Are U.S. EV Sales Really Up This Year? What the Latest Figures Show

The latest estimates show U.S. new-EV sales rose 2.5% month to month in August 2026 but fell 46.9% year over year. A monthly increase does not prove sales are up 28% this year.

No: the latest figures available as of October 4, 2026, do not support the claim that U.S. new-EV sales are up 28% this year. Kelley Blue Book/Cox Automotive estimated that new-EV sales rose 2.5% from July to August 2026, but fell 46.9% compared with August 2025. Those are different comparisons, and neither establishes year-to-date growth.

What the 28% claim gets wrong

A percentage change only makes sense with a defined period and comparison. “Up 28% this year” could mean year-to-date sales versus the same months last year, a recent month versus the prior month, or a forecast. The claim as phrased gives no cutoff or vehicle definition, and the latest monthly data located does not verify it.

The latest report, published by Kelley Blue Book (a Cox Automotive brand) on September 17, 2026, estimated that U.S. new-EV sales increased 2.5% from July to August, while falling 46.9% from August 2025. These are estimates, not an official government registration series. Kelley Blue Book’s August 2026 report

How sales changed across 2026

Period Estimated new-EV sales Comparison Market share
Q1 2026 216,399 Down 27% from Q1 2025 5.8%; unchanged from Q4 2025 and below the Q3 2025 peak of 10.6%
Q2 2026 247,226 Up 14.7% from revised Q1 2026; down 20.5% from Q2 2025 Approximately 5.8%; essentially unchanged from Q1
August 2026 Monthly total not stated in the cited report summary Up 2.5% from July; down 46.9% from August 2025 5.7%; unchanged from July

Quarterly figures come from Cox Automotive’s reports for Q1 2026 and Q2 2026. The Q2 rebound from Q1 is a sequential improvement, not year-over-year growth: Q2 remained below the same quarter in 2025. The Q1 and Q2 reports also show EV share holding near 6%, rather than climbing with the sequential volume increase.

New and used EVs tell different stories

In August 2026, used-EV sales rose 25.9% from July and 14.7% from August 2025, according to Kelley Blue Book. The report linked the broader availability of used EVs to expanding off-lease returns. That growth should not be combined with new-EV sales to support a claim about new-car demand.

Prices are also different measures, not direct comparisons: the average new-EV transaction price in August was $54,754, down 1.3% from July and 2.8% from August 2025. The average used-EV listing price was $37,441, down 1% month over month but up 8.2% year over year. A transaction price and a listing price describe different stages of a sale.

What the figures mean for buyers and the market

The clearest reading is that new-EV sales improved modestly month to month in August after a weak quarter, but were sharply lower than a year earlier. EVs accounted for 5.7% of new-vehicle sales that month, the same share as July. The share had reached 10.6% in Q3 2025, the peak cited in Cox Automotive’s Q1 report.

For personal-finance decisions, market-wide sales trends are context, not a forecast of an individual vehicle’s resale value or the cost of ownership. Buyers comparing new and used options should consider purchase price and financing alongside incentives, insurance, charging access, expected depreciation, and how well a specific model fits their driving needs. The figures here do not establish what any one buyer will save.

Cox Automotive’s Q2 report quoted Stephanie Valdez Streaty, director of Industry Insights, saying: “The next phase of EV growth will likely be driven not only by advances in the technology itself, but by how effectively automakers translate those advances into products that meet consumer expectations for affordability, utility, performance, and ownership experience.”
