What is Form XVIII(B)?
Bihar Vikas Mission recruitment notices identify Form XVIII(B) as a self-declaration issued by the General Administration Department (GAD), Bihar, under Letter No. 15440 dated 5 December 2017. In the contexts described by those notices, it accompanies an NCL certificate when an applicant claims BC or EBC reservation. The reference is specific to Bihar; it should not be treated as a form requirement for NCL certificates throughout India.
The form is also referred to as “Form XVIIIB” or “Prapatra-1” in a Bihar Staff Selection Commission notice-board search result. When might an NCL applicant need it?
In its 2020 and 2022 recruitment notices, Bihar Vikas Mission says BC and EBC applicants claiming reservation must submit either a valid current NCL certificate or a previously issued NCL certificate together with Form XVIII(B). These are instructions for the stated recruitments; they do not establish a blanket rule for every Bihar job or every application.

A Madhubani district court office order dated 12 November 2025 lists Form XVIII(B) with an NCL certificate based on income before financial year 2021–22 for that recruitment. This illustrates that a notice may specify a particular certificate period, but it does not show that every older certificate becomes acceptable when accompanied by the declaration.
What to check before submitting documents
- Open the current notice for your recruitment. Use the recruiting authority’s official notice and any form link it provides. Check the category covered, the certificate period or relevant financial year, and the application deadline.
- Confirm which certificate option is allowed. The Bihar Vikas Mission notices cited here allow either a valid current NCL certificate or a previously issued one with Form XVIII(B). Do not assume another authority uses the same options.
- Check applicant-specific instructions. One Bihar Vikas Mission notice says a married woman’s caste/NCL certificate for reservation must be in her father’s name and address, rather than her husband’s. Treat that as a condition of that notice, and verify the rule in the notice governing your application.
- Use the official form version. The form’s field-by-field text was not available in the cited accessible documents. Do not rely on an unverified template or infer its signature, attestation, or other completion requirements; use the form linked by the relevant authority or confirm the correct version with it.
- Follow the stated submission method. Check whether the notice requires the declaration with the application, at document verification, or at another stage, and whether it specifies original, copy, or upload requirements.
Does Form XVIII(B) have a universal expiry rule?
The cited notices do not establish a universal expiry period for an NCL certificate or a rule that Form XVIII(B) makes every certificate older than a fixed age valid. They describe requirements for particular recruitment processes, including one order tied to income before a specified financial year. Follow the certificate date and period stated in your own recruitment notice rather than applying a general age limit.

Where to get the correct form and instructions
Start with the recruiting authority’s current official advertisement or notice board and follow its form link. The Bihar Vikas Mission notices attribute Form XVIII(B) to GAD Letter No. 15440 dated 5 December 2017, but that reference alone does not confirm that a copy found elsewhere is the version accepted for your application. If the notice’s wording or linked file is unclear, ask the recruiting authority before submitting.
