The rules depend on where the pilot is licensed, the kind of commercial operation, and whether the flight has a multi-pilot crew. As an international baseline, ICAO sets limits of 60 for single-pilot commercial air transport and 65 for multi-pilot operations. The European Union applies that 60/65 distinction; U.S. law generally sets 65 for covered multicrew operations, with a narrowly scoped option for some carriers to impose a limit after age 70.
What the age limits mean
“Retirement age” is convenient shorthand, but these rules limit when a pilot may exercise flying privileges in defined operations. They do not create one worldwide employment retirement age or settle every job, aircraft, or domestic flight. A pilot’s licence authority, route, operation type, crew composition, and employer’s own policies can all matter.
ICAO’s international standard applies to international commercial air transport. It directs states issuing pilot licences not to permit pilots to act in single-pilot operations after age 60, or in operations with more than one pilot after age 65. ICAO says the standard covers manned-aircraft categories and all pilot positions designated by an operator. The standard became applicable in November 2014 through Amendment 172 to Annex 1. ICAO’s age-limit FAQ explains the thresholds; its Personnel Licensing FAQ discusses the amendment and implementation.
How the rules compare
| Authority or jurisdiction | Single-pilot commercial air transport | Multi-pilot commercial air transport | Important scope |
|---|---|---|---|
| ICAO international baseline | May not act after age 60 | May not act after age 65 | Standard for international commercial air transport; national authorities may set different or lower conditions. |
| European Union | Ages 60–64: may not act as pilot except as a member of a multi-pilot crew; from 65: may not act as a pilot in commercial air transport | Ages 60–64: may act only as a member of a multi-pilot crew; from 65: may not act | Rule in FCL.065 of Regulation (EU) No 1178/2011, consolidated text dated 2026-02-22. |
| United States | No general rule for all commercial flying is established by the cited provision | Generally may serve in covered multicrew operations until age 65 | 49 U.S.C. § 44729 also permits an age-70 restriction election for specified operations by an eligible carrier; it is not a general age-70 rule for all pilots. |
What U.S. law says about 65 and 70
Under 49 U.S.C. § 44729, pilots in covered multicrew operations generally may serve until they attain age 65. The statute separately allows a carrier employing pilots in a specified category of covered operations to elect a restriction after age 70 by giving written notice to the FAA. The election takes effect one year after notice and cannot be terminated once effective.

The age-70 provision is therefore a carrier election for specified operations, not permission for every U.S. airline pilot to fly until 70 and not a universal retirement age. The statute also cross-references ICAO standards for certain international flights, so route and operation can affect which clause applies. The cited statutory text does not establish which individual carriers have made the election.
Medical checks are a separate requirement
Age limits and medical certification are distinct. Under ICAO’s stated cadence for two-pilot commercial operations, pilots under 60 have annual medical assessments; pilots over 60 require them every six months. More frequent checks do not extend the maximum age for a particular operation. ICAO explains the medical intervals alongside the age limits.

What to check for a particular pilot
The answer for an individual case may differ from the headline thresholds. Confirm the following with the relevant civil aviation authority and, where applicable, the employer:
- Licence issuer and jurisdiction: ICAO provides an international standard, while national authorities implement licensing rules and may set different or lower limits.
- Operation: The cited thresholds concern commercial air transport. Do not assume they automatically cover every charter, instructional, corporate, or other commercial flight.
- Crew complement: The distinction between single-pilot and multi-pilot operations is central to the 60/65 baseline.
- Route and applicable law: Domestic and international operations may be governed by different provisions.
- Employment terms: A company policy or employment rule may be relevant even when the aviation licensing limit would permit further service.
For the EU wording, see the consolidated Regulation (EU) No 1178/2011, FCL.065. EASA’s 2019 report describes the background to the EU 60/65 thresholds and their connection to ICAO Annex 1: Age Limitations for Commercial Air Transport Pilots.
