How much has Bali collected from the tourist levy?
The latest reported figure is Rp 289 billion collected through September 20, 2026. The Bali Provincial Tourism Office said 43% of foreign tourists visiting by that date had paid. Because the figure covers only part of the year, it cannot be compared with full-year totals as if the periods were equal. The office reported the 2026 amount on September 25, 2026.

The government’s 2025 report counted about 2.4 million payers; a provincial presentation in March 2026 gave the count as 2.46 million. For 2024, the government reported about 2.1 million payers. What is Bali’s tourist levy?
Known in Indonesian as Pungutan Wisatawan Asing (PWA), the levy is Rp 150,000 per foreign tourist. It began on February 14, 2024. Under the regulation, payment is electronic, visitors receive electronic proof of payment, and the collections are classified as regional revenue. The provincial government identifies Love Bali as the digital payment channel. The Love Bali site describes itself as implementing Bali Provincial Regulation No. 2 of 2025, which amends Regulation No. 6 of 2023. Travelers should check the live platform and current legal text for payment requirements. Love Bali.
Do all international visitors pay?
No. The reported payment rates were below half in each period: 32% in 2024, 34% in 2025, and 43% through September 20, 2026. These are government-reported rates against visits, not proof that every visit generated a payment or a calculation of the share of a theoretical maximum levy collected.
In a January 2026 assessment, the Ombudsman of Indonesia’s Bali office estimated compliance at 30–40% and identified weak field oversight, too few inspectors, a lack of automatic airport scanners, a largely passive collection system, and limited sanctions. It also raised concerns about Love Bali’s transparency and complaint handling. That assessment is distinct from the provincial tourism office’s later 43% figure for 2026 through September 20. Where does Bali say the money goes?
Governor Wayan Koster has said the levy supports cultural preservation, environmental protection, and infrastructure for tourism. A provincial secretary’s January 2025 account said funds collected in 2024 were allocated in the 2025 regional budget, with examples including customary villages, Subak irrigation communities, temples, arts, and local waste-management facilities. The Ombudsman’s Bali office separately said public transparency about how the levy money was being used remained limited nearly a year after the program began. It presented this as an oversight concern; it is not a finding that funds were misused.

Rp 289 billion covers collections only through September 20, 2026. The latest reported amount in the available official figures is not a year-end total, and the evidence does not establish what Bali will collect for all of 2026. The 2024 comparison also had an initial provincial target of Rp 250 billion, below the Rp 318 billion the government later reported collecting. Bali Media Center’s January 2025 account.

Governor Koster defended the electronic system in a May 17, 2026 report, saying: “Tidak ada pembayaran cash, tak ada interaksi antar orang. Jadi saya pastikan tak mungkin ada penyelewengan.” The statement was his assurance about the absence of cash payments and in-person interaction; it does not resolve the separate compliance and transparency concerns raised by the Ombudsman.
