AWS’s 2022 UK data-centre plan: more than £1.8bn over two years

AWS’s 2022 announcement was a plan to spend more than £1.8bn over two years building and operating UK data centres—not a confirmed final bill. Later AWS and Amazon commitments cover different periods and scopes.

Amazon Web Services (AWS) announced in 2022 that it expected to spend more than £1.8 billion over the following two years building and operating data centres in the UK. AWS said the planned expenditure was intended to meet rising customer demand and strengthen the UK’s digital infrastructure. It was a forward-looking corporate commitment, not proof that £1.8 billion had already been spent or that the final amount would be exactly that figure.

What AWS announced in 2022

The announcement covered expected AWS expenditure during the two years after the 2022 announcement. The stated uses were construction and operation of UK data centres. AWS linked the investment to two objectives:

As an Amazon Associate I earn from qualifying purchases.

  • meeting the growing needs of its customers; and
  • helping strengthen the UK’s digital infrastructure.

The central statement came from an AWS corporate announcement, so the amount and rationale are AWS’s own claims rather than an independently audited forecast.

What the plan covered

Data-centre construction and operation

The £1.8 billion figure referred to expected AWS spending on both building and operating data centres in the UK. The announcement did not provide a project-by-project budget, a site-by-site allocation, or a final accounting of expenditure.

London Region and edge locations

AWS described its London Region at the time as having three Availability Zones and said UK edge locations were connected through the AWS network backbone. That was a description published with the 2022 announcement, not a current inventory of AWS facilities.

Digital-skills support

A separate initiative announced alongside the infrastructure plan was a digital-skills fund intended to train more than 6,000 civil servants in cloud computing at no cost to government, under an agreement with the UK government. This training target was not part of the £1.8 billion data-centre expenditure figure.

How the 2022 figure compares with later UK commitments

Later announcements use different periods and scopes. They should not be added to, or treated as a revision of, the original two-year plan without qualification.

Announcement Amount and period Scope How to interpret it
AWS, 2022 More than £1.8bn over the following two years AWS UK data-centre construction and operation Planned expenditure; no independent final accounting supplied
AWS, September 2024 £8bn during 2024–2028 AWS UK data-centre investment Distinct later plan, not the same two-year announcement
Amazon, June 2025 £40bn during 2025–2027 Amazon’s broader UK investment Amazon said this included part of the previously announced AWS £8bn plan

Economic and employment claims attached to the later £8bn plan

For the 2024–2028 AWS plan, AWS and HM Treasury reported AWS estimates of a £14 billion contribution to UK GDP and approximately 14,000 jobs per year supported at local businesses. These are estimates associated with the later plan, not measured outcomes from the 2022 £1.8 billion announcement.

What the 2022 announcement does—and does not—establish

  • It establishes that AWS publicly expected to spend more than £1.8 billion in the UK over a two-year period beginning in 2022.
  • It explains AWS’s stated reasons: customer demand and digital-infrastructure resilience.
  • It does not establish that the full amount was ultimately spent.
  • It does not provide an independently verified total, completion date, or final return for the investment.
  • It should not be confused with the later £8 billion AWS plan or Amazon’s wider £40 billion UK investment figure.

Why the wording matters for readers and policymakers

“Commits” describes AWS’s announced intention, while “expects to spend” signals a forecast rather than a completed transaction. Data-centre programmes can run across multiple construction, equipment, energy and operating budgets, so the announcement alone cannot show how much money reached specific projects or when benefits were realised. The later plans demonstrate continuing investment, but their different dates and broader or narrower scopes prevent a like-for-like comparison with the 2022 figure.
