Choose the Pixel 9a for its camera only when a dated sale or refurbished price brings it under $400; its $499 launch price does not qualify at regular price. Prices and stock can change, and the Pixel 10a launched at $499 on February 18, 2026, reshaping the Pixel 9a’s sale-versus-refurbished value equation.
How to read “under $400”
This guide uses a hard pre-tax ceiling for the phone itself. A regular-price unlocked phone qualifies at $399.99; a lower advertised amount that depends on trade-in, a new line, financing, bill credits, or carrier lock does not. The same rule excludes a $499 phone unless a dated sale or refurbished offer actually brings its purchase price below $400.

Prices and availability change. Treat the figures below as February 2026 context, not guaranteed checkout prices. Before buying, confirm the exact model, storage, seller, condition, unlock status, warranty, and return policy. A phone’s total cost can also exceed the budget once sales tax and necessary accessories are included.

The Pixel 10a launched February 18 at $499, so it is a stretch-budget alternative, not a regular-price under-$400 pick. Google’s listed Pixel 10a specifications include a 6.3-inch 60–120Hz Actua display, Tensor G4, 8GB RAM, 128GB or 256GB storage, a 5,100mAh typical battery, and Qi-certified wireless charging; the charger is sold separately. |---|---|---|---|
| Moto G Stylus 2025 | Best overall value and stylus use | Qualifies only if the exact unlocked U.S. model is verified below $400 | Shorter or less certain support than leading Pixel and Samsung options; camera quality needs careful expectations |

Best overall: Moto G Stylus 2025
The Moto G Stylus 2025 is the most balanced recommendation here for a buyer who wants a large-screen Android phone, a built-in stylus, and useful everyday hardware without crossing a firm $400 ceiling. The stylus adds practical value for handwritten notes, annotating documents, or marking up screenshots; it is not a reason by itself to buy the phone if you will rarely use it.
Its recommendation is conditional on price: verify that the exact U.S. unlocked configuration is below $400 before checkout. The available evidence does not establish a stable February price, so an unverified listing or carrier promotion should not be presented as its normal cost. WIRED later selected it as its best under-$400 phone in March 2026, useful corroboration of its value position but not a February price check or a claim of hands-on testing here. WIRED’s budget-phone coverage
The compromise is ownership longevity and imaging consistency. Do not assume Motorola’s update commitment from another model’s policy: check the precise model’s official support terms. A large high-refresh display can feel fluid, but refresh rate alone does not establish brightness, outdoor legibility, or gaming performance. Likewise, camera resolution is not a reliable substitute for consistent processing, video quality, or low-light results.
Best camera: Pixel 9a, when its price qualifies
For point-and-shoot still photography, the Pixel 9a is the leading camera choice in this group when you find it below $400. Google’s computational photography is generally a stronger reason to choose it than a megapixel comparison: exposure handling, HDR, skin tones, and night images matter more than a large resolution number on a budget phone. Its listed rear setup is a 48MP wide camera and 13MP ultrawide, with optical and electronic stabilization on the wide camera. Google’s Pixel 10a family specifications page

Price qualification matters. The Pixel 9a launched at $499, and February Presidents’ Day coverage reported a temporary $150 Best Buy discount. That deal was promotional, not a standing price; confirm the seller, dates, model, condition, and checkout total rather than assuming every $399 listing is new and unlocked. February 2026 Pixel 9a deal coverage
The Pixel 9a’s Tensor G4, 8GB RAM, and IP68 rating are reported for the model, alongside a seven-year software-update commitment. Confirm that the policy and listing apply to the exact U.S. model. The Pixel 10a’s $499 launch price makes the older phone’s discount or refurbished price particularly important, but does not prove a specific Pixel 9a price today. Charging is not class-leading, and a camera advantage does not establish that it is the best gaming phone.
Best battery candidate: Moto G Power 2026
Published coverage reports a 6,000mAh battery and 30W TurboPower charging for the Moto G Power 2026, and positions it below $300. That makes it the battery-first value candidate, especially for someone who wants to spend comfortably less than $400. The reported charging wattage is not proof that a compatible charger is included, and battery capacity alone cannot guarantee longer real-world endurance than a standardized review test.

Do not buy it on battery size alone if you need a well-established update runway, top-tier cameras, or confirmed compatibility with a particular carrier. The cited comparison said Motorola had not officially confirmed the complete support period at the time it was written. Verify the exact U.S. model’s current support policy and specifications rather than treating an estimate as a guarantee.
Best Samsung at the ceiling: Galaxy A36 5G
The unlocked Galaxy A36 5G with 128GB is a genuine boundary-case choice: Samsung’s U.S. MSRP documentation lists it at $399.99. That is a qualifying official MSRP, but a current store price, stock level, and unlocked status still need checking. Samsung’s buying pages note that pricing, promotions, delivery dates, and availability can change before payment and shipment. Samsung Galaxy A36 5G unlocked buying page Samsung U.S. MSRP price file
Choose the A36 if you value Samsung’s software and ecosystem, a high-quality AMOLED-class display, and an ownership proposition that puts support ahead of peak speed. Samsung’s product documentation should be the source for any exact update promise; support terms can differ by model and region, and years of security support are not automatically years of Android-version upgrades. With 128GB, check your likely space needs for games, photos, and offline video before committing. A carrier-specific SKU is not interchangeable with an unlocked SKU just because both carry the A36 name.
Best value below $300: choose availability over novelty
Moto G Power 2026
For a broadly understandable low-cost choice, the Moto G Power 2026 is the straightforward contender if the exact unlocked model is actually offered below $300. Its reported battery and charging figures are attractive, but verify update terms, storage, NFC, eSIM, and carrier support on the seller’s specific model page before purchase.

CMF Phone 2 Pro
The CMF Phone 2 Pro may appeal more if distinctive design and hardware per dollar matter most. Its U.S. channel and support position require extra caution: published coverage described the U.S. situation as a beta-release context. Confirm that you are buying an officially supported U.S. model, identify who provides the warranty, and check carrier bands and return terms. An imported listing can have a tempting price while leaving you with weaker network compatibility, warranty protection, or repair options. Coverage discussing the U.S. CMF context
Cheapest reasonable Samsung: Galaxy A17 5G
The Galaxy A17 5G is for buyers who want a lower-cost Samsung with 5G and mainstream U.S. availability, not someone trying to maximize camera quality or gaming speed near the $400 limit. Samsung lists a U.S. unlocked 128GB buying page; confirm its live price, SKU, and current support terms. Samsung Galaxy A17 5G unlocked buying page
Compared with the A36 class, the A17 is the more basic device in performance, cameras, display, and build. It can still be a sensible purchase if low upfront cost is the priority, but paying more can be worthwhile for a buyer who keeps a phone for years or relies on better cameras and heavier apps. Compare the actual price difference rather than assuming either model is always cheaper.

Is a refurbished flagship a better buy?
Sometimes. A refurbished Pixel may deliver a stronger camera, while an older Galaxy S-series or iPhone can offer a faster processor, better materials, speakers, or camera hardware than a new budget phone. The lower price is not the whole value calculation: a used phone may have a worn battery, less remaining software support, uncertain water resistance after repair, or a weaker warranty.

- GSM Unlocked: Use your preferred GSM carrier with ease. Compatible with T-Mobile, Metro PCS, and others. Sim card not included. For availability on select networks, please consult your service provider. Note: This device is not compatible with AT&T/Cricket or CDMA networks like Verizon and Sprint.

- All-Day Battery: Stay powered all day with our 5,000mAh battery, and recharge in a flash with our 66W quick charge technology that tops you up from 0 to 100% in just 20 minutes.
- For a refurbished Pixel: prioritize camera quality and check the remaining support period for the exact model.
- For an older Galaxy S-series or iPhone: compare performance and build advantages with the model’s remaining software support and battery condition.
- For certified refurbished stock: read the seller’s battery-health standard, warranty, return window, and definition of “certified.” Terms vary by seller.
- For marketplace stock: confirm IMEI status, carrier unlock, exact model number, return rights, repair history, and whether original or third-party parts were used.
Choose new when warranty, return certainty, and battery condition matter more than older-flagship hardware. Do not assume a repaired phone retains its original water resistance.
How to check carrier compatibility and the true cost
“Unlocked” means the phone is not restricted to one carrier; it does not guarantee that it supports every U.S. carrier feature. Before paying, check the exact model’s LTE and 5G bands, VoLTE, Wi-Fi calling, eSIM availability, and the carrier’s device-compatibility rules. This is especially important for imported CMF models, marketplace refurbishments, and carrier-branded variants. Do not infer compatibility from the words “5G” or “unlocked” alone.
Calculate the amount you will actually pay: device price plus tax and any required charger or protection you intend to buy. A purported $0 or heavily discounted carrier phone may require a new line, monthly installments, bill credits, or trade-in; those are not equivalent to an unlocked phone costing less than $400. For wireless charging, expandable storage, NFC, headphone jack, and charger inclusion, check the precise product configuration rather than relying on family-level specifications.
Phones and offers to skip
- Pixel 10a at its regular $499 launch price: it exceeds a hard $400 ceiling unless a real discount or other qualifying price changes the purchase cost.
- Any phone advertised under $400 only after a trade-in or new line: it does not meet the price rule used here.
- Imported or uncertain-support models without verified warranty and bands: savings can be offset by compatibility and service risks.
- Older phones with little support remaining: a better camera or processor may not compensate for a short usable software life.
- OnePlus Nord N30 or another older model with weak remaining support: buy only after checking its exact support status and price against newer options.
A “stretch” phone over $400 may be worth comparing if your budget is flexible, but it should not be labeled a sub-$400 pick unless its actual qualifying price meets the threshold.
Quick Recap
Final checks before checkout
- Confirm the exact model number, storage, condition, and seller.
- Verify unlocked status and compatibility with your carrier or MVNO, including required bands and calling features.
- Check the manufacturer’s support policy for that model and region, not a related phone.
- Review battery-health disclosure, warranty, return window, and repair history for refurbished devices.
- Check whether the charger is included and whether your desired accessories are compatible.
- Compare the final price after tax and required costs; exclude trade-in, new-line, and financing math if you want a phone genuinely priced below $400.
- Recheck stock and price on the day you buy, since February promotions and retailer listings are time-sensitive.
