The detailed socioeconomic report was tabled in the legislature on 7 November 2023. This is a survey figure about family income, not individual earnings or a nationally comparable poverty-line estimate.
What the survey reported about family income
The reported threshold was ₹6,000 in monthly family income. The Indian Express described this as Bihar’s BPL cutoff and reported that more than 94 lakh of approximately 2.97 crore families fell at or below it. The figure represents the share of families recorded in the state survey, rather than the share of people or workers.
The detailed socioeconomic findings were tabled on 7 November 2023. The government had released initial population findings on 2 October 2023; those population shares are different statistics from the later income finding. News On AIR reported that the survey was conducted in two phases in 2023.
How reported shares differed by social category
The Indian Express and India Today reported the following shares of families at or below the ₹6,000 monthly family-income threshold. These are attributed figures from secondary reporting on the state survey, not a harmonized reanalysis.

For Scheduled Caste families, the accounts do not give one consistent percentage: The Indian Express reported 43.93%, India Today described the share as over 42%, and a later academic compilation gives 42.93%. These secondary accounts should not be treated as identical readings of the original table.
Among named subgroup examples, The Indian Express reported 54.56% for Mushahar families, 53.10% for Dom families and 27.58% for Bhumihar families. These figures describe reported shares at the threshold; by themselves, they do not explain why income differs between groups.

What the income figure does—and does not—tell you
The finding is useful as a description of the income distribution reported by Bihar’s 2023 survey. It should not be read as a national poverty rate or directly compared with a poverty measure that uses a different unit, concept or time period. A meaningful comparison would need to establish whether each measure counts families or individuals, measures income or consumption, and applies the same threshold and reference period.
The available reporting does not establish the questionnaire wording, weighting method, treatment of nonresponse, independent validation or uncertainty estimates for this income statistic. It therefore does not support claims about survey accuracy, causes of poverty or the effect of caste on income. The cited sources also do not establish public access to survey microdata.

The survey covered more than income
The detailed report was broader than the ₹6,000 finding. Hindustan Times described the public document as 216 pages and said it covered income, employment, assets and education across 215 sub-castes. The initial population release reported EBCs as 36.01% of Bihar’s population, BCs as 27.12%, Scheduled Castes as 19.65%, the general category as 15.52%, and Scheduled Tribes as 1.68%, according to News On AIR. Those are population shares—not income shares or the percentages of families below the income threshold.
Bihar Chief Minister Nitish Kumar described the report as a “landmark” and said it would pave the way for “inclusive growth,” as reported by The Indian Express.
