Apple and Towson Workers Ratify First U.S. Apple Retail Union Contract

Workers at Apple’s Towson, Maryland, store ratified the company’s first finalized U.S. retail union contract in August 2024. The three-year deal included average raises, scheduling protections and job-security provisions, followed by a 2026 store-closure dispute.

Apple and workers represented by IAM CORE reached and ratified the first finalized collective-bargaining agreement covering a U.S. Apple retail store. Employees at Apple’s Towson Town Center location in Towson, Maryland, approved the three-year contract on August 6, 2024, after a tentative deal was reached on July 26.

What Apple’s first U.S. retail union contract covered

The agreement covered approximately 85 Towson employees represented by the International Association of Machinists and Aerospace Workers’ Coalition of Organized Retail Employees (IAM CORE). IAM said the contract included:

  • Average raises of 10% over the life of the three-year agreement. This is an average figure, not a claim that every employee received an identical increase.
  • Starting-pay increases for 80% of job classifications.
  • Scheduling and work-life-balance improvements, including protections for full-time and part-time employees.
  • Limits on the use of contracted employees.
  • A severance clause.
  • A clearer disciplinary process with greater transparency and accountability.
  • Continuation of existing benefits, with future additions subject to bargaining.

The public announcements do not provide universal hourly wage rates, exact scheduling guarantees, health-plan changes, arbitration language, or every other operative term. Those details would require the complete collective-bargaining agreement.

IAM’s announcement described the headline terms. They should not be read as a promise of no layoffs or a guarantee that Apple would keep the store open.

Which store and union were involved?

The bargaining unit was the regular full-time and part-time workforce at Apple’s Towson Town Center store in Towson, Maryland. Supervisors, managers, guards and other legally excluded categories were outside the unit, according to the National Labor Relations Board case record.

IAM CORE is the Apple retail employees’ organization affiliated with the International Association of Machinists and Aerospace Workers. Towson was the first Apple retail location in the United States to unionize.

How the workers unionized

The NLRB record shows that 112 employees were eligible to vote. Of 98 ballots counted, 65 favored union representation and 33 opposed it. The NLRB certified IAM as the bargaining representative on June 28, 2022.

That means the union won about two-thirds of the ballots counted—not two-thirds of all eligible employees. Not every eligible worker necessarily cast a ballot.

Why the first contract took about two years

Union certification did not immediately produce a contract. IAM said bargaining with Apple began in January 2023. Negotiations later stalled over economic and job-security issues.

Workers authorized a strike in May 2024. The Federal Mediation and Conciliation Service (FMCS) entered the talks in February 2024 and conducted three days of facilitated sessions. FMCS helped the parties close their differences, but it did not impose terms or decide the contract. Employees still had to approve the tentative agreement.

What “first” means—and what it does not mean

There are two separate milestones:

  • First U.S. Apple retail store to unionize: Towson, after the 2022 election.
  • First finalized U.S. Apple retail labor contract: Towson, after ratification in 2024.

The evidence supports “first in the United States” or “first in the nation” for Apple retail. It does not establish that this was Apple’s first union agreement anywhere in the world. The contract applied to the Towson bargaining unit, not automatically to other Apple stores or all Apple retail employees.

What the contract did not establish

Public summaries do not establish exact wages by job title, union dues, benefit-cost changes, guaranteed minimum hours, a no-layoff promise, the precise expiration date, ratification vote totals, union-security or dues-checkoff provisions, or the full grievance and arbitration process.

The agreement’s limits on contracted labor and severance clause are job-security provisions, but they are not a guarantee against layoffs or store closure. Nor is there evidence that the contract itself caused any later business decision by Apple.

What happened to the Towson store afterward?

A later development changed the context. A June 1, 2026 congressional letter said Apple had announced plans to close the Towson store effective June 20, 2026. The letter said Towson employees were required to reapply for nearby jobs rather than receive transfer opportunities reportedly offered to employees at two other closing, non-union stores.

IAM subsequently announced that it filed an unfair-labor-practice charge with the NLRB on April 27, 2026, alleging discriminatory treatment of the unionized workers. The union and congressional signatories’ statements are allegations, not a final NLRB finding or court judgment.

Why the agreement mattered

The contract demonstrated that employees at a high-profile technology retailer could win a first agreement after certification, prolonged bargaining, a strike threat and federal mediation. It provides a concrete reference point for organizing efforts at other Apple stores and in technology retail more broadly.

Its reach remains limited: one store’s contract does not bind other locations, and the available record does not show a nationwide wave of Apple retail agreements. The Towson deal is therefore both a symbolic first and a store-specific labor contract whose practical terms must be evaluated against the full agreement and subsequent events.
