The Pixel 9a is the best overall phone under $400 when discounted to $399, while Samsung, Motorola and refurbished flagships serve different priorities.

Best overall: the Google Pixel 9a, but only when the unlocked 128GB model is actually available for the October 2025 promotional price of $399. If you prefer Samsung’s ecosystem and a larger display, choose the Galaxy A36 5G at $399.99. Buyers focused on battery life, durability, or a built-in pen should look at Motorola’s Moto G Power (2025) or Moto G Stylus (2025).

This is a historical US buying snapshot. Prices and availability were checked for October 2025 and may have changed afterward. The rankings use new, unlocked phones priced at $400 or less before sales tax, without a trade-in, mandatory financing plan, or long-term bill-credit commitment.

What counts as a phone under $400?

A phone qualifies here only if a US shopper could reasonably buy the new, unlocked device for $400 or less before tax. A phone priced at exactly $399.99 qualifies. A carrier installment price, trade-in offer, gift-card rebate, or “up to” coupon does not automatically qualify.

Keep these categories separate when shopping:

  • Regular unlocked price: the normal price for a US model.
  • Temporary sale price: a time-limited discount, such as the Pixel 9a’s reported $399 October promotion.
  • Carrier price: may require activation, a specific plan, trade-in, or 24–36 months of bill credits.
  • Refurbished price: potentially better hardware, but with condition, battery, warranty, and return-policy risks.
  • Import price: not equivalent to a US retail recommendation because bands, activation, eSIM, and warranty coverage may differ.

Quick picks

Phone Best for October 2025 price treatment Main trade-off
Google Pixel 9a Best overall and best camera $399 promotional price when available Slow charging and limited base storage
Samsung Galaxy A36 5G Best Samsung phone $399.99 for the listed unlocked 256GB US version Camera processing trails the Pixel
Motorola Moto G Stylus (2025) Note-taking and large-screen use Include only at a verified unlocked price of $400 or less Less compelling camera and update policy
Motorola Moto G Power (2025) Battery life and durability Strong value if the verified price is below the ceiling Camera and software support are weaker
Samsung Galaxy A26 5G Cheaper Samsung ownership $299.99 MSRP for the unlocked 128GB model in Samsung’s 2025 US price file Less premium display, performance, and camera
Refurbished Pixel 8a or Galaxy S23 More performance or camera for the money Varies by seller and condition Battery age and warranty risk

1. Google Pixel 9a: best overall at $399

The Pixel 9a is the default recommendation when its October 2025 sale price was available. It combines the strongest point-and-shoot camera experience in this group with a relatively compact design and a clean Android interface. Google’s official specifications page is the place to confirm the US configuration.

  • US Model – Global Connectivity – Compatible with Most GSM Carriers like T-Mobile, AT&T, MetroPCS, etc. Will Also work with CDMA Carriers Such as Verizon, Straight Talk.

Its camera advantage comes from image processing rather than megapixel counts. It is the best fit for daylight detail, HDR, skin tones, portraits, and low-light snapshots when you want to point, shoot, and get a reliable result. It is also the safer choice for buyers who intend to keep the phone for several years and value Google’s stated software-support commitment.

The compromises matter. Charging is slower than on some Motorola and OnePlus alternatives, base storage can feel restrictive, and it is not the obvious choice for demanding gaming or sustained heavy workloads. Buyers who want a very large screen, maximum battery endurance, or fast charging should consider the alternatives below.

Choose it if: camera quality, compact size, and software support are your priorities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Skip it if: you want the fastest charging, the biggest display, or gaming-focused performance.

2. Samsung Galaxy A36 5G: best Samsung choice

The unlocked US Galaxy A36 5G is the strongest mainstream Samsung alternative at the budget limit. Samsung listed a 256GB unlocked version at $399.99, while its 2025 US pricing material listed the 128GB model at the same ceiling. Confirm the storage configuration before checkout on the official purchase page.

The A36 makes more sense than the Pixel 9a for buyers already invested in Samsung phones, Galaxy wearables, Samsung apps, or the company’s interface. Its large AMOLED display is better suited to video, reading, and split-screen use than a compact phone. The 5G support and Samsung’s long-term update positioning also make it a more reassuring ownership proposition than many low-cost competitors.

It is not the camera leader. Samsung’s cameras are versatile enough for everyday use, but the Pixel generally produces more consistent HDR, portraits, night images, and moving-subject results. Performance should be adequate for normal apps, though specification sheets alone cannot establish which phone will deliver the best sustained gaming performance.

Storage and connectivity can vary by regional model. Check the exact US model number, whether a microSD slot is present on the version being sold, and compatibility with your carrier rather than assuming every A36 listing is identical.

Choose it if: you want a large OLED display, Samsung software, and a familiar ecosystem.

Skip it if: your top priority is the best still photography under $400.

3. Motorola Moto G Stylus (2025): best for a built-in pen

The Moto G Stylus (2025) earns a place only when its official unlocked US price and configuration meet the $400 limit. Its defining feature is the integrated stylus, which is useful for handwritten notes, annotating screenshots, signing documents, marking up PDFs, and making quick selections without using a fingertip.

The large display is a natural fit for the pen and for users who prefer spacious keyboards and readable text. Students, field workers, and anyone who regularly sketches or writes on a phone may get more practical value from the stylus than from a modest camera or processor upgrade.

The pen should not be treated as a bonus everyone needs. If you rarely take notes or annotate documents, a Pixel 9a or Galaxy A36 may provide better value through camera quality or longer-term polish. Motorola’s update policy and the secondary cameras also require more scrutiny than Samsung’s or Google’s offerings. Verify the promised Android upgrades and security-update period for the exact US model.

Choose it if: you will genuinely use the stylus and want a large screen.

Skip it if: the pen would remain in its slot and you care more about photography or support longevity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Motorola Moto G Power (2025): best battery and durability value

The Moto G Power (2025) is the practical choice for commuters, travelers, outdoor users, and anyone who dislikes charging frequently. Motorola’s US product page confirms the model and its US 5G positioning. Do not turn its battery capacity into a guaranteed number of hours: endurance depends on brightness, signal strength, refresh rate, apps, and modem behavior.

Its appeal is a battery-oriented design and ruggedness emphasis at a lower price than many more polished midrange phones. That can matter more than an OLED panel or a sharper camera if the phone is used on job sites, during long commutes, or away from outlets.

The trade-off is a less refined overall experience. Camera processing is generally less dependable than the Pixel’s, the display may be less premium than an OLED rival, and Motorola’s software-support policy is not the category leader. Check the official IP rating or durability claim rather than calling the phone waterproof.

Choose it if: battery endurance, durability, and price matter more than camera quality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Skip it if: you want the longest support commitment, a premium display, or consistently excellent night photography.

5. Samsung Galaxy A26 5G: best cheaper Samsung

The Galaxy A26 5G is the sensible fallback when spending $399 would strain your budget. Samsung’s 2025 US MSRP file listed the unlocked 128GB model at $299.99. It provides a lower-cost route to Samsung software and 5G without relying on a carrier contract.

The savings come with visible compromises compared with the A36: less premium hardware, weaker performance headroom, and a less capable display and camera system. For calls, messaging, streaming, navigation, schoolwork, and social media, those concessions may be acceptable. For gaming, photography, and long-term smoothness, the A36’s extra cost is easier to justify.

Choose it if: you want a new Samsung phone while keeping the purchase price comfortably below $400.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Skip it if: the phone will be used heavily for games, photos, or demanding multitasking.

6. Nothing Phone (3a): a conditional design-led pick

The Nothing Phone (3a) is appealing for its distinctive hardware and clean-feeling software, but it should not be treated as a universal US recommendation without confirming three things: an official US product listing, a price at or below $400, and compatibility with your carrier.

Imported or region-specific phones can lack important US LTE or 5G bands, carrier certification, eSIM support, or local warranty coverage. A strong specification list cannot compensate for activation problems or an expensive return to another country. The same caution applies to Xiaomi, Poco, Honor, Oppo, Realme, and other models primarily sold through import channels.

What about the Galaxy A56 5G?

The Galaxy A56 5G is a worthwhile sale-watch option, not a default strict-budget pick. Samsung positioned it above the A36 in its 2025 A-series lineup, and its normal US price was generally higher than $400. Include it only when a specific promotion brings a clearly identified unlocked configuration under the limit without a trade-in or bill-credit requirement. Otherwise, it belongs in a “stretch the budget” comparison rather than the under-$400 ranking.

Camera, performance, battery, and display: how the trade-offs work

Best camera

Pick the Pixel 9a for the most dependable point-and-shoot results. It is particularly attractive for HDR, portraits, night photography, and skin tones. The Galaxy A36 is a reasonable general-purpose camera phone, while Motorola’s models are better justified by their screens, battery, or stylus. Nothing’s camera proposition is conditional on verified US availability and support.

Do not use megapixel counts as a substitute for testing. Camera-app speed, image processing, moving-subject handling, video stabilization, ultrawide quality, and front-camera performance all matter.

Best performance and gaming

There is no responsible universal performance winner based only on chipset names or RAM figures. Ordinary apps can feel fast on several of these phones, while demanding games, long sessions, image processing, and sustained multitasking expose differences in GPU capability, thermal management, storage speed, and throttling.

If gaming is your priority, look for independent sustained-performance testing of the exact model and configuration. Also check storage capacity, speaker quality, haptics, and whether the games you play are compatible. A 120Hz display can make scrolling feel smoother, but it does not guarantee better game performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Best battery

The Moto G Power (2025) is the battery-led choice. The Pixel 9a is a better camera and software purchase, while Samsung offers a more balanced ecosystem experience. Battery capacity alone is not a runtime guarantee: screen size, refresh rate, modem efficiency, brightness, and signal conditions can change results substantially.

Compare charging speed separately from endurance. Also check whether a charger is included, whether wireless charging is supported, and whether the phone provides battery-health or charging-protection controls.

Best display

The Galaxy A36 is the clearest display-first choice among the strict-budget recommendations because its large AMOLED panel provides strong contrast and vibrant colors. OLED generally looks more premium than LCD, but brightness matters just as much outdoors. A 120Hz LCD can feel smooth while remaining less readable or less visually rich in bright conditions than a lower-refresh-rate OLED.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Software support is part of the price

A cheap phone that stops receiving security updates quickly can become expensive if you replace it early. Compare each manufacturer’s promise by separating Android-version upgrades from security updates. “Seven years of updates,” for example, is incomplete unless it specifies what is covered and for which model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google and Samsung are the strongest starting points for buyers who want a clearly stated long-term support proposition. Motorola may offer better hardware features per dollar, but its update commitment should be checked before purchase. Also consider preinstalled apps, advertising or lock-screen content, account requirements for AI features, and the manufacturer’s track record of delivering updates on time.

New budget phone or refurbished flagship?

A refurbished Pixel 8a, Pixel 8, Galaxy S23, or older iPhone can offer a better camera, processor, display, or build than a new phone at the same price. The trade-off is uncertainty: the battery has already aged, water resistance should not be assumed, and seller policies vary widely.

Before buying refurbished, check:

  • Seller reputation and whether the device is certified refurbished rather than merely used.
  • Warranty length and the return window.
  • Any battery-health guarantee or minimum battery capacity.
  • Unlocked status, IMEI or blacklist status, and carrier compatibility.
  • Exact cosmetic grade and whether the phone has been repaired with non-original parts.
  • Whether a charger and other accessories are included.

Choose new when battery certainty, a full warranty, and simple returns are worth more than flagship-level hardware. Choose refurbished when the seller provides strong written warranty and battery terms and the device’s camera or performance advantage is important to you.

What to check before checkout

  1. Confirm the exact model number. Brand and series names are not enough; regional variants can differ.
  2. Check unlocked status. “Unlocked” should not mean “compatible with every US carrier.”
  3. Verify your carrier. Check LTE and 5G bands, VoLTE, Wi-Fi Calling, eSIM support, and carrier certification for AT&T, T-Mobile, or Verizon.
  4. Check storage. A cheaper 128GB version may be materially different from a 256GB listing.
  5. Read the promotion terms. Exclude trade-ins, mandatory plans, long bill credits, and color- or configuration-specific restrictions from the headline price.
  6. Confirm the warranty and returns. This is especially important for marketplace and refurbished listings.
  7. Check the box contents. Many phones no longer include a wall charger.
  8. Consider your real ceiling. A $399.99 phone will cost more after sales tax, and storage or accessories can push the purchase beyond your budget.

Phones and claims that have aged out

Older budget-phone lists often continue recommending the OnePlus Nord N30 because its original combination of a 108MP camera, 5,000mAh battery, 120Hz display, and 50W charging looked compelling. That hardware is now dated, and its lack of an official water- and dust-resistance rating is a meaningful ownership limitation. See Android Authority’s review for that model’s documented trade-offs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Likewise, a new unlocked iPhone under $400 is generally not a normal US retail option. Apple buyers should consider a refurbished model, an older generation, or a carrier promotion—but those should be evaluated separately from this new unlocked Android ranking.

Bottom line

Buy the Google Pixel 9a at $399 if your priorities are photos, compact size, and software support. Buy the Galaxy A36 5G if you want Samsung’s ecosystem, a larger AMOLED screen, and a balanced mainstream experience. Choose the Moto G Power (2025) for battery and durability, the Moto G Stylus (2025) for genuine pen-based work, and the Galaxy A26 5G when keeping the price well below $400 matters most.

For a refurbished Pixel or Galaxy flagship, insist on clear battery, warranty, return, unlocked-status, and carrier-compatibility terms. Those details matter more than a tempting headline price.
