The Biden-Harris administration’s October 17, 2024 announcement of about $4.5 billion in student loan relief covered more than 60,000 public-service workers through Public Service Loan Forgiveness (PSLF). It was not a new, universal cancellation program: eligibility depended on the borrower’s federal loan type, qualifying public-service employment and payment history. The announcement is historical; borrowers should check current rules and their own records before making decisions.
What did the $4.5 billion announcement cover?
The U.S. Department of Education announced on October 17, 2024, that more than 60,000 public-service workers would receive roughly $4.5 billion in relief through PSLF. The announcement also said more than 1 million borrowers had received PSLF relief, and reported more than $175 billion in relief for over 4.8 million Americans across the administration’s student-loan relief actions. Those are different totals: the $4.5 billion and 60,000-plus figure describe that announcement, while the other figures are cumulative PSLF or administration-wide totals. That announcement does not establish that any particular borrower qualifies. PSLF eligibility is determined by the borrower’s loans, qualifying payments and employment—not by the headline or job title alone.
Who generally qualifies for PSLF?
PSLF generally requires an eligible Direct Loan, 120 qualifying monthly payments, and full-time employment for a qualifying public-service employer. Federal Student Aid lists federal, state, tribal and local government employers, as well as qualifying nonprofit organizations. Each part of the requirement matters: a qualifying job does not make an ineligible loan eligible, and eligible loans alone do not satisfy the employment or payment requirements. Loan type
Direct Loans are the loan type generally eligible for PSLF. Federal Family Education Loan (FFEL) and Perkins loans are not eligible unless consolidated into a Direct Loan. Because consolidation history and individual records can affect a borrower’s situation, check the account and current official guidance before deciding whether to consolidate. Employment
The employer must qualify, and the relevant employment must meet the program’s requirements. Working as a teacher, nurse, firefighter or government employee does not by itself establish eligibility; the employer and employment period must be verified.

Payments
A borrower generally needs 120 qualifying monthly payments. The number of payments shown in a headline or a borrower’s recollection is not a substitute for the count reflected in their account. Confirm the payment history and current repayment requirements through Federal Student Aid.
How to check your own eligibility
- Sign in to your StudentAid.gov account and review your federal loan records, including whether your loans are Direct, FFEL or Perkins loans.
- Use the Federal Student Aid PSLF Help Tool to review qualifying-employer information and your PSLF records.
- Check which employers and employment periods are reflected in your records, and review the qualifying-payment count associated with your loans.
- Before consolidating or changing repayment arrangements, verify the current program rules and how the choice could affect your individual account. Why the 2024 announcement is not a current eligibility ruling
The $4.5 billion figure belongs to a Biden-era announcement dated October 17, 2024. It describes relief for a particular group through PSLF, not a standing promise that other borrowers will receive the same outcome. Later Department of Education updates have addressed changes to SAVE and related repayment rules.
