Are Stablecoins Safe to Use? Depegging, Issuer and Redemption Risks Explained

Stablecoins are designed to track assets, not guaranteed to stay at $1. Learn how depegging, reserves, issuer terms, redemption rights and jurisdiction shape your risk.

Stablecoins are not automatically safe. They are cryptoassets designed to track a reference asset—often the U.S. dollar—but the design goal is not a guarantee that the token will stay at $1, that reserves will always cover liabilities, or that every holder can redeem directly at par. Safety depends on the stabilization mechanism, reserve assets and custody, the issuer’s legal obligations and operational resilience, your redemption eligibility, market liquidity, and the governing jurisdiction.

Use a stablecoin only after checking those details in the token’s current terms and disclosures. A reserve report is not the same as a personal legal claim, direct redemption at par is not the same as an exchange price at par, and neither protects you from transfer errors, freezes, outages, or a market panic.

What “stablecoin” actually means

The term describes an intended function, not a promised result. The U.S. Securities and Exchange Commission’s Division of Corporation Finance said on April 4, 2025, that stablecoins are cryptoassets designed to maintain value relative to a reference asset such as a fiat currency, commodity, or basket. The statement discusses both reserve-backed arrangements and algorithmic supply mechanisms, and notes that risks depend on the mechanism and how reserves are maintained.

The Bank for International Settlements’ Financial Stability Institute puts the legal uncertainty plainly: “The term ‘stablecoin’ has no universally agreed legal or regulatory definition, and it is not intended to imply that its value is stable.” A token can therefore be called a stablecoin while exposing holders to substantial market, credit, liquidity, legal, and technology risk.

Three values that should not be confused

Concept What it means Why it can differ
Design target The reference value the arrangement tries to track, such as one U.S. dollar. It is an objective of the mechanism, not a guarantee.
Issuer redemption value The amount and asset the issuer promises to deliver to an eligible redeemer under its terms. Some holders may not qualify for direct redemption, and conditions, fees, limits, or suspensions may apply.
Secondary-market price The price available on an exchange, broker, or other venue at a particular moment. Liquidity shortages, panic, venue outages, and intermediary problems can push it above or below the issuer’s redemption value.

The SEC explains that direct minting and redemption by eligible participants can create arbitrage incentives that tend to pull a market price toward the redemption price. That process does not make the prices identical at every moment, and ordinary users may have to trade through an intermediary rather than access the issuer.

Circle’s USDC risk factors, last updated October 27, 2023, make the issuer-specific limitation explicit: Circle does not guarantee that one USDC will always equal one U.S. dollar across all platforms. Treat that statement as a disclosure about USDC, not as a rule for every stablecoin.

How a stablecoin can depeg

A depeg is a meaningful departure from the intended reference value. It may be brief or persistent, and the cause determines whether arbitrage can correct it.

Reserve losses or asset impairment

If reserves lose value, become inaccessible, or are legally encumbered, confidence can fall before an issuer formally fails. Reserve composition matters: cash and short-term, highly liquid instruments behave differently from longer-dated, concentrated, volatile, or difficult-to-sell assets. You need to know whether reserves are segregated, who has custody, and whether another creditor could claim them.

Liquidity mismatch and redemption queues

An arrangement may appear fully backed on paper but still lack cash at the moment many holders want it. Selling less-liquid assets or waiting for settlement can delay payments. Circle’s MiCA white paper identifies reserve liquidity and exceptionally high redemption demand as risks for USDC. A market price can fall below the intended peg while holders wait for an issuer or intermediary to process redemptions.

Market stress and broken arbitrage

Arbitrage requires functioning venues, willing counterparties, available credit, and eligible participants. If a platform pauses withdrawals or the issuer restricts access, traders cannot quickly close the gap between the market price and redemption value. A token can therefore trade below $1 even when its published reserve value has not changed.

Mechanism or technology failure

Algorithmic supply rules, collateral liquidation, smart-contract bugs, oracle errors, blockchain congestion, and governance decisions can all disrupt stabilization. A mechanism that worked in ordinary conditions may behave differently when collateral prices fall rapidly or users act simultaneously.

Issuer, legal, or operational disruption

Banking-partner failure, cyberattacks, sanctions, court orders, compliance reviews, or an internal outage can interrupt minting, transfers, or redemption. Circle warns that operational and technical problems may delay USDC redemption and that transfers sent off its platform are irreversible. These are examples of issuer-specific risks, not a universal description of every token.

Issuer and reserve risk: what “backed” leaves unanswered

“Backed” is only a starting point. The important questions are whether the assets exist, who owns them, where they are held, whether they are pledged, how quickly they can be converted to the redemption asset, and what legal claim a holder has if the issuer or custodian fails.

Reserve disclosure and assurance

Circle’s transparency page says it publishes weekly USDC reserve holdings and mint-and-burn flows and receives monthly third-party assurance from a Big Four accounting firm that reserve value exceeds USDC in circulation. It describes highly liquid fiat reserves held separately from operating funds, treasury holdings, overnight reverse-repurchase arrangements, and possible custody structures.

Those statements describe Circle’s practices. They are not a guarantee of immediate payment, protection against a bank or custodian failure, or proof that every holder has the same legal rights. Read the current report, the assurance scope, the date of the balance, and any qualifications rather than relying on a headline such as “fully backed.” Reserve balances change continuously.

Legal claim and insolvency questions

The Financial Stability Board’s final report, published July 17, 2023, recommends that authorities require transparent information about governance, conflicts, stabilization, operations, risk management, and financial condition. It also recommends robust legal claims against the issuer and/or reserve assets and timely redemption. For an arrangement referencing a single fiat currency, the FSB recommendation says redemption should be at par into fiat.

That is a recommendation to regulators, not evidence that every token or country already provides those protections. The governing contract and local law determine whether you are an unsecured creditor, a beneficiary of segregated assets, or something else.

Redemption risk: who can get their money back?

Before acquiring a stablecoin, locate the redemption section of the issuer’s terms and answer each question below:

  • Which legal entity owes the redemption obligation?
  • Does your wallet, account, or type of holder qualify for direct redemption?
  • What asset is delivered—fiat, another token, or an in-kind reserve asset?
  • Is the value fixed at par, and what fees, minimums, or limits apply?
  • What identity, account, sanctions, or jurisdiction conditions must be met?
  • How long may processing take, and when does the clock start?
  • Can redemption, transfers, or accounts be frozen or suspended after a legal order, compliance review, outage, or liquidity event?

The SEC’s 2025 statement notes that direct minting and redemption may be available to holders or restricted to designated intermediaries. If you cannot redeem directly, your practical exit depends on an exchange, broker, market maker, or another intermediary remaining solvent and available.

Circle’s USDC risk factors say redemption is conditional on holding USDC associated with a registered account, complying with the user agreement, and having no legal or regulatory restriction. Circle also states that USDC held in a Circle account is not covered by FDIC, SIPC, or equivalent deposit-protection schemes. Those conditions apply to Circle’s arrangement; do not assume another issuer uses the same eligibility or insurance terms.

What the five-day Basel criterion does—and does not—mean

The Basel Committee’s cryptoasset framework, in force from January 1, 2025, lists clearly defined redemption parties, obligations, timeframe, assets exchanged, and redemption value as criteria for assets with stabilization mechanisms. In that prudential framework, redemption completed within five calendar days is associated with full redeemability. It is not a universal consumer right, a guarantee for every stablecoin, or a promise that your transaction will settle within five days.

Jurisdiction and holder eligibility

Your location can change the entity you contract with, the available protections, and whether direct redemption exists. Circle’s MiCA white paper distinguishes holders in the European Economic Area from persons outside it. It says people holding USDC outside the EEA should refer to applicable Circle LLC terms and do not have the right to seek redemption from Circle SAS. That distinction is specific to the document and should not be generalized to other issuers.

How stabilization approaches differ

Approach What to examine Main failure questions
Reserve-backed Reserve quality, maturity, liquidity, custody, segregation, concentration, assurance, and the legal claim on those assets. Can reserves be converted quickly, and can holders legally reach them if the issuer fails?
Crypto-collateralized Collateral volatility, liquidation rules, required overcollateralization, oracles, and the ability to liquidate during a crash. What happens when collateral falls faster than the system can liquidate it?
Algorithmic or supply-based The rules that expand or contract supply, governance controls, market incentives, and dependence on external liquidity. What supports the reference value when confidence, liquidity, or the incentive to buy disappears?

No category is automatically safe. The SEC specifically says risks vary with the stabilization mechanism and reserve maintenance. Compare arrangements on the same axes rather than assuming a familiar label answers the question.

A practical due-diligence process

  1. Identify the exact token and network. Confirm the issuer, contract address, supported blockchain, and whether you are dealing with an official token or a similarly named imitation.
  2. Read the current legal terms. Find the redemption entity, eligible holders, par value, fees, minimums, processing time, suspension rights, governing law, and dispute process.
  3. Map the reserve. Record the asset types, maturity, liquidity, custody, segregation, encumbrance, concentration, and whether liabilities or related-party exposures are disclosed.
  4. Inspect evidence, not marketing language. Check the date and scope of reserve reports and assurance. Determine whether the assurance tests existence and valuation, liabilities, controls, or only a narrower assertion.
  5. Test your exit route. If you cannot redeem directly, identify the exchanges or intermediaries you would rely on, their withdrawal rules, supported jurisdictions, and any history of pauses disclosed in their terms.
  6. Check operational controls. Understand address-screening, freeze or blacklist powers, irreversible transfers, network fees, confirmation requirements, and what happens during an outage.
  7. Match the risk to the use. Money needed for rent, taxes, debt payments, or emergencies should not depend on an uncertain redemption queue or a single exchange.
  8. Recheck before material transfers. Reserves, terms, fees, supported networks, and legal entities can change. Save the applicable terms and verify the destination network before sending.

Using stablecoins more safely

  • Keep only the amount and duration required for the specific payment, settlement, or transfer purpose.
  • Spread operational dependence across more than one venue when a failure at one intermediary would stop access to essential funds.
  • Separate trading or transfer balances from emergency savings held in accounts with protections appropriate to your jurisdiction.
  • Use a small test transaction for a new address or network, because an off-platform transfer may be irreversible.
  • Monitor issuer notices, reserve disclosures, redemption availability, and exchange withdrawal status rather than relying only on the token’s displayed price.
  • Do not treat a hardware wallet as a solution to issuer risk. It can protect private-key custody while leaving reserve, redemption, solvency, legal, and depegging risks unchanged.

What regulators’ guidance tells you

The FSB’s recommendations are useful as a checklist: transparent governance and risk information, clear stabilization mechanics, robust legal claims, and timely redemption. They do not mean every jurisdiction has implemented the recommendations or that a token meeting one disclosure standard is risk-free.

The SEC Division of Corporation Finance’s April 2025 statement addresses a narrower class of “Covered Stablecoins” with specified U.S.-dollar peg, redemption, and reserve characteristics. It should not be read as a blanket legal classification or a finding that all stablecoins are safe. Regulatory treatment can differ by token, activity, country, and date.

What is—and is not—known about stablecoin safety

There is no general safety score or reliable depeg probability established by the sources above. Weekly reserve reporting and monthly assurance, as described by Circle, are reporting frequencies—not proof that every stablecoin has comparable practices or that losses and delays are impossible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A sound assessment is therefore conditional: identify the mechanism, verify the reserves and custody, establish your legal redemption right, confirm eligibility and timing, evaluate market and intermediary liquidity, and account for jurisdiction-specific restrictions. If any of those answers is unclear, treat the token as a speculative or operationally risky asset rather than cash.

Bottom line

Stablecoins can be useful for blockchain transfers and settlement, but “stable” is not a promise of a fixed price or instant access to dollars. The safest choice for a particular use is the arrangement whose reserves, legal claim, redemption path, disclosures, operations, and jurisdiction you can independently understand—and whose potential loss or delay you can afford.
