The figure is an estimate by analyst Jay Goldberg, who wrote on November 2, 2023, that the tape-out costs for Apple’s three new SoCs—M3, M3 Pro and M3 Max—had to be “close to $1 billion.” His statement was an assumption, not a disclosed or independently verified Apple expense.
Where the nearly $1 billion estimate came from
Goldberg made the estimate in his November 2, 2023, Digits to Dollars post, “Apple M3 and the State of CPUs.” He was responding to Apple’s October 30 unveiling of three chips at once. Goldberg called the simultaneous launch significant and wrote that “we have to assume that tape out costs alone for the three has to be close to $1 billion.” Read Goldberg’s original post.
Tom’s Hardware reported the estimate on November 3, 2023, attributing it to Goldberg. Its headline stated that Apple spent $1 billion, but the underlying claim was Goldberg’s estimate—not a company announcement or confirmed accounting figure. Tom’s Hardware’s report.
What the estimate covers—and what it does not establish
Goldberg’s wording concerns tape-out costs for the three SoCs. The estimate does not define a broader spending total. It should not be read as the cost of buying wafers, manufacturing or packaging finished chips, all M3-family research and development, or building a fabrication plant. Nor does it establish that Apple spent that amount: Apple’s launch announcement described the chips and their capabilities, but did not itemize development costs.

No audited or company-reported total for M3 tape-out spending is provided by the cited sources, and they do not offer substantiated competing estimates. The defensible description is therefore “Goldberg estimated close to $1 billion for tape-out costs across the three chips,” not “Apple confirmed a $1 billion bill.”
Why the estimate refers to three chips
Apple announced M3, M3 Pro and M3 Max together on October 30, 2023, describing the family as its first personal-computer chips built using 3-nanometer process technology. Apple also introduced a new GPU architecture with Dynamic Caching, hardware-accelerated ray tracing and mesh shading, alongside an enhanced Neural Engine. Those details convey the scope of the product launch, but they do not verify Goldberg’s cost estimate. Apple’s announcement and specifications.

Apple positioned the chips for Macs including MacBook Pro and iMac. Senior vice president Johny Srouji called them “the most advanced chips ever built for a personal computer”—Apple’s product characterization, not a statement about development spending.

How to interpret the number
- It is an analyst estimate: Goldberg presented “close to $1 billion” as an assumption.
- It covers the family: the estimate was for M3, M3 Pro and M3 Max together, not one chip by itself.
- It is specific to the 2023 M3 launch: it is not a current estimate for later Apple chip generations.
- It does not predict Mac prices: the cited sources do not connect the estimate to retail pricing or consumer savings.
