The change has not shipped: Apple has not given a release date, named affected macOS versions, described the new consent screens, or explained how existing permissions will be handled. Its stated aim is to require “very explicit user action” before an app receives this unusually broad access.
Until Apple publishes implementation details, Mac users should treat a Full Disk Access request as a high-scope privacy decision: understand the app’s purpose, determine whether that scope is necessary, and review current grants in macOS settings.

What Apple announced
In its developer announcement, Apple said it will introduce “additional controls” so that people who genuinely want to grant an app Full Disk Access can do so only through “very explicit user action.” Apple links the planned change to the increasing capability and autonomy of AI agents, writing: “As AI agents become increasingly capable and autonomous, the risks associated with this level of access will grow substantially.”
That is Apple’s qualitative rationale, not a published incident rate or measured risk increase. Apple did not identify a specific breach as the reason for the announcement, and it has not said that every app requesting the permission misuses data. Read the announcement at Apple Developer News.

What Full Disk Access can expose
Full Disk Access is an exception to macOS’s ordinary privacy protections. Apple says it exists partly so backup applications can work, but warns that some developers use the permission in ways that may expose sensitive information without users fully understanding the implications.
Apple’s examples include:
- Files stored on the Mac
- Email and other mail data
- Messages
- Browsing history
For communication applications, access can also affect the privacy of people communicating with the user. The permission’s breadth does not by itself prove that a particular app is unsafe; it means the user should evaluate the request in the context of that app’s function and data practices.

Why AI agents change the concern
Traditional software generally performs the tasks its developers explicitly program. AI agents can be designed to interpret instructions, choose among actions, use tools, and operate with less supervision. Apple’s position is that granting such a system access to a large portion of a Mac creates greater potential consequences if the agent, its integrations, or a connected service handles data in an unintended way.

The announcement establishes a policy direction: consent for this permission should be harder to give accidentally as software becomes more autonomous.

How to review Full Disk Access now
Apple Support says that on macOS 10.13 and later, apps requiring full storage-device access must be explicitly added. On macOS 13 and later, the current path is:
- Open System Settings.
- Select Privacy & Security.
- Open Privacy.
- Review the apps listed for Full Disk Access and consider whether each one still needs broad access for its stated job.
Apple’s version-specific guidance is available in Controlling app access to files in macOS. Older releases may use different labels or a different System Preferences layout, so follow the path shown for your installed version.

A practical decision checklist for a permission request
1. Identify the app’s actual job
Ask what feature fails without Full Disk Access. A backup tool may need to read protected locations to create a complete backup; an unrelated utility should explain a more specific reason.
2. Test whether narrower access is enough
Check whether the app can work with a selected folder, a file-specific permission, or another macOS privacy control instead of access across the storage device. Treat this as a question to investigate, not an assumption that every app can operate narrowly.

3. Read the developer’s explanation
Look for clear documentation describing what data the app reads, whether it sends data to a service, how long data is retained, and which feature requires the permission. Vague explanations warrant more caution.
4. Revisit old grants
Remove access that no longer serves a current purpose, such as software you uninstalled, stopped using, or changed the configuration of. Avoid removing a grant blindly if doing so would disable an essential backup or security function; verify the app’s requirements first.
TechCrunch reported that Apple’s announcement followed days after a journalist claimed Meta’s Muse app knew the contents of private messages; Meta disputed that claim. The report also referenced a Wired account of a flaw in ChatGPT’s Mac app that could have enabled access to sensitive data. Those accounts are attributed reports, not confirmations that a particular app caused Apple’s policy change, and Apple did not disclose a specific incident as its trigger. The meaningful change is not yet a new switch in Settings; it is Apple’s promise to add a more deliberate consent process. Until Apple documents the rollout, users cannot reliably predict whether they will see a new warning, an additional confirmation step, reauthorization requests for existing apps, or different behavior by macOS version. For now, keep Full Disk Access decisions app-specific. Grant it when the app’s documented function genuinely requires that scope, decline or investigate requests that do not make sense, and periodically review the list in System Settings > Privacy & Security > Privacy.
