It makes a national-security finding and starts negotiations and monitoring, but imposes no new duty or effective date. Separately, the U.S.-EU framework provides for only applicable most-favoured-nation (MFN) tariffs on EU aircraft and parts—not necessarily a zero tariff.
Are tariffs going up on EU aircraft parts?
The July 2026 White House proclamation does not announce a scheduled tariff increase on EU aircraft parts. It covers imports of commercial aircraft, jet engines, and associated parts under Section 232 national-security authority. The immediate steps are negotiations with trading partners and monitoring, followed by a progress update to the President within 180 days. The proclamation specifies neither a new tariff rate nor a start date.
President Donald J. Trump’s proclamation says the Commerce Secretary “recommended that no immediate tariffs be imposed under section 232” to address the identified threat. It also says, “I may consider alternative remedies in the future.” That leaves open the possibility of later action, but is not itself an imposed duty or a dated tariff plan. The proclamation directs officials to negotiate with trading partners they consider appropriate; it does not single out the EU. Read the White House proclamation.
What does the U.S.-EU framework say about aircraft parts?
The separate U.S.-EU framework says the United States will apply only MFN tariffs to EU aircraft and aircraft parts, effective September 1, 2025. The European Commission says the framework entered into force on July 1, 2026. The aircraft-and-parts provision is an exception to the framework’s broader 15% tariff ceiling for EU goods. The August 21, 2025 joint statement sets out the commitment; the Commission’s EU-US trade deal page describes the framework’s entry into force.

- IFF antenna array in front of the cockpit distinguishes this CCIP-equipped model from other F-16s.
- Curved form of the F-16 accurately reproduced with trademark Tamiya precision.
- Moveable horizontal stabilizers. "Flaperons" can be modelled in the up or down positions.
- Full ordnance load including AGM-88 HARM, AIM-120C AMRAAM, AIM-9M/X Sidewinder, ECM pod, and fuel tanks included.
- Centerline and inner wing pylons as well as tail assembly feature polycaps to allow easy detachment for storage.
“Only MFN tariffs” does not mean “tariff-free.” MFN refers to the ordinary applicable tariff treatment; the commitment excludes an additional framework tariff for the covered EU aircraft and parts, but does not promise a zero rate. The duty on a particular shipment depends on its customs classification and origin determination. The cited framework materials do not calculate a product-specific rate.
How the two policy tracks differ
| Policy track | Scope | Mechanism and current action | Timing | Geographic focus |
|---|---|---|---|---|
| July 2026 Section 232 proclamation | Commercial aircraft, jet engines, and associated parts | National-security finding; negotiations and monitoring, with no immediate tariff imposed | Progress update to the President within 180 days; no tariff start date stated | Trading partners officials deem appropriate; not limited to the EU |
| U.S.-EU framework | EU aircraft and aircraft parts, alongside broader reciprocal trade terms | Only applicable MFN tariffs for EU aircraft and parts; not a zero-tariff promise | Commitment effective September 1, 2025; Commission says framework entered into force July 1, 2026 | EU-origin goods under the framework |
Did the U.S. announce new tariffs on Airbus parts?
The proclamation concerns aircraft, engines, and associated parts as a category; it does not announce a new Airbus-specific tariff. Nor should it be confused with the 2019 Airbus subsidies dispute. In that earlier case, the World Trade Organization authorized historical countermeasures. USTR reported an award of $7.5 billion annually and said the tariffs at the time were limited to 10% on large civil aircraft and 25% on agricultural and other products. Those figures describe the 2019 dispute, not a tariff rate announced in 2026. USTR’s 2019 announcement provides that historical context.

What the aircraft tariff review means for a shipment
For a company or importer trying to estimate duty on a specific part, the proclamation alone does not provide a new rate to apply. The relevant tariff classification and a customs determination of origin are needed to establish the applicable MFN treatment under the U.S.-EU framework. The policy may change if the administration takes a later action, but the July proclamation itself does not impose one.
The USTR’s Presidential Tariff Actions page is an official place to check for published tariff actions. The official materials cited here establish the proclamation’s negotiation process and the framework’s MFN-only commitment; they do not establish an immediate, scheduled EU aircraft-parts increase.
