Re:

Are Governance Jobs Growing in the UK? What the Evidence Shows

Governance is becoming more prominent in board work and cyber hiring, but surveys, job-ad skills and broad employment projections do not amount to a governance-jobs forecast.

Governance is becoming more visible in UK workplaces, especially in board-level responsibilities and cyber security hiring. But the available evidence does not establish a nationwide wave of governance-only vacancies, or show that governance is driving the country’s projected job growth. The clearest picture comes from separating survey findings, advertised cyber skills and broader employment projections.

Are governance jobs really growing in the UK?

The evidence points to expanding influence and demand for governance-related skills in some parts of the UK labour market—not a measured surge in jobs with “governance” in the title. Three sources describe different things: governance professionals’ views of their work, skill requests in cyber job adverts, and projected employment across selected occupations. Those measures are useful together, but they cannot be added up into a single governance-jobs forecast.

Evidence What it measures What it does not show
2026 Governance Market Survey Views and reported experiences of 971 governance professionals across several organisation types A count of new jobs or a representative vacancy trend
UK cyber job-ad analysis Skills requested in 34,932 core cyber postings from January to December 2025 The share of all UK jobs that are governance jobs, or the number of people employed in governance

Where governance is becoming more important

Boards and organisational decision-making

In the 2026 Governance Market Survey by The Core Partnership and The Chartered Governance Institute UK & Ireland (CGIUKI), 65% of respondents said the influence of the governance function was increasing. Two-thirds (66%) said supporting the quality of board information and decision-making was becoming more important. Succession planning for boards and executives was a growing responsibility for 59%, while 50% said AI literacy for boards was becoming more important. These results suggest a role that can reach beyond meeting administration into advice, information quality and organisational judgement. They describe respondents’ experience, not the number of available posts. CGIUKI’s 7 July 2026 survey announcement

Cyber security roles

Governance also appears in cyber security recruitment. Lightcast data reported by the Department for Science, Innovation and Technology (DSIT) found that governance was requested in 20% of 34,932 core UK cyber job postings in 2025. Auditing appeared in 22% and risk management in 19%. These are skill mentions in cyber adverts, not counts of governance job titles; postings may request multiple skills. The figures therefore show that governance is relevant to a substantial subset of the analysed cyber adverts, not that one in five UK vacancies is a governance job. DSIT, Cyber security skills in the UK labour market 2026

The same report found that AI skills were requested in 9% of core cyber postings in 2025, up from 4% in 2024. Interview participants anticipated roles such as AI governance and a greater importance for governance, risk and compliance (GRC), but those expectations are qualitative observations—not a forecast of how many AI-governance vacancies will appear. Core cyber adverts also skew towards applicants with experience, so the skill data should not be read as evidence of an easy entry-level route.

Regulatory capability

Regulation is another related area, but regulatory work and corporate governance are not interchangeable. The government’s Core Regulatory Skills Framework sets out shared knowledge, skills and competencies for people working in regulator organisations at different career levels. It describes the capabilities regulators need; it does not establish a qualification requirement for every governance career or show that regulatory jobs are increasing. What the employment projections do—and do not—mean

Skills England and the Department for Business and Trade project that 20 selected professional and business services priority occupations will add 116,000 jobs, or 9%, between 2025 and 2035. They estimate a further 419,000 replacement workers will be needed across those occupations during 2026–2035. Together, expansion and replacement demand amount to around 535,000 workers. That total is not 535,000 newly created jobs: most of the replacement component concerns people needed to fill roles as workers leave or move on, and none of these totals is specific to governance. Across the wider set of UK priority occupations, Skills England projects about 1.8 million additional jobs—around one-quarter growth—by 2035. This is an economy-wide projection for priority occupations, not an estimate of governance employment. Skills England stresses that its estimates indicate broad trends rather than precise outcomes. It also flags uncertainty about AI’s effects, particularly for digital occupations. In the professional and business services assessment, 14 of the 20 priority occupations are shared with other sectors, further complicating attempts to treat them as a discrete governance market. Why the work may be expanding while teams feel stretched

Greater organisational influence does not automatically mean more jobs or better-resourced departments. In the 2026 Governance Market Survey, 74% of the 971 respondents reported increased workload over the previous 12 months, and 42% said their governance function was not adequately resourced. Read alongside the growing responsibilities reported for board information, succession and AI literacy, those figures indicate pressure on existing teams as well as a broader remit. They do not tell us how many employers will respond by hiring, reorganising work or relying on external support. CGIUKI, 7 July 2026

What skills and routes are relevant to aspiring professionals?

There is no single route implied by these findings. The work varies by setting: a governance professional supporting a board, a cyber specialist handling governance and risk controls, and a regulator applying a public framework have overlapping concerns but different responsibilities.

  • For board and corporate governance work: build capability in clear reporting, board decision support, succession planning and organisational change. The survey’s findings identify these as areas of rising responsibility, not formal entry requirements.
  • For cyber governance: governance is requested alongside auditing, ISO/IEC 27001, risk management, incident response, automation and security controls. Combining governance knowledge with practical cyber experience is more aligned with the adverts than treating governance as a standalone technical skill.
  • For regulatory work: use the Core Regulatory Skills Framework to understand the shared competencies expected at different career levels. It is a reference for capability, not proof of a universal credential requirement.
  • For professional development: 69% of respondents to the 2026 Governance Market Survey held a CGIUKI qualification. That makes the qualification an established route represented in the survey, but it does not show that it is necessary or guarantees a job. CGIUKI survey announcement

Official demand indicators should also be read cautiously. The Department for Education’s 2025 Occupations in Demand release combines multiple indicators and is labelled “official statistics in development.” Its notes warn that a changed 2024 methodology and different reference periods do not allow simple comparison with the earlier release. It can help describe demand signals, but it is not a clean year-on-year measure of governance vacancies. Department for Education, Occupations in demand: 2025 release

How to interpret headlines about a “wave” of governance jobs

  • If a figure comes from a survey, check whether it describes professionals’ responsibilities or counts vacancies. The 2026 governance survey does the former.
  • If a figure comes from job adverts, check the role population and period. The 20% figure applies only to governance skill mentions in core cyber postings from 2025.
  • If a figure is a projection, distinguish net expansion from replacement demand and note the occupations included. The 535,000 estimate combines both across 20 selected professional and business services occupations.
  • Do not treat AI-governance expectations as a quantified hiring forecast. The cited interview evidence points to anticipated change, not a vacancy total.

The most defensible conclusion is that governance is gaining organisational visibility and is sought as a skill in some UK cyber roles, while adjacent occupations are projected to grow. The available figures do not establish a national boom in governance-only jobs or prove that governance itself is driving broader employment growth.
