The Bank of North Dakota’s 2026 Farm Financial Stability Loan Program was designed to help North Dakota agricultural producers address operating shortfalls from 2024 or 2025. Its announced uses included replenishing working capital, terming out operating carryover and restructuring existing term debt. The published application deadline was June 30, 2026; because that date has passed, producers should confirm directly with BND or a local lender whether the program was extended, reopened or exhausted.

What the 2026 Farm Financial Stability Loan Program offered

The North Dakota Industrial Commission announced the program on March 17, 2026, with the Bank of North Dakota (BND) administering it. It was a targeted financing option for agricultural producers facing an operating shortfall—not a general refinancing offer for every farm borrower. North Dakota Industrial Commission announcement

The program’s stated purposes were to replenish working capital, term out operating carryover and restructure existing term debt. The March announcement said the BND share carried a fixed 3.75% interest rate for five years. A participating local lender’s share had a separate rate cap: no more than BND’s Base Rate plus 1%. The announcement does not say that the lender’s share received the fixed 3.75% rate, so borrowers should distinguish the two portions when reviewing an offer.

The commission announced $100 million in additional funding and described total support for producers, including the Grain Inventory Loan Program, as $500 million. Its meeting memorandum records an initial $300 million Farm Financial Stability allocation and an earlier $80 million transfer from the Grain Inventory program, as well as the request for the additional funding and movement of remaining Grain Inventory availability. Is the program accepting applications now?

The published deadline was June 30, 2026, or earlier if funding was exhausted. That deadline has passed. The March 2026 announcement does not establish whether BND later extended or reopened the program, or whether funding ran out. Do not assume applications are currently available: check with BND or your local lender for the latest status and any revised terms.

Who was the program intended to help?

The announcement described eligible applicants as agricultural producers with an operating shortfall in 2024 or 2025. BND’s fact sheet says the program was intended for North Dakota farmers and ranchers affected by factors including low commodity prices, weather or high input costs. It lists documentation routes that include showing an operating shortfall in 2024 or 2025, a net-worth decline between 2023–2024 or 2024–2025, or an existing 2024 Ag Disaster Relief Loan. How to check availability and apply

  1. Confirm the program is available. Contact BND or a local lender and ask whether the 2026 Farm Financial Stability Loan Program is open, extended or exhausted.
  2. Describe the debt and shortfall. Explain whether you need working capital, to term out operating carryover or to restructure term debt, and identify the year of the operating shortfall.
  3. Ask what records are required. BND’s fact sheet identifies possible documentation routes, but your lender can confirm which apply and what current materials to provide.
  4. Review each loan share separately. If an offer includes both BND and lender participation, ask for the rate, duration and repayment terms for each share in writing.

Other BND agricultural programs that may allow refinancing

If the 2026 program is unavailable or does not fit your financing need, BND lists other agricultural lending programs. They are separate options with different eligibility, purposes and structures; the Farm Financial Stability Program’s rate and requirements do not automatically apply to them.

Family Farm Loan Program Purchase or refinance agricultural real estate, equipment or livestock; restructure operating debt. For a North Dakota-resident farmer or rancher with farming experience and training. BND lists a $1.5 million applicant net-worth ceiling. BND participation is the lesser of $750,000 or 90% of the total loan. It publishes asset-specific terms, collateral requirements and rate rules.
Farm and Ranch Bank Participation Loan Program Agricultural financing, potentially including refinancing an existing loan, when a financing need has outgrown a lender’s legal lending or exposure limits. BND applies its credit standards. Its participation rate is set under program policy or market factors; the lead lender handles the transaction.
Farm Real Estate Loan Guarantee Program Purchase or restructure a North Dakota farm-real-estate loan. BND can guarantee 75% of a qualifying loan up to $400,000 per individual borrower. The borrower must be a North Dakota resident, and the loan is arranged through a local lender.

Before deciding which option fits, compare residency and experience requirements, the type of debt or asset involved, participation or guarantee limits, interest-rate structure, duration and collateral. Confirm current criteria and terms with BND and the lead lender.
