A lifetime annuity can turn a premium into contractual payments for life, helping protect against outliving your assets; the insurer’s ability to pay remains part of that promise. With systematic withdrawals, you keep savings invested and accessible, but you bear investment risk and must manage the chance that the balance will not last.
There is no single best choice for every retiree. The decision depends on how much income you need to protect, how important access to savings is, what a specific annuity contract guarantees and costs, and how your household’s tax and investment circumstances affect the tradeoff.

What is the difference?
A lifetime annuity is an insurance contract that can exchange a premium for periodic payments intended to continue for the annuitant’s lifetime. Depending on the contract and payout option, converting value into payments can reduce or eliminate access to that value as a lump sum. The insurer is responsible for contractual guarantees, subject to its ability to pay.

You decide how much to take, subject to account rules and available assets. The balance can rise or fall with investment results, and withdrawals reduce what remains invested. Unlike a lifetime annuity, a withdrawal plan does not by itself promise income for life.

The SEC’s Investor.gov explains the longevity benefit this way: “If you have a pension plan that provides a lifetime annuity, it protects you against longevity risk, the risk of outliving your assets.” That protection is the central distinction—not a guarantee that every product called an annuity has the same payout, investment protection, liquidity, or cost.
How the two approaches compare
| Question | Lifetime annuity | Systematic withdrawals |
|---|---|---|
| Is income promised for life? | A lifetime payout can provide contractual payments for the annuitant’s life, subject to the contract and insurer’s ability to pay. | No lifetime payment promise is inherent in a withdrawal plan. The retiree must manage the risk of exhausting the account. |
| Who bears investment risk? | It depends on the contract. Variable annuity values depend on investment options; do not assume principal or income is guaranteed without checking the specific terms. | The account holder remains exposed to investment outcomes and the effect of withdrawals on the remaining balance. |
| How much control remains? | Payment choices and access to value depend on the contract. Annuitization can limit access to the account value. | The account holder generally chooses the withdrawal amount and retains savings in the account, subject to account rules and the amount available. |
| What costs apply? | Depending on the product, costs can include contract, administration, investment-fund, surrender, and optional-benefit charges. Read the prospectus and contract. | The SEC materials cited here do not establish a standard fee comparison for systematic withdrawals. Investment and account expenses depend on the specific arrangement. |
| What backs a guarantee? | Contractual guarantees depend on the issuing insurer’s ability to pay. Optional benefits can carry extra costs and conditions. | There is no insurer lifetime-income guarantee from the withdrawal strategy itself. |
| How are taxes handled? | Tax treatment depends on the contract and account. The SEC notes that variable annuity gains withdrawn may be treated as ordinary income and that the rules can be complex. | Tax treatment depends on the account and circumstances; the sources cited here do not establish one tax outcome for all withdrawal plans. |
Use the comparison as a way to locate the tradeoff, not as a product scorecard. “Income for life” describes a payment promise under a particular contract, while “keep the money invested” describes continued ownership and exposure to account performance. Neither phrase alone tells you how much spendable income you will receive, what flexibility you give up, or whether a guarantee fits your needs. Those answers come from the actual contract, account terms, and household circumstances.
What an annuity does—and does not—guarantee
“Annuity” describes a range of contract designs, not one uniform promise. A lifetime payout feature, an investment account value, and any optional guarantee are distinct things. Before relying on a benefit, identify exactly what the insurer promises, who receives payments, how long payments last, and what happens to value after payments begin.

- Fixed annuity features: The contract defines the insurer’s obligations. The actual payment terms and guarantees must be read in the specific contract; the word “fixed” alone does not answer every question about access or income duration.
- Indexed annuity features: Credited interest may be affected by contract mechanisms such as caps, participation rates, spreads, and floors or buffers. Those terms shape returns and risks. A floor or buffer should not be read as a blanket guarantee of account value or lifetime income.
- Variable annuity features: Account value depends on the selected investment options and can lose value. Some contracts offer optional income or withdrawal benefits, but their conditions, limitations, and fees vary by contract.
For any design, distinguish the insurer’s contractual obligation from investment performance. A guarantee is only as dependable as the insurer’s ability to pay, and optional features may impose limits on investments or reduce benefits after withdrawals that exceed contract conditions.
Check liquidity before choosing a payout
Some annuity contracts impose surrender charges for withdrawals during specified periods. Once a contract is annuitized, access to the account value may be restricted or unavailable, depending on the payout option. A contract may offer different payment choices, but the options and their consequences must be confirmed in its terms. If you may need a large amount for an emergency, care, or another expense, compare that need with the contract’s withdrawal rules before committing money.

Separate three questions about a guarantee
When an agent or contract description uses the word “guaranteed,” pin down what the word refers to. Is it the amount of a periodic payment, a benefit calculated under an optional rider, or something about the value of an investment account? Those are not interchangeable promises. Ask which company is legally responsible, what conditions must be met, and whether withdrawals or investment allocations can change the benefit. Then consider the insurer’s ability to pay: a contractual promise is not the same as a guarantee that investment performance will be positive.
Also distinguish a payment stream from access to principal. A lifetime income choice may be valuable precisely because it converts value into payments that continue for life, but that can limit the ability to take back the value as a lump sum. Different payout choices can have different consequences, so do not assume that a lifetime income illustration also means the same money remains available for emergencies or heirs. Ask for the relevant contract language and compare the alternatives before committing.

What systematic withdrawals leave in your hands
With systematic withdrawals, you retain control over how much to withdraw and leave the remaining assets invested. That can preserve access and flexibility, but it does not remove the need to make a retirement-income plan. Withdrawals taken while investments have fallen can leave less capital available for a recovery, and continued withdrawals can deplete the account. The retiree—not an annuity contract—must manage the risk that savings will be insufficient for the length of retirement.
The SEC’s investor education materials contrast defined contribution arrangements, where investment risk rests with the participant, with lifetime annuity income. They do not prescribe a universal withdrawal percentage or rule, and no one withdrawal rate can be inferred as suitable for every household from that comparison.
Flexibility also means making decisions over time. A withdrawal plan does not automatically adjust itself to changing expenses, investment results, or how long retirement lasts. You need to decide how much to take and reconsider the plan when circumstances change. Taking more than the account can sustain may put future income at risk; taking less may leave assets available but may not meet current needs. The right amount cannot be established by a universal rule in the materials cited here.

Think about the sequence of decisions a withdrawal approach leaves with you: setting a withdrawal amount, deciding whether to change it as account values change, and maintaining enough accessible resources for expenses that do not arrive on a predictable schedule. These are not reasons to rule out withdrawals; they are the responsibilities that accompany control. A plan should be judged not just by the first payment, but by whether it remains workable if markets, spending needs, or lifespan differ from expectations.
How to decide which approach fits
Start with the income problem you are trying to solve, rather than with a product label. A household that prioritizes a predictable contractual income floor may value a lifetime annuity’s longevity protection. A household that prioritizes access, control, and continued investment exposure may prefer to keep assets available for withdrawals. Some retirees may assess both approaches for different portions of their retirement resources, but the appropriate allocation depends on their circumstances and cannot be determined from a general comparison.
- List essential income needs. Estimate which recurring expenses must be met and identify income sources already available. Consider whether the income need is lifelong or temporary.
- Set the value of liquidity. Identify savings you may need for emergencies, large purchases, health expenses, or other uncertain costs. Compare that need with the access and surrender rules of any annuity being considered.
- Separate income guarantees from investment risk. For an annuity, ask what payment is contractually promised and what depends on investment performance or optional features. For withdrawals, assess how market losses and ongoing distributions could affect the remaining portfolio.
- Review total contract costs and conditions. Read the prospectus and contract for ongoing, fund, administration, surrender, and rider expenses; payment options; withdrawal limits; investment restrictions; and consequences of excess withdrawals.
- Compare insurer strength and the guarantee’s scope. Identify which insurer makes the promise, what obligation is guaranteed, and how the promise depends on the insurer’s ability to pay. Do not treat a guarantee as equivalent to a government guarantee or assume an investment balance cannot fall.
- Compare current quotes on equal assumptions. If evaluating payouts, request current quotes and keep assumptions consistent, including the premium, payout start date, duration, and any survivor or refund terms. A general comparison cannot supply a current rate or personalized quote.
- Check the tax setting. Account type and contract details affect taxation. Review the implications for your own situation with a qualified tax professional rather than assuming that all annuity or withdrawal payments are taxed alike.
Make the comparison concrete
For each option under consideration, write down the income need it is meant to address and the assumptions behind the estimate. For an annuity quote, note the premium being committed, when payments would begin, how long payments are scheduled to continue, and the survivor or refund terms used in the quote. Confirm that quotes being compared use the same assumptions; otherwise, a difference in quoted income may reflect different choices rather than a better deal. No general article can supply a current payout rate or a personalized quote.
For systematic withdrawals, describe the amount you expect to take and the investment exposure that remains. Ask what you would do if the account fell in value, if expenses rose, or if you needed a larger-than-usual withdrawal. Do not mistake a plan’s initial withdrawal amount for a promise that the same amount will remain sustainable for life. The account balance, investment results, withdrawals, and time horizon all matter, and the SEC materials do not establish a single withdrawal formula that applies to everyone.
Finally, compare what remains accessible after each choice. With withdrawals, the account stays under your control but remains exposed to markets and depletion. With annuitization, a payment stream may address longevity risk but could reduce access to the value used to buy it. A useful comparison makes both sides visible rather than focusing only on the first-year income amount.

Costs, guarantees, and tax pitfalls to avoid
Do not mistake a feature for a free guarantee
Variable annuity guarantees may be optional and can add fees. They may also come with conditions on investment allocations or withdrawals. A withdrawal above a contract’s permitted amount can reduce benefits. Compare the feature’s actual protection with its cost and restrictions rather than relying on a marketing label.
Look beyond the headline fee
Variable annuities can involve several layers of expense, including contract, administration, investment-fund, surrender, and optional-rider charges. Indexed contracts also need careful review of how caps, participation rates, spreads, and other terms affect credited returns. A claim that a product has “no fee” does not, by itself, establish that it has no economic cost or constraint.
Read all layers together rather than treating a single expense figure as the whole cost. Ask which charges continue over time, which apply only if you surrender or withdraw, and whether an optional benefit adds a recurring charge or conditions. The contract and prospectus—not a short summary or sales phrase—are where the actual terms and limitations can be checked. Do not assume that a product with fewer visible fees necessarily provides the same income features, liquidity, or guarantees as another product.
Do not treat tax deferral as a complete tax answer
The SEC notes that variable annuities offer tax deferral and that gains withdrawn may be taxed as ordinary income. Tax rules can be complex and depend on the account and contract. That general description is not an individualized tax conclusion, and it should not be extended to every annuity or retirement account without checking the applicable rules.

Frequently Asked Questions
Is an annuity or a systematic withdrawal better for retirement income?
Neither is best for everyone. A lifetime annuity can provide contractual payments for life, subject to the insurer’s ability to pay, while systematic withdrawals preserve access to invested savings but leave the retiree responsible for investment risk and the possibility of running out of assets.
Do all annuities guarantee income or protect principal?
No. Annuities have different contract designs. Variable annuity values depend on investment options and can lose value; optional income benefits may have fees and conditions. Check the specific contract to see exactly what is guaranteed, by whom, and under what terms.
Can I get my money back after annuitizing?
Access to account value may be restricted or unavailable after annuitization, depending on the payout option and contract. Before choosing, compare the payment choices and withdrawal rules with the amount of savings you may need to keep liquid.

Is there a standard withdrawal rate that makes savings last?
The SEC materials discussed here do not prescribe a universal withdrawal percentage or rule. How long savings last depends on the household’s needs and circumstances, investment outcomes, withdrawal amounts, and the time income is needed.
Are annuity guarantees risk-free?
A contractual guarantee depends on the issuing insurer’s ability to pay. Optional benefits can also have fees, investment-allocation limits, or withdrawal conditions that affect the benefit. Review the contract and the insurer behind the promise.
How should I compare annuity quotes?
Use current quotes with comparable assumptions, including the premium, payment start date, duration, and any survivor or refund terms. There is no current payout rate or personalized quote established by a general comparison.
The Bottom Line
A lifetime annuity can shift some longevity risk to an insurer through contractual lifetime payments, while systematic withdrawals preserve access and control but leave investment and depletion risks with you. Compare the exact guarantee, insurer strength, liquidity, fees, and tax setting before deciding; there is no universal winner or withdrawal rule.
