The latest U.S. indicators are rising, but they measure fares in different ways. The Bureau of Transportation Statistics (BTS) put the inflation-adjusted average domestic fare at $445 in the second quarter of 2026, up 2.0% from $436 in the first quarter. Separately, the Bureau of Labor Statistics (BLS) reported that its airline-fares index increased 23.4% over the 12 months through August 2026. Neither figure tells you what a particular ticket will cost.
What the latest airfare numbers show
BTS: average domestic fares rose quarter to quarter
BTS reported an inflation-adjusted average U.S. domestic fare of $445 for Q2 2026, compared with $436 in Q1, a 2.0% increase. This is an average fare paid, not a live quote or a prediction for a specific route. BTS’s release also identifies $445 as the highest unadjusted quarterly average in its series; that historical statement uses unadjusted dollars and should not be confused with the inflation-adjusted quarter-to-quarter comparison. BLS: the airline-fares index rose over the year
The BLS airline-fares component of the Consumer Price Index (CPI) was up 23.4% over the 12 months ending August 2026. The index also rose 2.7% in August on a seasonally adjusted monthly basis. These are index changes, not a claim that the average ticket price rose by 23.4% or that every route became that much more expensive. BLS CPI release for August 2026
Why the two measures are not interchangeable
BTS reports an average dollar fare for U.S. domestic travel. Its fare measure includes charges required by an air carrier to board and certain outside taxes or fees, but excludes optional services such as checked baggage, upgrades and seat assignment. BTS fare definitions

BLS tracks price changes using a monthly index and a defined sample. Its method holds booking lead time and departure weekday specifications steady to make trips more comparable over time. The sample includes applicable taxes and fuel surcharges and accounts for the first checked bag in a proportion of quotes; it excludes carry-on bags and additional checked luggage. Because the agencies measure different fare baskets and publish on different schedules, their figures can point in different directions without contradicting each other. BTS also changed its ticket collection in Q3 2025: before July 1, 2025, the sample covered 10% of tickets; under the DOT’s OD40 program, it covers 40% of tickets from U.S. scheduled passenger carriers. Why fares can rise even when fuel prices move differently
Fuel is a major airline expense, but ticket prices do not adjust immediately or in lockstep with fuel costs. IATA’s June 2026 global outlook says fuel accounts for around one third of airline operating costs and cites aircraft shortages, delivery delays and engine availability as supply constraints. It forecast global passenger ticket revenue of $839 billion in 2026, up 9.2% year over year, and ancillary revenue of $165 billion, up 12.6%. Timing also matters. In an Associated Press report published September 28, 2026, Columbia Business School economist Brett House described fuel-cost volatility as a challenge for airlines. Airlines plan capacity and begin selling seats months ahead, so a sudden cost increase may not immediately change fares on flights already being sold; later pricing depends on decisions about schedules, available seats and sales. What the national trend means for your ticket
A national average cannot tell you whether the flight you want will get cheaper. Fares vary by route, travel dates, itinerary, restrictions and remaining seat availability. The Department of Transportation cautions that reported averages may not match current ticket prices, while noting they can help compare airlines and city markets. When comparing offers, look at the whole itinerary and total cost rather than the base fare alone:

- Compare the same route and travel dates.
- Check whether each option is nonstop or connecting.
- Add required and optional baggage and seat fees that matter to you.
- Compare fare restrictions, including change terms.
- Account for when you are booking and how far in advance you are traveling.
A low base fare may not be the lower-cost choice once fees and restrictions are included. If your dates are flexible, track prices for the specific route and itinerary you might book; treat any alert as a change in an offer, not a guarantee that fares will keep falling.

They may fall on some routes or dates, but the national indicators cannot establish when that will happen for a particular trip. Fuel volatility, airline capacity and seat-sale timing all affect pricing, and the available industry outlook does not promise a drop. For a personal travel budget, use the total price for your actual itinerary and dates rather than relying on a nationwide average as a forecast.
