Are Streaming Services Going Back to Cable? Bundles, Live TV and Ads Explained

Streaming is adopting some cable-era features without returning wholesale to cable. Learn how current bundles differ and what to check before signing up.

Streaming is borrowing some familiar features of cable—bundled subscriptions, live channel lineups and distributor-controlled packages—but it has not simply reverted to cable. The market is converging: on-demand apps remain, while selected deals combine them with linear TV, live-TV streaming or a larger platform’s subscription bundle.

Are streaming services going back to cable?

Not wholesale. The clearest change is a return of some cable-era features inside a streaming market. A provider may package an on-demand app with a pay-TV plan, sell a live channel lineup over the internet, or make subscriptions available through a larger platform. Those arrangements can resemble a cable bundle, but they do not all include the same content, billing, access or terms.

For households, the practical question is not whether streaming has become cable again. It is whether a particular package offers the channels and libraries you use, at a recurring price and with access rules that suit you.

Why are streaming services bundling together?

Bundles offer a way to gather multiple services or formats under one commercial arrangement, while ad-supported plans and free services provide additional ways to reach viewers. Consumer surveys also point to concerns about managing subscriptions and finding something to watch, though their findings apply to the samples surveyed rather than every household.

Consumers are looking for value and fewer hassles

In The Stream 2025, a survey conducted by The Harris Poll for Tubi from October 21 to November 1, 2024, among 2,502 U.S. adults who streamed video at least one hour per week, 56% said they carefully monitored streaming services to avoid overspending. Respondents reported using an average of nearly seven services: 3.9 paid and 2.6 free. These are survey findings, not a count of every U.S. viewer’s subscriptions. Tubi’s release of The Stream 2025 describes the survey and its results.

A Summer 2026 Amazon-Horizon Streaming Landscape Study, as described by Amazon Ads, found that nearly 30% of new subscriptions in its sample were bought through a single bundled provider, and 69% of participants preferred to stay on one service during a viewing occasion. The study surveyed 2,449 “category engaged” U.S. adults ages 18–64 who watched at least three hours per week and paid for at least one streaming service. Its findings should be read in that context, rather than as estimates for all U.S. adults. Amazon Ads’ account of the study provides the sample definition.

Advertising supports lower-cost and free options

Ad-supported viewing is a substantial part of the market, but the available figures measure different things. Nielsen estimated that 72.4% of U.S. TV viewing was on ad-supported platforms in Q1 2025; broadcast and cable together accounted for 58% of that ad-supported TV viewing. This is an estimate across TV viewing, not streaming alone. Nielsen’s Q1 2025 report gives the figures and scope.

Comscore reported that total hours watched across major U.S. free ad-supported streaming services grew 43% year over year, comparing August 2024 with August 2025. It also reported that 45% of Netflix U.S. household viewing hours were on Netflix’s ad-supported tier, up from 34% one year earlier. These are viewing-hour measures, not shares of subscribers. What current bundles show

Recent arrangements illustrate several different meanings of “bundle.” One connects streaming access to a traditional TV distributor’s package; another is a planned pairing of subscriptions. Neither example establishes that every customer receives identical terms or that bundles as a whole save money.

Spectrum and Disney: streaming plus linear channels

In a U.S. announcement dated June 26, 2025, Charter said Hulu with ads would be included in all Spectrum TV Select packages at no additional charge, alongside the return of eight Disney-owned linear networks to Spectrum’s lineup. Charter said customers could access the services through a Xumo Stream Box or any Hulu-supported device. This is a hybrid of an on-demand library and scheduled channels within a distributor package; the announcement does not establish that every customer or package has identical terms. Charter’s announcement sets out the agreement.

YouTube and Peacock: a future subscription pairing

Axios reported on July 27, 2026, that NBCUniversal and YouTube had agreed to a multiyear arrangement under which ad-supported Peacock Premium would be bundled with YouTube Premium beginning in 2027. The report also said their relationship for NBCUniversal’s linear channels on YouTube TV would be extended. The Peacock pairing is planned, not currently available based on that report. Axios’s report describes the announced arrangement.

What is the difference between YouTube TV and YouTube Premium?

They are separate subscriptions with different purposes. YouTube TV is a live-TV channel service; YouTube Premium is a separate YouTube subscription. In the deal reported by Axios, YouTube Premium—not YouTube TV—was to be paired with Peacock Premium starting in 2027. A household comparing services should check the actual offer rather than assume that a YouTube-branded subscription includes live television.

How to compare a streaming bundle with cable or separate subscriptions

Compare the package against the services your household actually uses. A headline value or “included” label does not tell you the recurring cost, the ad experience, or whether you can keep access if you change plans.

  1. List the content you need. Separate scheduled channels and live events from on-demand libraries. Note which specific channels, apps and tiers are included, and which require an upgrade.
  2. Check the advertising terms. Confirm whether each included service is ad-supported or ad-free and whether ad exposure varies by content type.
  3. Map billing and access. Find out whether there is one bill or several, whether you need separate logins, and whether you can use the apps on supported devices outside the distributor’s platform.
  4. Verify eligibility and geography. Check who qualifies, where the offer is available, and what happens to included services if you cancel or change the underlying TV plan.
  5. Calculate the recurring total. Compare the actual ongoing price and renewal or contract terms with the subscriptions you would otherwise buy. Do not treat a promotional price or a stated retail value as proof of savings.

Is streaming becoming like cable again?

In some respects: bundles, live channels and platform-based distribution are becoming more visible. But on-demand libraries, free ad-supported services and separate subscriptions remain part of the picture. The useful distinction is between a particular package’s features and a market-wide claim that streaming has returned to the old cable model.
