Treasury notes offer a fixed coupon, twice-yearly interest payments and an exemption from state and local income tax. They are a poor substitute for an emergency fund because their maturities run from two to 10 years, and selling before maturity exposes you to the market price at that time.
The right comparison is not simply “which rate is higher?” Compare the note’s yield to maturity with the current APY on an eligible high-yield savings account or a CD of a similar term, after taxes and after considering how quickly you may need the money.

What a Treasury note is
A Treasury note is a marketable U.S. government security with a fixed interest rate and a stated maturity. Treasury notes are issued for 2, 3, 5, 7 or 10 years. The Treasury sets the coupon rate at auction, and that coupon does not change during the note’s life. The minimum purchase is $100.
Interest is paid every six months. You can buy notes through TreasuryDirect or through a bank, broker or dealer. The security can be held until maturity or sold in the secondary market before then.

The fixed coupon is useful for planning cash flow, but it is not the same as the return you will earn if you buy at a price other than face value.
Coupon rate versus yield to maturity
The coupon rate is the annual interest rate applied to the note’s face value. The yield to maturity (YTM) incorporates the price you pay, the coupon payments and the principal expected at maturity. YTM is therefore the more useful figure when comparing a note with a savings APY or CD APY.
TreasuryDirect explains the price relationship this way:
- If the market yield is higher than the note’s coupon, the note’s price is below face value.
- If the market yield equals the coupon, the price is at face value.
- If the market yield is lower than the coupon, the price is above face value.
For example, a note with a relatively low fixed coupon can still have a competitive YTM if it is purchased below face value. Conversely, paying above face value can reduce the return implied by the coupon. Always use the quoted YTM for the purchase price and settlement date you are considering.
How Treasury notes compare with savings accounts and CDs
A high-yield savings account is designed for ongoing access to cash. Its interest rate can change, and withdrawal, transfer, minimum-balance and eligibility rules depend on the institution. A CD normally has a stated term and account-specific early-withdrawal conditions. Treasury notes have a tradable market price instead of a bank’s early-withdrawal schedule.

| Comparison point | Treasury note | High-yield savings account | CD |
|---|---|---|---|
| Term | 2, 3, 5, 7 or 10 years | Usually no fixed maturity; the actual account terms vary by institution | Fixed term; length and early-withdrawal rules vary by product |
| Return | Fixed coupon paid semiannually; YTM depends on purchase price and cash flows | Compare the current APY, balance tiers and conditions in the actual offer | Compare the offered APY for the specific term and account |
| Access to money | Marketable, but an early sale can produce more or less than face value; TreasuryDirect holdings have a 45-day hold before transfer for sale | Check current withdrawal, transfer and account-access terms | Check maturity date and the institution’s early-withdrawal terms |
| Taxes | Federal income tax applies; state and local income taxes do not | Interest is generally taxable | Interest is generally taxable |
| Protection | U.S. Treasury marketable security; the relevant source material does not quantify a default-risk comparison | Confirm that the bank is FDIC-insured and read the applicable coverage rules | Confirm institution insurance and coverage and read the account terms |
The table shows why no product wins for every purpose. A savings account offers convenience but a variable rate. A CD offers a defined bank term, but access and penalties depend on the contract. A Treasury note offers a fixed coupon and a federal-security structure, but early liquidity is a market transaction rather than a guaranteed withdrawal at face value.
What happens if you need the money early?
You can sell a Treasury note before maturity, but you do not redeem it at a fixed account value. The sale occurs at the prevailing secondary-market price. Market yields and prices generally move in opposite directions: when comparable yields rise, an existing note with a lower coupon tends to become less valuable; when yields fall, its price can rise.

A security purchased there must be held for 45 days before it can be transferred for sale. After that holding period, you must transfer it to a bank, broker or dealer that can execute the sale. TreasuryDirect itself does not provide a direct sell button for an immediate cash withdrawal.
Early-sale process
- Check the purchase date. If the note is in TreasuryDirect, confirm that the 45-day holding period has passed.
- Arrange a transfer. Move the TreasuryDirect holding to a bank, broker or dealer that accepts Treasury securities for sale.
- Request a market quote. The intermediary will quote the price available under current market conditions. Ask about any transaction charge or spread before submitting the order.
- Compare the proceeds with your need. The amount may be above or below the note’s face value and may differ from the principal you originally paid.
- Decide whether selling is preferable to waiting. If your timing is flexible, holding to maturity avoids having to accept an interim market price. If the cash is needed immediately, the market price is the relevant exit value.
This makes a Treasury note unsuitable for money that must be available on demand. A note is marketable, but “marketable” does not mean “same-day cash at face value.”
Tax treatment can change the ranking
Interest from Treasury notes is federally taxable but exempt from state and local income taxes. The IRS treats interest from bank accounts and CDs as taxable interest. Consequently, a note may look less attractive on a pre-tax screen yet produce more spendable income for someone who pays state or local income tax.

A practical after-tax comparison
For a rough comparison, calculate the deposit product’s after-tax return by reducing its APY for the federal, state and local marginal tax rates that apply to you. For a Treasury note, reduce the YTM for federal tax but not for state or local income tax. This is an estimating tool, not a substitute for tax advice; your filing status, deductions, account ownership and the timing of taxable income can affect the result.
Recommended Free Tools
Use the same assumptions for each product:
- Use YTM for the Treasury note, not just its coupon.
- Use the actual savings-account or CD APY offered to you, including any balance tier or eligibility requirement.
- Apply the same federal tax rate to taxable interest.
- Include state and local tax on bank and CD interest, while excluding it from Treasury interest.
- Account for fees, minimum balances, compounding conventions and any required holding period.
If you are comparing a taxable CD with a Treasury note in a state that has no income tax, the Treasury tax advantage disappears at the state level. In a high-tax jurisdiction, the exemption can be material enough to outweigh a modestly lower pre-tax YTM.
What the published rate figures do—and do not—tell you
The Federal Deposit Insurance Corporation published March 16, 2026 national averages of 0.39% for savings accounts and 1.52% for 12-month CDs. The savings average used a $2,500 product tier; the CD averages represented $10,000 and $100,000 tiers.
Those figures are historical national averages, not a list of the best available offers and not an October 2026 market snapshot. They also are not a same-day comparison with a Treasury note. The evidence available for this article does not establish a current October 2026 auction yield for any Treasury-note maturity or a current institution-specific high-yield savings rate.
For a live decision, obtain:
- The latest Treasury auction result or a current secondary-market YTM for the exact maturity you want.
- The current APY and terms for an eligible high-yield savings account.
- The APY, maturity and early-withdrawal conditions for a comparable CD.
- The date and time at which each rate was observed.
Do not conclude that Treasury notes currently beat savings accounts or CDs merely by comparing a new Treasury quote with the FDIC’s March averages. Rates move, and the products have different terms and access rules.

Choose by the job the money must do
Emergency reserves and near-term bills
Keep emergency money in a vehicle with dependable access and verify the institution’s current withdrawal and transfer rules. A two- to 10-year note is not a cash equivalent, and a 45-day TreasuryDirect transfer hold can be a serious problem during an urgent expense.
A defined multi-year goal
For money earmarked for a known date several years away, a Treasury note can be a candidate. Match the maturity to the goal, then compare the note’s YTM with a CD of similar duration on an after-tax basis. A note that matures after the money is needed creates reinvestment or sale decisions; a note that matures earlier may require reinvesting at an unknown future rate.
Uncertain timing
If you may need the money before the planned date, place a higher value on flexible access. A savings account avoids the note’s market-price risk, although its rate can change. A CD may impose an institution-defined early-withdrawal cost. A Treasury note gives you a market exit, which can be favorable or unfavorable depending on yields when you sell.
A state or local income-taxpayer
Calculate the tax-adjusted returns rather than comparing headline rates. The Treasury exemption applies only to state and local income taxes; federal tax still applies. The value of the exemption increases with your applicable state and local marginal rates and the amount invested.

Treasury notes pay interest every six months, which may suit a planned cash-flow schedule. A savings account generally credits interest according to the institution’s terms, while a CD’s payment and compounding options vary. Confirm the payment schedule before treating any product as an income source.

A repeatable comparison method
- Set the time horizon. Write down when the principal must be available and whether that date is firm. Eliminate any note maturity that extends beyond a non-negotiable cash need unless you are prepared to sell early.
- Define the liquidity test. Decide how quickly you might need the money. Include the 45-day TreasuryDirect transfer rule and the time required for a broker or dealer to complete a sale.
- Collect same-date rates. Record the note’s YTM, the savings account’s APY and the CD’s APY, together with the observation date, term, minimum, eligibility requirements and compounding details.
- Adjust for taxes. Apply federal tax to all three interest streams. Apply state and local tax to bank and CD interest, but not to Treasury interest.
- Check the exit value. For the note, consider what happens if comparable yields rise before you need the money. For the CD, read the early-withdrawal provision. For the savings account, verify transfer limits, access methods and any balance conditions.
- Check protection and ownership. Confirm FDIC insurance for a bank account or CD and understand the applicable coverage rules. Do not describe FDIC insurance as covering a Treasury note; it is a separate U.S. Treasury security.
- Choose the product that still works under a bad-timing scenario. A slightly higher projected return is not compensation for being unable to meet a bill or having to sell at an unfavorable price.
Common mistakes to avoid
Using the coupon as the comparison rate
The coupon is fixed, but your purchase price determines the YTM. Compare YTM with APY, not coupon with APY.
Treating a Treasury note as a guaranteed cash account
Holding through maturity removes the need to sell at an interim market price, but an early sale is priced by the market. The note’s tradability does not guarantee face-value access on demand.
Ignoring the TreasuryDirect holding rule
A 45-day hold before transfer can make a newly purchased TreasuryDirect note unavailable for sale when you expect it to be.
Free tools Windows power users keep installed

Mixing dates and terms
A March national average, an October bank offer and a Treasury quote from another date do not form a fair comparison. Use same-date figures and similar maturities, and label every rate with its date.
Assuming all savings accounts or CDs have identical rules
Withdrawal access, balance tiers, transfer methods, maturity handling and early-withdrawal conditions are institution- and product-specific. Read the actual disclosure instead of relying on the product label.
Assuming the tax result is universal
The state and local exemption helps only where those taxes apply and only for the Treasury interest covered by the rule. Your federal situation still determines the largest part of the tax calculation.
Bottom line for different investors
| Your situation | Most defensible starting point | Why |
|---|---|---|
| You need the money for emergencies | Evaluate an accessible savings account first | Immediate access matters more than locking in a multi-year security |
| You have a fixed multi-year goal and pay state income tax | Compare a Treasury note with a similar-term CD after tax | The state and local tax exemption may improve the note’s spendable return |
| You may need to sell before maturity | Favor flexibility, or use only money you can tolerate exposing to market pricing | An early Treasury sale can return less than face value, and TreasuryDirect adds a 45-day transfer hold |
| You want a variable-rate cash reserve | Compare current savings offers and their access terms | A savings account’s rate can change, but the account may be simpler to access |
| You want a known bank term | Compare a CD’s contract with a Treasury note’s YTM | The CD’s maturity and withdrawal conditions are contractual and institution-specific |
Treasury notes are a reasonable alternative to high-yield savings accounts and CDs when the money has a multi-year job, you understand secondary-market pricing and the federal-only tax burden, and the after-tax YTM is competitive on the date you buy. They are not a universal replacement for liquid savings or for a CD whose maturity and access terms better match your plan.
