Short answer: The Shanghai Intellectual Property Court reportedly recognized that Apple held a dominant position in the relevant Chinese software market, but rejected the claim that its App Store commission and payment rules abused that position. That is not a finding that Apple committed an antitrust violation. The dispute continued through objections to the judgment’s reasoning and a later China-mainland commission reduction announced by Apple after discussions with regulators.
What the Chinese lawsuit was about
The case was a private consumer antitrust lawsuit brought by a plaintiff identified in 2024 coverage as Ms. King. It was not a government enforcement action by China’s State Administration for Market Regulation (SAMR). The reported case was heard by the Shanghai Intellectual Property Court.

The plaintiff challenged Apple’s App Store terms, including a standard commission reported as 30% at the time and restrictions on payment choices. Her argument was that those practices raised costs for consumers and limited competition. The rate was a standard rate, not necessarily the charge on every developer or transaction.
The market definition matters. A claim about Apple’s control of native app distribution on iOS is not the same as a claim that it controls all smartphone software, mobile payments, or digital services in China. The available account says the court recognized Apple’s dominance in the relevant Chinese software market, but does not provide an official judgment from which to independently assess the court’s full market analysis. The reported case details come from GizChina’s July 3, 2024 account.

What the Shanghai court reportedly decided
| Question | Reported result |
|---|---|
| Did Apple hold a dominant position in the relevant market? | Yes, according to the account of the ruling. |
| Did the court find that Apple abused that position through the challenged App Store practices? | No. The account says the court rejected the abuse claim. |
| Did the ruling require Apple to open iOS to third-party app stores or outside payment systems? | No such remedy is reported in the available account. |
Dominance and abuse are separate questions. A company may have a powerful position without violating competition law; a liability finding generally requires a further finding of prohibited conduct. So headlines saying that a Chinese court “ruled Apple is a monopoly” can mislead unless they explain that the reported ruling recognized dominance but did not find unlawful abuse.
Why Apple objected despite prevailing on the abuse claim
The 2024 account said Apple objected to language in the judgment recognizing its dominant position and to wording suggesting unfair pricing could harm consumers. A company can challenge a judgment’s reasoning or wording even when it wins on the ultimate claim: a dominance finding may matter in later litigation, regulatory analysis, or other cases.

Apple’s reported position was that its commission paid for App Store services, including security, review, distribution, and the ecosystem it provides. Those are Apple’s arguments, not findings that the fee was necessary or fair. In its later official announcement about China rates, Apple described the App Store as an ecosystem and business opportunity for developers and said its rates would remain competitive with those in other markets.

The 2024 report said the plaintiff’s lawyer planned to appeal to the Supreme People’s Court. The sources available here do not verify whether an appeal was filed or establish a later final appellate ruling. It would therefore be inaccurate to say that the Supreme People’s Court upheld or overturned the decision, or to describe the appeal as formally pending without a current court record.

Why China’s app market complicates the dispute
China’s mobile-software landscape differs from markets where Google Play is the main Android app-distribution channel. Android users in China commonly encounter multiple app stores and other distribution routes. Super-apps and mini-programs, including features within WeChat, can also provide ways to access some services without installing a conventional standalone app.
Those alternatives may constrain Apple in some categories, but they are not necessarily independent app stores or full substitutes for native iOS apps. Apple still controls the official App Store distribution channel on iOS, which gives it leverage over developers seeking to reach iPhone users. Whether the broader alternatives weaken a dominance claim depends on how the relevant market is defined and what evidence supports that definition; they do not settle the legal question on their own.

What Apple changed in mainland China in March 2026
Apple announced new App Store commission rates on March 12, 2026, effective March 15, for the China mainland storefront on iOS and iPadOS. The rates below are the announced before-and-after rates for the specified transactions and programs; the lower rates apply only to qualifying transactions. See Apple’s announcement.
| Transaction or program | Previous rate | Rate from March 15, 2026 |
|---|---|---|
| Standard paid apps and Apple In-App Purchases | 30% | 25% |
| Qualifying Small Business Program transactions | 15% | 12% |
| Qualifying Mini Apps Partner Program transactions | 15% | 12% |
| Auto-renewing subscriptions after the first year | 15% | 12% |
Apple said the adjustment followed discussions with Chinese regulators. A SAMR-hosted commentary published March 19 described the reduction as a response to market demands amid intensified anti-monopoly oversight. That makes the change a commercial and regulatory development, not a reported court-ordered penalty: the available sources do not establish that it was a remedy in Ms. King’s lawsuit, settled that case, or amounted to an admission of wrongdoing. The SAMR commentary is at SAMR’s website.

What the fee reduction does—and does not—mean for users and developers
For developers
- The standard rate for the specified mainland storefront transactions fell from 30% to 25%; qualifying transactions under the named programs and subscription category have a 12% rate.
- The change does not eliminate commissions. Eligibility and transaction type matter, so developers should check Apple’s current program terms rather than assume the lowest rate applies to every sale.
- The announcement does not itself create a general right to use another payment processor, direct users to outside purchases, or distribute iOS apps through alternative stores.
For consumers
- The reported court ruling did not require alternative App Store distribution or payment options.
- A lower developer commission could affect costs, but it does not automatically mean app prices will fall; pricing decisions remain with developers.
The new rates are specified for the China mainland storefront. They should not be assumed to apply automatically in Hong Kong, Macao, Taiwan, or other markets.
How this differs from Apple’s U.S. antitrust case
The U.S. Department of Justice’s complaint against Apple offers context on a similar platform-power debate, but it is not evidence of what the Shanghai court decided. The DOJ complaint alleges that Apple used control over app distribution, APIs, and related platform features to protect its position in the U.S. smartphone market. Those are allegations in U.S. litigation, involving a different jurisdiction and market definition—not findings in the Chinese consumer case. The complaint is available from the U.S. Department of Justice.
