Usually, yes—but “safe” depends on which risk you mean. U.S. Treasury bills, notes, bonds and TIPS are direct obligations of the federal government and are backed by its full faith and credit. That backing addresses scheduled payment risk; it does not guarantee that a security’s resale price will stay at face value or that fixed payments will retain their purchasing power.
Rising federal debt is a serious long-term fiscal issue, but the debt figures and projections available today do not, by themselves, show that a particular Treasury payment will be missed. Your practical decision should turn on when you need the money, whether you can hold the security to maturity, how much inflation protection you want and how much price fluctuation you can tolerate.

What “safe” means for a Treasury investor
Investors often use one word to describe several different outcomes. Separate these questions before choosing a Treasury:
- Payment safety: Will the government make the interest and principal payments promised by the security?
- Market-value stability: Could you sell for less than you paid if you need cash before maturity?
- Purchasing-power protection: Will inflation erode what the payments can buy?
- Fiscal sustainability: Can federal finances remain stable over decades?
TreasuryDirect says, “All these securities are backed by the full faith and credit of the United States government.” That is a statement about the government’s backing of the securities. It is not a promise that a market price will remain unchanged, nor does it convert a fixed nominal payment into an inflation-adjusted payment.

What the rising debt figures actually show
The U.S. Department of the Treasury’s Bureau of the Fiscal Service reported that debt held by the public, excluding accrued interest, was $30.2 trillion on September 30, 2025, equal to 99% of gross domestic product. The same FY 2025 Financial Report put the federal deficit at 5.9% of GDP.
Under the report’s current-policy assumptions, debt held by the public is projected to reach approximately 102% of GDP in 2026, exceed 200% by 2048 and reach 576% by 2100. These are assumption-dependent, long-range projections, not a schedule of future Treasury payments and not a measured probability that a specific bond will default. Economic growth, interest rates, tax and spending policy and future legislation could all change the path.
The figures justify taking fiscal risk seriously. They do not support converting a debt-to-GDP projection into a precise default estimate. A Treasury buyer should treat the fiscal outlook as background risk while analyzing the security’s maturity, price and inflation exposure separately.

Treasury securities are marketable federal obligations. Their contractual payments are backed by the U.S. government’s full faith and credit. That is why they are generally used as the reference point for low credit risk in U.S.-dollar portfolios.

However, “low credit risk” is not the same as “no conceivable risk.” A government’s ability and willingness to manage its finances can change, and political or operational disruptions can affect markets. The official fiscal report’s warning that the projected path is unsustainable is a reason to monitor policy and budget developments, not evidence that a scheduled payment on your note or bond will be skipped.
Also distinguish a Treasury security from a deposit account. A Treasury is a tradable market instrument whose value changes in the market. Its government backing does not make it an insured bank deposit, and it does not protect you from selling at an unfavorable price.
Market-price risk when interest rates change
Fixed-rate Treasury notes and bonds pay the coupon set when they are issued. Their prices move in the opposite direction from prevailing market yields:
- When market yields rise above the security’s fixed interest rate, the security generally trades below par (face value).
- When market yields fall below the fixed rate, the security generally trades above par.
Suppose you buy a fixed-rate bond and later need the money while newly issued Treasuries offer higher yields. A buyer will usually pay less for your older, lower-coupon bond, because buying a new issue would provide more income for a similar amount of capital. The longer the remaining maturity, the more sensitive the price typically is to a given yield change.

If you hold the security to maturity, the scheduled cash flows and repayment are governed by its terms; interim market quotations do not determine what you receive at maturity. If you sell early, you receive the market price at that time, which can be below both your purchase price and face value. Reinvestment risk is the reverse problem: if rates fall before your short-term Treasury matures, replacing it may produce a lower yield.
Inflation risk and the role of TIPS
A conventional Treasury makes nominal payments. If consumer prices rise faster than expected, each dollar of coupon income and principal buys less. A bond can therefore preserve its nominal value at maturity while losing real spending power.
Treasury Inflation-Protected Securities (TIPS) use a different structure. Their principal adjusts with changes in the Consumer Price Index, including adjustments for deflation. At maturity, the Treasury pays the adjusted principal or the original principal, whichever is greater. This design addresses inflation erosion of principal more directly than a conventional fixed-rate bond.
TIPS are not risk-free in every sense. Their market price can move before maturity as real yields and inflation expectations change. Selling early can still produce a gain or loss, and the inflation adjustment may not match your personal expenses. Compare the TIPS yield, expected inflation, term and liquidity need rather than assuming that “inflation protected” means “price cannot fall.”

Liquidity and selling before maturity
Marketable Treasuries can generally be sold before maturity through the channel in which they are held. TreasuryDirect states that a security held there must be kept for 45 days before it can be sold or transferred. To sell, an investor generally works through a bank, broker or dealer; the provider may charge a transaction or other fee.
Liquidity is not identical to price certainty. You may be able to obtain a quote quickly and still receive less than you paid. Before buying, check the provider’s bid-ask spread, commission schedule and transfer rules. Keep emergency cash outside a Treasury position that you might be forced to liquidate during a rate spike.
How the main Treasury choices differ
| Security | Payment structure | Best matched to | Important risk if sold early |
|---|---|---|---|
| Treasury bills | Short-term securities; return is reflected in the purchase price and value at maturity rather than a long stream of coupon payments. | Cash needs with a relatively near-term date and investors who can use a short holding period. | Market value can still move before maturity; reinvestment risk when the bill matures. |
| Treasury notes | Fixed interest payments with principal due at maturity. | Known income needs over an intermediate period when the investor can match maturity to the spending date. | Price falls when market yields rise above the coupon; longer terms usually fluctuate more. |
| Treasury bonds | Fixed interest payments with principal due at a longer maturity. | Longer-dated goals for investors able to tolerate larger interim price changes. | Greater sensitivity to rate changes and a larger potential loss if sold early after yields rise. |
| TIPS | Principal adjusts with CPI; at maturity, payment is the adjusted principal or original principal, whichever is greater. | Goals where protecting against unexpected inflation is more important than having a fixed nominal payment. | Pre-maturity price changes from real yields and market conditions; inflation adjustment may not match personal spending. |
The terms “bill,” “note,” “bond” and “TIPS” describe structures, not a universal ranking from safest to riskiest. A short bill can be a poor choice for a distant liability if it must be rolled over repeatedly, while a long bond can be unsuitable for an emergency reserve because its price may be down when cash is needed.

- Set aside emergency liquidity first. Do not use a Treasury that would have to be sold during a market downturn to pay an unpredictable bill.
- Choose a maturity near the planned spending date. Matching reduces the chance that you must sell because rates moved against you.
- Decide whether the payment should be nominal or inflation-adjusted. A fixed-rate security provides predictable dollars; TIPS change principal with CPI.
- Allow for taxes, fees and cash-flow timing. Confirm the provider’s charges and when coupons or principal will arrive before committing funds.
- Use a ladder when expenses occur over several dates. Staggering maturities can reduce the risk that all funds must be reinvested at one unfavorable rate, without eliminating interest-rate or inflation risk.
Buying and holding: a practical process
1. Define the job for the money
Write down the amount, the date it may be needed and whether the amount must keep pace with inflation. This determines whether a short-term bill, a fixed-rate note or bond, or TIPS deserves consideration.
2. Select the access channel
You can purchase marketable Treasuries through TreasuryDirect or through a bank, broker or dealer. Compare fees, bid-ask spreads, trading convenience and the ability to transfer or sell. TreasuryDirect’s 45-day holding rule matters if early access is possible.
3. Review the security terms and yield
Check maturity, coupon or inflation-adjustment method, quoted yield, settlement date and redemption terms. A high coupon does not automatically mean a higher return; the purchase price and yield to maturity both matter.
4. Decide whether you can hold through maturity
If the answer is no, size the position so a potential market loss would not disrupt your plan. Consider keeping near-term expenses in shorter maturities or cash rather than relying on a long bond’s quoted face value.
5. Monitor the reason you bought it
Review whether the spending date, inflation outlook or liquidity need has changed. Do not trade solely because the quoted price moved if the original maturity match still works; conversely, do not ignore a changed cash need just to avoid realizing a loss.
Common mistakes to avoid
- Calling a Treasury “risk-free.” Government payment backing does not remove market, inflation or liquidity risk.
- Confusing face value with current value. Face value is what the terms repay at maturity; a broker’s sale quote can be different.
- Buying a long maturity for a short-term goal. A rate increase can create a loss precisely when the money is needed.
- Assuming TIPS cannot lose value. Their principal formula applies at maturity, while their tradable price can fall beforehand.
- Using debt projections as a default forecast. The reported debt path is an uncertain fiscal projection, not a payment calendar for your specific security.
- Ignoring the selling channel. Holding through TreasuryDirect, a broker or another provider affects transfer timing, available quotes and fees.
Bottom-line decision framework
Treasuries remain a defensible conservative holding when the security’s maturity matches the goal and the investor understands what is—and is not—being guaranteed. For a known date and a willingness to hold, a Treasury can reduce credit risk relative to many alternatives. For money that may be needed at any time, keep liquidity outside a position that could be below cost. For a goal vulnerable to unexpected inflation, evaluate TIPS alongside conventional issues.
The rising national debt warrants attention to long-term fiscal policy, but it does not turn every Treasury into an imminent default bet. Treat payment backing, market price, inflation protection and fiscal sustainability as four separate tests, and choose only after deciding which one matters most for your money.
