The proposal, described in November 2024 reporting as a two-year investment plan, was followed by months of negotiations. Indonesia later announced a package exceeding $300 million, then issued product certificates and telecommunications permits in March 2025. Those regulatory steps advanced the path to sales; they were not the same thing as immediate retail availability.
Why Indonesia restricted iPhone 16 sales
In October 2024, Indonesia barred domestic marketing of the iPhone 16 because Apple had not met the country’s local-content and investment requirements. The restriction concerned commercial sales, not a blanket ban on owning or using every iPhone 16 in the country. The available reporting distinguishes domestic sales from devices brought in privately or through unofficial channels; it does not establish that every such device was prohibited or unusable.
The Industry Ministry’s TKDN certification was central to the dispute. TKDN is Indonesia’s domestic-content framework: it assesses whether a product or related business activity contributes sufficient value locally under the applicable rules. For phones, qualifying activity can involve manufacturing, components, software, research, workforce or other approved investment structures. A company’s investment in Indonesia does not automatically count toward certification for a particular product.
Contemporary coverage did not agree on one threshold: Reuters-based reporting described a 35% local-content requirement, while the November 2024 report used 40%. Because those accounts differ, neither percentage should be treated as an uncontested statement of the applicable rule without specifying its source and regulatory context. The Print’s Reuters-based coverage and the original November report give the differing figures.

What Apple’s nearly $100 million proposal involved
A November 2024 report citing Bloomberg said Apple had increased a proposed investment from about $10 million to nearly $100 million, with spending reportedly spread over two years. The report said Indonesia wanted a greater share directed toward smartphone research and development rather than the structure Apple had initially preferred. The proposal was reported negotiating detail, not a publicly released final contract or a confirmed settlement. TechTimes’ account of the reported proposal describes those terms.
The dispute also involved an earlier commitment, which should not be confused with the new proposal. Indonesia said Apple had not fulfilled part of its previous investment pledge, leaving a reported shortfall of about $10 million. That earlier commitment was reported at roughly Rp1.7 trillion; the dollar equivalent of about $108 million cited at the time was approximate and dependent on exchange rates. Apple’s developer academies and related programs figured in the accounting: Indonesia’s earlier assessment put recognized investment at about Rp1.5 trillion, below the promised amount. The Jakarta Post reported on the shortfall.

Why the proposal did not settle the dispute
For Indonesian officials, the question was not only how much Apple proposed to spend, but whether the spending qualified under the rules and built capability tied to the handset industry. The government’s position reflected an industrial-policy aim: to secure local production, research and economic participation rather than grant market access solely in exchange for a broad investment promise. The requirement also gave Indonesia leverage as a large market, while asking the regulator to apply its rules consistently across companies.
In January 2025, Indonesia said a proposed AirTag manufacturing facility could not count toward iPhone TKDN certification. The Industry Ministry’s reasoning was specific: an AirTag is an accessory, not an essential iPhone component, so its production was not directly connected enough to the handset category for that certification. The decision did not mean AirTag was unrelated to Apple; it meant that this investment could not satisfy the particular iPhone-content test. The ministry’s statement explains its position.

Apple’s interests ran in the other direction: a route to market that would avoid committing to a full iPhone assembly operation while preserving flexibility across its global supply chain. That is an inference about the commercial trade-off, not a stated account of Apple’s internal decision-making. The eventual negotiations show that the nearly $100 million proposal did not, by itself, resolve the government’s concerns.

The later package was reported to exceed $300 million and to include component plants and a research-and-development facility. It was a substantially larger commitment than the November proposal; reporting on the announced package does not establish that every dollar had already been spent. Bloomberg Law covered the agreement, and Reuters-based reporting described its investment elements and the remaining permits.

Certificates, permits and sales are separate steps
The sequence matters because “certified” and “available to buy” are not interchangeable. TKDN certification addresses local-content compliance. Telecommunications permits are a separate authorization for the specified models. Trade or import procedures can still stand between those approvals and official retail distribution.
Indonesia’s state news agency reported TKDN certificates for 20 Apple products: 11 phone products and nine tablets, including iPhone 16 models. Reuters-based coverage later reported telecommunications permits for five models: iPhone 16e, iPhone 16, iPhone 16 Plus, iPhone 16 Pro and iPhone 16 Pro Max. These approvals were model- and product-specific; they do not automatically cover every Apple device or a future iPhone generation. ANTARA reported the TKDN certificates; Reuters-based coverage listed the telecommunications permits.

As of the developments reported in March 2025, the path to official sales had advanced through certificates and telecommunications permits, but reports still identified additional trade or import steps. These reports do not establish the precise date on which retail sales resumed. Readers checking present-day availability should consult Apple Indonesia’s iPhone page or local storefront, rather than infer current stock or sales status from the 2025 approvals.
What the episode shows about local-content rules
Indonesia’s approach illustrates why local-content disputes are about the composition and location of investment as well as its headline value. Governments may use market access to encourage production, supplier development, skilled employment and research. For a multinational, however, country-specific conditions can raise costs and complicate a supply chain designed across many markets. The case does not prove that one side’s approach is universally better; it shows that an investment proposal is useful only if the regulator accepts its connection to the product and the applicable rules.
