Which free tax-filing option fits your return?
The best option depends on three things: whether you meet the provider’s eligibility rules, whether it supports the forms your return needs, and whether it charges for your state return. The IRS lists eight trusted partners for the 2026 filing season, which covers 2025 returns; use its current partner directory because offers and availability can change.

IRS Free File is a public-private partnership between the IRS and the Free File Alliance. Its protections apply within the program: the IRS says partners cannot upsell additional services or impose hidden fees there, and the program includes compliance reviews and calculation guarantees. Those assurances do not automatically apply when you go directly to a provider’s ordinary commercial site.
How IRS Free File guided software works
For 2025 returns filed in the 2026 season, the IRS says taxpayers with AGI of $89,000 or less may qualify for guided Free File software. That figure is the program’s income ceiling, not a guarantee that every partner will accept every return under it. A partner may also apply rules involving age, state residency, military status, or other factors. State-return fees and availability can differ.

- Go to the IRS Free File page and choose the guided software option.
- Use the IRS partner directory to compare each provider’s eligibility rules and state-return offer with your circumstances.
- Begin through the IRS portal. The IRS says starting at IRS.gov is necessary to ensure you receive the program’s free access.
- Confirm that the selected partner supports your forms and schedules before entering your information. If the product says your return requires an upgrade, review the cost and alternatives before continuing.
The IRS says there are eight trusted partners for this filing season. That count and the providers’ offers are specific to the current season, not a promise about future lineups.
When to use Free File Fillable Forms
Free File Fillable Forms are available regardless of income, but they are for people who can prepare their own federal return. Unlike a guided partner product, they do not provide the same step-by-step interview experience. Choose them if you understand the forms and calculations your return requires; if you want help deciding what to enter, consider guided software or an assistance program instead.

Can you file for free with a 1099?
Possibly. Having a 1099 does not by itself determine whether a product is free: the form type, what the income represents, and the provider’s limits matter. H&R Block’s Free Online page lists some 1099 documents among its supported forms, including 1099-INT, 1099-G and 1099-R; its 1099-DIV support has a stated limit. The company says more complex investment, freelance, rental, or other situations may require a different tier. Check the provider’s current form list against every document and schedule on your return.
TurboTax also limits which forms and schedules fit its Free Edition, and its reviewed page described a limited allowance for certain 1099-K situations. Do not assume that a 1099-K, freelance income, or another non-wage item qualifies for free filing without checking the current terms.

When a commercial free tier may work
H&R Block Free Online
H&R Block describes its free product as designed for simple returns and lists Form 1040 and selected schedules and supporting forms. Examples include the Earned Income Tax Credit, Child Tax Credit, student loan interest, retirement distributions and certain 1099 forms. Eligible customers can file federal and state returns without a fee, according to the company’s page. H&R Block says approximately 52% of filers qualify for its Online Free Edition; that is the company’s own marketing claim, not an independent estimate. Review its current supported-form list and terms to see whether your return fits.
TurboTax Free Edition
TurboTax says some additional schedules or forms require moving to another product. Its page also described a mobile-app offer that required filing by February 28, 2026; that specific promotion has expired. Check TurboTax’s current product page for active offers, form limits and state-filing costs rather than relying on an expired promotion.

VITA and TCE
The IRS points qualified taxpayers to Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) for free basic return preparation by IRS-certified volunteers. See the IRS overview for program details and how to find assistance.
MilTax
MilTax is a no-cost tax resource for eligible members of the military community. The number of state returns included is not consistent across the IRS pages reviewed, so check current Military OneSource terms rather than relying on a state-return limit quoted elsewhere.

What to check before submitting
- Eligibility: Confirm the AGI, age, state, military-status and other rules that apply to the specific product.
- Forms and schedules: Match the product’s supported list to your actual income, deductions, credits and required schedules.
- Total cost: Check both federal and state filing charges, plus whether an upgrade is required to complete your return.
- How you entered the product: For IRS Free File, start at IRS.gov so the partner’s program offer applies.
- Current season: Confirm the offer is for the filing season in which you are filing; provider lineups and promotions change.
The IRS summarizes its free filing options this way: “You can file your taxes for free with these options.” Its stated goal for Free File, attributed to IRS Chief Executive Officer Frank J. Bisignano, is “providing taxpayers an easy and secure way to prepare and file their federal tax return at no cost.”
