AWS, Microsoft, Meta, and TomTom Launch the Overture Maps Foundation: What It Became

Overture is an open map-data foundation, not a consumer map app. Here’s what the project launched, what it publishes now, and what businesses must build around it.

AWS, Meta, Microsoft, and TomTom announced the Overture Maps Foundation on December 15, 2022, as a Linux Foundation-hosted effort to build open, interoperable map data. The announcement launched a collaboration—not a consumer map app or a ready-to-use replacement for Google Maps. Overture’s first public dataset followed on July 26, 2023; the project now describes its data as monthly releases for developers and organizations building mapping products.

For businesses, the key distinction is between open foundational data and a complete mapping service. Overture can provide a base layer, but search, routing, live traffic, visualization, quality control, and support may still require other tools or providers.

What launched—and what did not

The four companies announced a shared project to create open map data, common data structures, and a system for linking geographic features across datasets. The foundation operates under the Linux Foundation. Its stated aim was to pool effort on foundational mapping work that companies otherwise might duplicate. TomTom’s December 2022 announcement described goals including a structured schema and a global entity-reference system.

The first public data release came about seven months later, on July 26, 2023. It covered places of interest, buildings, transportation networks, and administrative boundaries; contemporary coverage reported more than 59 million places. Overture’s press coverage page records the first release.

These are three distinct things: the foundation is the collaboration and governance structure; Overture datasets are the published data; and products such as navigation apps or mapping APIs are services built on top of data. Overture itself is not a consumer map application.

Why the four companies joined forces

Maintaining a global base map means repeatedly collecting, reconciling, and updating information about roads, buildings, places, and boundaries. Separate schemas and identifiers make it harder to combine that information. Overture’s proposition is that shared foundational data and standards can reduce duplicated work and let companies devote more effort to the features that distinguish their products.

That is a practical industry rationale, not proof that Overture will replace any particular provider. The project is best understood as data infrastructure: a potential common starting point for different products, including commercial ones.

AWS

AWS offers cloud infrastructure and geospatial services that can support storage, distribution, and processing of large datasets. Open map data can also support cloud-based mapping and location applications. The launch announcement does not establish that AWS contributed a particular proprietary map dataset.

Meta

Meta brings experience building map and location features for its products. Overture says Meta has since integrated its data into map experiences on Facebook and Instagram; that is a later adoption claim, not something delivered at the foundation’s 2022 announcement. Overture’s 2026 progress report describes that use.

Microsoft

A shared map-data foundation can support Microsoft’s mapping and location-information work and Azure-based geospatial workflows. Overture reports that Microsoft used its datasets to re-index global data and saw improvements in address accuracy, building coverage, and development-cycle time. Those are company-reported outcomes, not independently audited measurements. The progress report and Overture’s 2026 membership announcement provide its account.

TomTom

TomTom’s commercial connection is especially clear: it said its Maps Platform would combine Overture’s base map with TomTom data and other sources for automotive and enterprise uses such as navigation, search, and automated driving. Its current Orbis documentation describes a broader product that can add proprietary address points, speed limits, traffic restrictions, speed profiles, traffic signs, quality control, APIs, and other capabilities. TomTom Orbis Maps documentation illustrates how open base data can coexist with paid enrichment and services.

What Overture publishes now

The initial four themes were a starting point, not the present inventory. In its 2026 progress report, Overture lists approximately 2.6 billion building footprints, more than 70 million places of interest, more than 740 million kilometers of transportation segments and connectors, and more than 460 million addresses, along with administrative boundaries and other features. These are project-reported inventory figures; counts alone do not establish accuracy, completeness, or suitability in any particular place.

Overture says releases are monthly, data is open and free to use, and cloud-native formats include GeoParquet. A monthly foundational dataset is not a live map: it does not, by itself, supply current traffic, temporary closures, business-hours changes, or emergency updates. Coverage and quality can also vary by geography and theme, so users should test the areas and feature types that matter to their application.

Open data still has operating costs

Free access to data does not make a production system free to run. Teams may incur storage, query, compute, transfer, indexing, tile-generation, validation, monitoring, and engineering costs. Licensing and attribution work also remain necessary, particularly where datasets combine multiple sources. The relevant comparison is total cost of ownership, not simply the cost of obtaining files.

Why GERS matters

The Global Entity Reference System (GERS) is Overture’s approach to stable identifiers for mapped entities. A place, road, or building can have an identifier that makes it easier to connect information about that feature from separate sources. For example, a logistics system could link pickup records to a mapped business or building, while a public agency could connect planning information to a geographic feature.

Overture describes GERS as an interoperability layer and says it advanced from an early 2023 proof of concept to General Availability in 2025, with standardized UUID formatting and supporting tools. That status is reported by Overture. Stable identifiers can make data joins more manageable, but they do not guarantee that different sources describe the same feature correctly or that identifiers never need careful handling across releases.

Overture’s current materials also position GERS as useful for grounding AI systems in identifiable real-world entities. That is a later application of the identifier system, not the original 2022 launch promise. Overture’s 2026 announcement frames the work in that context.

Overture and OpenStreetMap are different projects

Overture is not simply OpenStreetMap with corporate branding. The projects may complement one another, but their data models and workflows differ. TomTom, for example, says Orbis uses Overture-aligned structures that differ from OSM tags and from TomTom’s earlier schema. That can mean additional work when joining data or migrating systems.

Is Overture a Google Maps replacement?

As foundational data, Overture may be a useful alternative or complement for some organizations seeking broad map layers or more control over their data pipeline. As a complete map API or consumer navigation app, it is not a replacement by itself. It does not automatically provide the full bundle people associate with a commercial mapping platform.

  • Typically still needed: ingestion and update pipelines, geospatial storage and indexing, rendering or tile generation, search and geocoding, routing and navigation, quality checks, and application support.
  • Often sourced separately: live traffic, street-level imagery, real-time closures, commercial SDKs, service-level guarantees, and specialized enrichment.
  • Potential benefit: a shared open base layer may reduce dependence on one supplier for some foundational data, while leaving room to buy or build higher-level services.

TomTom’s Orbis documentation is a concrete example of the distinction: it combines open base data with proprietary and partner data, plus commercial services. The right comparison depends on the required geography, feature quality, freshness, legal terms, engineering capacity, and support expectations—not on global feature counts alone.

How developers can access and evaluate the data

Overture identifies Amazon S3 and Microsoft Azure Blob Storage as its official distributions and source of record. Its documentation also lists mirrors or partner access through BigQuery, Databricks Marketplace, Fused, Snowflake Data Marketplace, and Wherobots. Mirrors can lag an official monthly release, so use the official distribution when release timing and reproducibility matter. See Overture’s data-mirror documentation.

  1. Start with the release catalog and documentation. Confirm the release, theme, schema, license, and attribution requirements relevant to your use.
  2. Choose access to fit your stack. Direct S3 or Azure access suits teams managing files and cloud workflows; a listed mirror may be more convenient if your analytics platform already supports it.
  3. Begin with a small extract. Select a region and only the themes you need rather than pulling the entire global dataset. Check schema compatibility and estimate storage, query, transfer, and compute costs.
  4. Validate locally before committing. Compare addresses, road detail, places, boundaries, languages, and update behavior against the requirements for each target geography.
  5. Plan the production layers around the data. Decide who will maintain updates, quality checks, identifiers, tiles, search, routing, monitoring, and customer-facing support.

GeoParquet and other cloud-native formats can suit analytical workflows because they support selective processing rather than requiring every user to treat a global dataset as one conventional download. Actual performance and cost depend on the chosen engine, query, and infrastructure; Overture’s published material does not establish a universal benchmark.

Who should consider Overture—and what to verify

It may fit

  • Teams that need foundational layers such as buildings, places, addresses, boundaries, or transportation networks.
  • Organizations with GIS or data-engineering capacity to ingest, validate, and maintain map data.
  • Products that benefit from combining sources through common schemas and identifiers.
  • Businesses that value portability or want to reduce reliance on a single provider for some base data.

It may not fit on its own

  • Teams that need a turnkey global API, navigation SDK, live traffic, or guaranteed commercial support immediately.
  • Organizations without capacity to operate geospatial pipelines or evaluate local data quality.
  • Applications that need one vendor contractually responsible for end-to-end accuracy, uptime, and service delivery.

Questions to answer before deployment

  • Do the relevant countries and feature classes meet your quality and freshness requirements?
  • Are address and place coverage, local-language handling, and road-network detail sufficient in the target geography?
  • How will your pipeline handle release changes, duplicates, conflicts, and rollback?
  • How stable are the identifiers for the features you depend on?
  • What attribution and license terms apply to the specific data and attributes you use?
  • Would a commercial provider cost less overall once engineering, cloud processing, enrichment, and support are included?

Governance and adoption: what the project’s growth does—and does not—show

Overture is hosted under the Linux Foundation, but its founding members are major commercial technology and mapping companies. Open access to data should not be confused with the same community-governance model as OpenStreetMap. Organizations evaluating long-term dependency should examine how roadmap and schema changes are approved, how contributors participate, how provenance and quality are documented, and how competing commercial interests are managed. Overture reported reaching 50 members in July 2026 and lists adoption by organizations including Meta, Microsoft, Esri, TomTom, Uber, and Tripadvisor. Membership and use signal industry interest; they do not, by themselves, demonstrate that every dataset is suitable for every production workload. The membership announcement and progress report are project-related accounts of that growth.
