That is an important enabling development, not evidence that the stadium has planning approval or that construction has begun.
What action has Tom Wagner taken?
The verified development is transport investment that could support access to the proposed site. In a BBC Sport report published on 4 June 2025, Birmingham City chairman and owner Tom Wagner said: “We needed the transport links to ensure the site was viable.” The government’s reported £2.4bn investment in local transport links included a tramline serving the planned Sports Quarter. The report presented this as a significant boost to the stadium ambition, not as a stadium funding award or a planning decision. BBC Sport, 4 June 2025.
The available reporting does not establish a separate, more recent action by Wagner. Birmingham City described the stadium as “unveiled” in its own post, but that announcement does not confirm planning approval or a construction start. Birmingham City FC post.
What is planned for the new Birmingham City stadium?
The proposed stadium is the centrepiece of a larger Sports Quarter on a reported 125-acre site in Bordesley Green, east Birmingham. The BBC described plans for a 62,000-seat ground to replace St Andrew’s, alongside other sports, leisure and club facilities. These are proposed elements, not a completed development.

Why does transport matter to the project?
A stadium and event complex of this proposed scale would need reliable connections for people travelling to matches and other events. Wagner’s comment to the BBC made transport access a stated condition of the site’s viability. The announced investment therefore addresses an important part of the proposal’s infrastructure context, but it should not be confused with confirmation that every required transport link is funded, delivered or ready for use.

Wagner also described an ambition to use the venue throughout the year, saying the goal was to host events beyond football, including American football and rugby. That helps explain why the wider plan includes an arena and other facilities rather than just a new football ground. His estimate of 8,500 jobs was a projected figure he gave the BBC, not an independently validated outcome.
Has the stadium been approved or is construction underway?
The sources available here establish a public proposal, a stadium unveiling and transport investment described as a boost to its viability. They do not establish the project’s planning status or confirm that construction has started. A design announcement and enabling transport investment are not substitutes for formal planning approval or a construction notice.
