Rep. Andrew Clyde, a Georgia Republican who owns Clyde Armory, publicly said he requested a silencer provision in the House tax bill: “Who asked for it? I asked.” The House proposal would have removed suppressors from the National Firearms Act (NFA), but the final law took a narrower route: it reduced the relevant taxes to zero starting January 1, 2026, while leaving suppressors in the NFA framework.
Who asked for the provision?
Associated Press reporting published June 23, 2025, identified Georgia Rep. Andrew Clyde as the lawmaker who first requested the gun provision in the House version of the reconciliation bill. During House floor debate in May 2025, Clyde took credit for it, saying the bill restored Second Amendment rights from “over 90 years of draconian taxes” and that the provision was included “with the purest of motive.” He ultimately voted for the larger bill after the provision was added. AP’s account of the debate reports his statement: “Who asked for it? I asked.”
Clyde’s official House biography says he established Clyde Armory in 1991 and that the firearms business has two brick-and-mortar locations in Georgia. The biography also says he was first elected to represent Georgia’s Ninth Congressional District in November 2020.
What did the House proposal seek to change?
“Silencer” is the familiar headline term; “suppressor” is commonly used by the firearms industry. The House proposal described by AP would have removed suppressors from the NFA. That would have eliminated the $200 federal tax discussed in the reporting and a layer of background checks associated with the NFA process. The proposal was not the version that became law.

The Senate version retained the suppressor provision and expanded it to cover short-barreled rifles and shotguns, according to AP. Those competing versions matter: the original House approach sought to change suppressors’ status under the NFA, not merely lower their tax.
What did the enacted law actually do?
President Donald Trump signed Public Law 119-21 on July 4, 2025. Section 70436, titled “Reduction of Transfer and Manufacturing Taxes for Certain Devices,” amended the tax schedule. Effective January 1, 2026, the relevant transfer and manufacturing taxes for suppressors were reduced to zero. The statute retains a $200 making tax for machineguns and destructive devices, while setting the making tax at zero for other firearms; it makes corresponding changes to transfer taxes. That is a tax change, not deregistration. Suppressors were not removed from the NFA by the enacted law, so the tax reaching zero should not be read as ending the NFA framework or its applicable requirements. The distinction is the central difference between the House proposal AP described and the law ultimately enacted.

How supporters and opponents framed the issue
Clyde characterized the change as a restoration of gun owners’ rights and said: “Burdensome regulations and unconstitutional taxes shouldn’t stand in the way of protecting American gun owners’ hearing.” That is his stated rationale, not a finding about the law’s effects.

AP also reported opposing public-safety arguments. Everytown for Gun Safety president John Feinblatt said regulation gives law enforcement and bystanders more time to react to gunshots. An industry representative identified by AP as Keane argued that suppressors are intended to reduce a firearm’s report to hearing-safe levels. Those are attributed positions; the cited reporting does not independently establish either claim as a measured outcome. The AP report includes the competing statements.
For readers assessing the policy, the reliable distinction is legislative rather than rhetorical: the final statute changed the tax amount, but did not enact the House proposal’s NFA removal for suppressors.
