Pakistan has not announced an open crypto amnesty. At a December 5, 2025 consultative meeting attended by Binance CEO Richard Teng and senior Pakistani officials, participants discussed whether a time-limited amnesty could encourage users to move digital assets onto regulated platforms. The government’s notice described an idea under consideration—not an approved scheme with terms or an application process.
What happened at the December 2025 meetings?
Pakistan’s Ministry of Finance said a high-level consultative meeting on the National Digital Asset Framework took place at the Finance Division on December 5, 2025. Finance Minister Senator Muhammad Aurangzeb and Pakistan Virtual Assets Regulatory Authority (PVARA) Chairman Bilal Bin Saqib co-chaired it. The Press Information Department separately reported Binance leadership’s Islamabad visit and high-level engagements attended by Prime Minister Shehbaz Sharif and Chief of Army Staff and Chief of Defence Forces Asim Munir. These official accounts establish that senior leaders met and discussed policy; they do not publish a signed amnesty plan. Press Information Department report
What did the proposed amnesty involve?
The Finance Division said participants discussed practical taxation and compliance principles, including primary oversight through licensed exchanges, a gradual capital-gains structure and “considering a time-bound amnesty to encourage users to move assets onto regulated platforms.” The ministry also said strong verification and risk-mitigation systems would be needed. That wording describes a policy option discussed at a consultation. It does not establish that officials approved or enacted an amnesty. The notice gives no start date, deadline, application route, eligibility rules, tax rate, covered assets, or promise of immunity from prosecution.
Can you declare crypto in Pakistan under an amnesty now?
The cited government announcements do not establish a currently open crypto declaration process. They provide no instructions for declaring assets or moving them to a regulated platform under an amnesty. Do not treat the meeting notice—or later regulatory developments—as an invitation to apply.

The proposal’s unanswered design questions include who could qualify, which assets would be covered, what reporting and verification would require, how tax would be calculated, how long a window would last, which platforms could be used, and what legal consequences and consumer safeguards would apply. These are not published scheme terms.
What is the status of Binance and Pakistan’s crypto regulation?

- December 12, 2025: Binance said it had received AML registration under PVARA’s framework and was preparing for full virtual-asset service provider (VASP) licensing and local incorporation. This is Binance’s own description of its status and next steps. Binance statement
- April 16, 2026: Pakistan’s Press Information Department reported that PVARA had been formally established, that no-objection certificates (NOCs) had been issued to Binance and other virtual-asset service providers, and that the State Bank had rescinded its 2018 restriction on banking channels for cryptocurrency transactions. The release does not say that an amnesty was operational or explain the conditions attached to the NOCs. Press Information Department update
An AML registration statement and government-reported NOCs are distinct regulatory milestones. Neither, by itself, confirms every permission for Binance’s services in Pakistan or creates an amnesty.

The Ministry of Finance cited USD 38 billion in annual remittance flows as context for discussing possible blockchain-based payments and ways to reduce remittance costs. The ministry also said integration could improve financial visibility, support creditworthiness assessments and strengthen national asset reporting, while “not conferring legal tender status on digital assets.” This was the ministry’s account of the meeting’s rationale, not a statement of enacted law.
