President Joe Biden signed H.R. 3935, the FAA Reauthorization Act of 2024, on May 16, 2024. The measure became Public Law 118-63 and authorizes the Federal Aviation Administration through fiscal year 2028. It is a broad civil aviation law covering agency oversight, safety, airspace and airports, and passenger protections—not a single-purpose refund bill.
What aviation bill did Biden sign?
The bill was H.R. 3935, formally titled the FAA Reauthorization Act of 2024. Congress enacted it as Public Law 118-63 when Biden signed it on May 16, 2024. The FAA’s overview says the authorization runs through fiscal year 2028.
A reauthorization sets congressional direction for an agency and its programs. The law addresses the FAA and other civil aviation programs; it is not simply an extension of the agency’s existing authority or a measure focused only on airline refunds. The enacted text is available through Congress.gov.
What does the law cover?
The statute spans multiple parts of the aviation system. The FAA describes the act as setting congressional priorities for its mission, resources, and timelines. Its provisions address FAA oversight and organization, aviation safety, airports and airspace, and passenger rights.

At signing, official summaries also highlighted workforce needs, technology, modernization of the national airspace system, advanced air mobility, and integration of unmanned aircraft. These summaries describe priorities; the enacted statute, rather than a speech or press release, determines whether a particular measure became law.
Aviation safety and FAA oversight
The law includes provisions concerning aviation safety and the FAA’s oversight role. In his May 16, 2024 signing statement, Biden said it would “strengthen safety standards.” Senate Commerce Committee Chair Maria Cantwell said the law would mean more safety inspectors on aircraft manufacturers’ factory floors and tougher FAA safety standards. Those were statements about the law’s intended direction, not evidence that safety outcomes had already improved.

Passenger protections
Passenger rights are one part of the larger reauthorization. Biden said the law would expand protections for air travelers. Cantwell described passengers as having a right to hassle-free refunds. Those signing-era statements do not, by themselves, establish how a specific refund claim is handled or demonstrate the law’s effects in practice; travelers dealing with an airline should check the applicable Department of Transportation rules and guidance.
Workforce, technology, airports, and airspace
Signing-era descriptions identified support for aviation workers, airport infrastructure, technology, and airspace modernization as priorities. The Administration also cited advanced air mobility and unmanned aircraft integration. These categories cover a wide range of statutory provisions and agency work; a priority summary should not be treated as proof that every project was funded, completed, or implemented immediately.

What was proposed but left out?
In a May 8, 2024 policy statement, the Administration identified measures it wanted that were not included in the agreement. These included international aviation climate measures, airport service-worker job-quality provisions, and a proposed $8 billion Facility Replacement and Radar Modernization program.
The $8 billion figure described the Administration’s proposed program, not an amount authorized or appropriated by the enacted agreement. The listed omissions were Administration priorities, not provisions of the final law.

What the signing did—and did not—show
The signing made the reauthorization law and established an authorization horizon through fiscal year 2028. It did not establish that every provision took effect immediately, that agencies had completed all required work, or that the law had already produced measurable changes in safety, staffing, or passenger outcomes. The FAA’s overview and the statutory text explain the law’s scope; claims about implementation or results require provision-specific agency records and evidence.
At the signing, Biden called the law “a big win for travelers, the aviation workforce, and our economy.” Cantwell called it a step toward a safer, more reliable system. These are attributed assessments of the law, not independent findings about results achieved after enactment.
