Re:

Are UPI Payments Free for Customers? Common Fees and Charges Explained

Domestic bank-account UPI payments are free for customers, but wallet, card-linked, merchant and international payment details matter. Here’s what to check.

For ordinary domestic UPI payments funded from a bank account, customers are not charged a UPI transaction fee. NPCI says bank-account-to-bank-account UPI transactions remain free for customers and merchants. Wallet-linked UPI also has no customer charge when it uses a full-KYC PPI, according to NPCI. But that does not mean every payment-related cost is always zero: merchant pricing, card-linked payments, unrelated account fees and international currency conversion are different questions.

When is a UPI payment free for the customer?

For a domestic UPI payment from one bank account to another, NPCI says the transaction remains free for customers. That covers the ordinary case of sending money to another person and bank-account-funded payments at participating merchants. NPCI made that statement in a March 29, 2023 press release: “These Bank account-to-account transactions continue to remain free for Customers and Merchants.” Read NPCI’s press release.

The Reserve Bank of India (RBI) identifies January 1, 2020 as the effective date from which merchant discount rate (MDR) was not to be collected on UPI and RuPay debit-card transactions. That is a rule about merchant-side pricing; it is separate from NPCI’s statement about what a customer pays. RBI report material on payment-system charges.

The practical takeaway is narrow and useful: an ordinary domestic bank-account UPI transfer should not acquire a UPI transaction fee just because you are sending money or paying a merchant. Do not extend that statement to every service connected with your bank account or every payment context. Account maintenance, minimum-balance or other unrelated charges are not comprehensively addressed by these UPI-specific rules.

If you are asking, “Is there any charge for sending money through UPI?”, start with the funding source and setting. A domestic person-to-person transfer from a bank account is the standard free case described by NPCI. The same customer-charge statement applies to bank-account-to-bank-account UPI transactions at merchants. It does not settle every cost a bank, app or other provider might associate with a separate service, nor does it automatically answer questions about a wallet, linked credit card or payment to an international merchant.

How customer fees differ from merchant charges

MDR and interchange are charges within the payment acceptance system, not automatically fees owed by the person paying. A merchant-side charge cannot be treated as a customer surcharge simply because it exists in the payment ecosystem. NPCI’s 2023 statement distinguishes PPI merchant transactions from bank-account UPI and says bank-account transactions remain free for customers and merchants.

RBI has also reproduced statutory language from section 10A of the Payment and Settlement Systems Act in a public response: “no bank or system provider shall impose, whether directly or indirectly, any charge upon a person making or receiving a payment using the electronic modes of payment prescribed under section 269-SU of the Income Tax Act, 1961 (43 of 1961).” RBI’s response identifies UPI as a prescribed mode. This is statutory language about prescribed electronic payment modes; it should not be read as resolving every unrelated bank-account service fee. RBI’s public response quoting section 10A.

In short, a merchant’s MDR or interchange obligation is not proof that you owe the same amount. The rules and amounts can depend on the funding method and merchant category, so a charge shown for a particular transaction should be checked against the payment details and the applicable terms rather than assumed to be a standard UPI customer fee.

It helps to ask whose charge is being discussed. MDR is merchant discount rate, while interchange is an ecosystem payment between participants in processing or accepting a transaction. Those are not simply another name for a customer fee. NPCI’s statement that bank-account UPI is free for customers and merchants is specifically about bank-account-to-bank-account transactions; its material separately discusses interchange for PPI merchant transactions. Do not assume a merchant-side pricing rule proves that the customer is liable for an equivalent amount.

RBI’s January 1, 2020 MDR date is relevant to the merchant-pricing side of the issue. It should not be substituted for the customer-facing answer, or expanded into a claim that every fee related to a bank account or app is prohibited. The reviewed material does not comprehensively survey each bank’s account terms or every separately offered service. If a payment screen shows an extra amount, check the transaction description, funding method and disclosed terms before approving it.

Are wallet-funded UPI payments free?

NPCI’s FAQ says customers or PPI holders pay no charge for UPI transactions made using full-KYC prepaid payment instruments (PPIs), including for receiving a PPI-based transaction. A PPI can include an eligible wallet. This describes full-KYC PPI interoperability; it is not a blanket statement covering every kind of wallet, account service or separately offered product. See NPCI’s UPI FAQ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That means a wallet-funded UPI payment has its own specific answer: where the wallet is a full-KYC PPI used for UPI, NPCI says there is no customer or PPI-holder charge for the transaction. NPCI’s FAQ also covers receiving a PPI-based transaction, so the no-charge statement is not limited to the person who initiates payment. Check that the wallet and transaction actually fall within this full-KYC PPI context rather than assuming that every wallet feature or related service has the same terms.

What changes when you link a RuPay credit card to UPI?

A RuPay credit card linked to UPI is not the same funding arrangement as paying directly from a bank account. NPCI’s operating circular describes interchange and reimbursement within the payment acceptance ecosystem. It also specifies nil MDR for a defined small offline merchant category for transactions up to ₹2,000. That ₹2,000 limit is part of a merchant-pricing rule, not a customer fee limit or a promise that every card-linked UPI payment is free of every possible charge. Read NPCI’s RuPay credit-card-on-UPI operating circular.

Before authorizing a card-linked payment, check the amount and any fee or terms displayed by the app, issuer or merchant for that transaction. The cited circular establishes merchant-side treatment for specified transactions; it does not establish that every issuer or app has identical current customer terms.

  • High-definition printing, this custom QR code plaque is designed for sharp details and reliable scanning. The smooth, scratch-resistant surface keeps your sign looking clean and professional.

The circular’s small offline merchant provision is easy to misread. Its nil-MDR treatment applies to a defined merchant category and transactions up to ₹2,000. It is not a universal cap on what a customer may be charged, and it does not mean all UPI payments funded by a RuPay credit card share the same merchant pricing. The circular also describes interchange and PSP/app-provider reimbursement within the acceptance ecosystem. Those details concern how the payment system handles acceptance, not an automatic customer surcharge.

Can a shop add an extra fee for UPI?

For an ordinary domestic payment made directly from a bank account, NPCI says bank-account UPI transactions remain free for customers and merchants. Merchant-side MDR or interchange does not by itself mean the customer must pay that charge. However, the available rules do not establish one universal treatment for every separately disclosed service or every funding method. If a shop presents an extra amount, ask what it covers and check whether the payment is being funded from a bank account, a PPI wallet or a linked credit card.

This is why the short answer to “Does the shop charge extra for UPI?” depends on what the shop is calling a charge. The ordinary bank-account UPI transaction described by NPCI remains free for customers and merchants. Interchange or MDR paid within the merchant acceptance ecosystem is a separate matter and is not automatically passed on as a customer fee. If the payment uses a different funding source, or the amount relates to a separately disclosed product or service, check the terms for that specific transaction. The sources do not establish a universal rule for every such circumstance.

Compare the payment context before deciding whether a fee applies

Payment context What the research supports What to check
Domestic bank-account UPI transfer or merchant payment NPCI says bank-account-to-bank-account transactions remain free for customers and merchants. Confirm it is a bank-account-funded domestic UPI payment.
UPI using a full-KYC PPI wallet NPCI says customers/PPI holders pay no charge, including for receiving a PPI-based transaction. Check that the PPI is full-KYC and the payment is within this arrangement.
RuPay credit card linked to UPI The cited circular describes merchant-side interchange and specified nil-MDR treatment, including a small offline category up to ₹2,000. Review the specific merchant, app and issuer terms; merchant rules are not customer-fee rules.
International UPI merchant payment Domestic free-transaction guidance does not establish that currency conversion or other costs are zero. Review the displayed amounts in both currencies, exchange rate and any applicable fee.

This comparison is about funding source, payment setting and whose charge is being discussed—not a ranking of UPI apps. The sources reviewed do not establish app-by-app customer price differences, so there is no basis here to name one app as cheaper than another.

What if the payment fails after your account is debited?

A failed or pending transaction is a settlement problem, not a UPI fee. RBI’s failed-transaction framework sets automatic reversal deadlines and compensation for delays beyond them:

Situation Reversal timeline Delay compensation
Your account is debited for a UPI transfer, but the beneficiary is not credited Auto-reversal by the beneficiary bank by T+1 ₹100 per day beyond the applicable timeline
Your account is debited for a UPI merchant payment, but the merchant does not receive confirmation Auto-reversal within T+5 ₹100 per day beyond the applicable timeline

T+1 and T+5 are the applicable turnaround periods stated in RBI’s notification for those two cases. Read RBI’s failed-transaction timeline and compensation notification.

  1. Check the transaction status in your UPI app and bank account; note the transaction reference and whether the payment is pending, failed or completed.
  2. If the amount is not reversed by the applicable timeline, raise the issue with your bank or UPI app and provide the transaction details.
  3. If the reversal is delayed beyond the prescribed timeline, refer to the RBI compensation framework and ask the bank about the ₹100-per-day compensation that applies to the relevant case.

The two deadlines are different because they describe different failure types. For a transfer where your account is debited but the beneficiary is not credited, the beneficiary bank should auto-reverse by T+1. For a merchant payment debited without merchant confirmation, the stated auto-reversal period is T+5. The ₹100-per-day figure applies to delay beyond the applicable timeline; it is compensation for a delayed reversal, not a transaction fee or a substitute for checking the status.

If a debit appears while the status is pending, do not treat the debit alone as proof that a fee was charged or that the merchant received the money. Check the app and bank status, keep the transaction reference, and follow up with the bank or UPI app if the deadline passes without reversal.

Is UPI free when paying an international merchant?

Domestic free-transaction guidance does not settle the cost of an international merchant payment. NPCI’s UPI Global guidance tells users to review the final amounts in both currencies, the applicable exchange rate and any fees shown before paying. Currency conversion or other applicable costs may depend on the payment and the relevant bank or app terms. Check NPCI’s UPI Global Acceptance guidance.

So the answer to “Is UPI free when I pay abroad?” is not a blanket yes based on the domestic bank-account rule. Before authorizing an international merchant payment, compare the displayed amount in the merchant’s currency with the amount shown in Indian currency, review the exchange rate, and look for any fee. The precise cost depends on what is shown for that payment and the applicable bank or app terms. If the amount or conversion is unclear, check it before confirming rather than assuming domestic UPI pricing applies unchanged.

Are there UPI charges for wallet payments?

NPCI’s FAQ says customers or PPI holders pay no charge for UPI transactions using full-KYC PPIs, including for receiving a PPI-based transaction. This statement is specific to the full-KYC PPI context.

What does the ₹2,000 RuPay credit-card-on-UPI limit mean?

Why is my account debited if the UPI payment failed?

A debit may appear while a payment is pending or awaiting reversal; it is not necessarily a fee. Check the transaction status and reference. It provides ₹100 per day compensation for delay beyond the applicable timeline.

The Bottom Line

For ordinary domestic UPI payments funded from a bank account, customers do not pay a UPI transaction fee. NPCI also says UPI transactions using full-KYC PPI wallets carry no customer charge. Keep merchant MDR or interchange separate from customer fees, check the specific terms for RuPay credit-card-linked payments, and review currency amounts, rates and fees for international purchases. If an account is debited but a payment fails, use the applicable RBI reversal timeline rather than treating the debit as a fee.
