In some specific areas, yes—but there is not enough comparable evidence to say tax systems overall have become simpler or better. Recent reforms include efforts to reduce complexity in particular taxes and to ease reporting under international business-tax rules. Governments are also pursuing fairness, employment and revenue goals, which can create new distinctions even as they simplify others.
What does “good and simple” mean?
A tax system can be simpler to file under without being easier to understand, fairer in its outcomes or more consistent across taxes. And a rule change that makes one tax simpler may create distinctions elsewhere—for example, when governments target a tax concession more narrowly.

To judge whether a regime is improving, compare like with like on four questions:

- Clarity and stability: Can people understand the rules, and do they remain predictable?
- Consistency: Do rules fit together across taxes and, for businesses operating internationally, across jurisdictions?
- Trade-offs: Does simplification preserve the government’s aims for fairness and revenue, or shift costs and burdens to other people?
This is a practical way to assess reforms, not an official scorecard. Results for one tax or country cannot stand in for a system-wide comparison.

What recent reforms tell us
Personal income tax and social security
The OECD’s Tax Policy Reforms 2026: OECD and Selected Partner Economies, published on 8 September 2026, reviews changes announced or implemented during 2025. It draws on questionnaires completed at the start of 2026 by 92 jurisdictions in the OECD/G20 Inclusive Framework on BEPS. The report says simplicity was among the motivations for many personal income-tax and social-security reforms, alongside fairness, employment incentives and revenue raising.
That shows governments are treating simplicity as a policy goal. It does not show how much easier those systems became: the report catalogs reforms and motivations, rather than measuring before-and-after complexity using a common method.
Value-added tax
The same OECD report describes jurisdictions reviewing VAT rate structures to reduce complexity and better target reduced rates, sometimes while seeking additional revenue. Some consolidated reduced rates and moved goods or services between rates.

Consolidating rates can mean fewer categories, but targeting relief still requires decisions about which goods and services qualify. Whether a reform is “better” therefore depends on more than the number of rates: its design also affects who receives relief and how much revenue is collected.
Sweden’s energy taxes
The OECD reports that Sweden changed taxation of gaseous fuels and electricity to modernize the rules and simplify administration. The changes included harmonizing treatment of bio-based gases and shifting gaseous-fuel taxation from volume to energy content. The stated aims also included greater consistency across fuels and electricity and better alignment with product and technology developments.
These are concrete changes to the tax base and rules, not evidence of a measured reduction in taxpayers’ compliance time.

Is international business taxation getting simpler?
Agreement on a global minimum-tax package
On 5 January 2026, the OECD said 147 Inclusive Framework countries and jurisdictions had agreed key elements of a package for coordinated operation of global minimum-tax arrangements. It includes measures intended to reduce the calculation and reporting burden on multinational enterprises and tax authorities.

OECD Secretary-General Mathias Cormann described the package as one that “enhances tax certainty, reduces complexity, and protects tax bases.” That is an official statement about the package’s intended effects, not an independent measurement of its net burden. The OECD also notes that cross-border investment taxation is inherently complex because several tax regimes and tax administrations interact.
Implementation is still underway
On 11 September 2026, the OECD announced further implementation materials: a framework for legislative review, updated guidance on applying the model rules and an updated GloBE Information Return. The OECD says the updated return incorporates simplifications in the Side-by-Side package agreed in January.

The sequence matters: an agreement on simplification measures is a policy step, while updated reporting materials are an implementation step. Neither announcement, on its own, establishes how the full regime affects compliance costs in practice.

United Kingdom
HMRC’s collection “Tax update 2026: simplification, modernisation and fairness,” first published on 23 June 2026, brings together announcements, draft legislation, consultations, responses and factsheets under those themes. It shows an active reform agenda; the collection’s title is not evidence that the UK tax system as a whole is already simpler.

European Union
The European Commission’s 2026 tax-reform tables summarize member-state reforms reported for 2025 by tax type. They are a source for examining individual countries’ measures. A reform in one member state should not be treated as evidence that tax systems across the EU have moved in the same direction.

So, are we closer?
There is evidence of targeted progress, but no demonstrated system-wide destination. Some governments have sought simpler rate structures or updated tax bases, and the OECD’s global minimum-tax work includes measures intended to reduce reporting and calculation burdens. Yet the available comparative reporting does not offer a common before-and-after measure of overall simplicity across countries and taxes.
For an individual taxpayer, a headline about simplification is not enough to tell you whether filing will be easier or your tax bill will change. The effect depends on the jurisdiction, tax and rules that apply to you. For a business operating across borders, a coordinated framework may address inconsistencies between regimes while still requiring complex calculations and coordination.
The fairest conclusion is therefore limited: governments are simplifying selected rules and processes, but the evidence does not establish that tax regimes overall are now good and simple.
