible transactions: You may decide that accepting a pending payment is an acceptable operational risk, but do not mistake the absence of an RBF signal for protection.
- For higher-value or hard-to-reverse transactions: Consider waiting for confirmation before releasing the goods, service, or other value.
- For senders facing a delay: RBF can let a wallet update an unconfirmed transaction, often by raising its fee. Bitcoin Core also lists combining transactions and privacy-related reasons as possible uses.
Why use RBF if it can involve a conflicting spend?
RBF gives a sender a way to update a pending transaction when circumstances change—for example, to address a confirmation delay by raising the fee. It is a tool for handling an unconfirmed transaction, not proof of fraud and not, by itself, a consensus-level change. The important distinction is whether you are using RBF to update a transaction you sent or assessing an unconfirmed payment you received.
