Amazon’s 18,000 Corporate-Role Cuts: What the January 2023 Announcement Really Included

Amazon’s “18,000 layoffs” were planned corporate-role eliminations, not 18,000 warehouse workers or software engineers. Here is what the January 2023 announcement included and how the later 9,000 cuts changed the picture.

On January 4, 2023, Amazon CEO Andy Jassy announced plans to eliminate just over 18,000 roles. The figure combined reductions disclosed in November 2022 with additional January cuts; it was not a new, one-day layoff of 18,000 warehouse employees or software engineers. Amazon said most eliminations would be in its Amazon Stores and People, Experience, and Technology (PXT) organizations.

What Amazon announced on January 4, 2023

Jassy’s memo said Amazon would eliminate “just over 18,000 roles.” The total included the Devices and Books reductions Amazon had disclosed in November, plus additional positions identified during its continuing operating review. Amazon expected affected employees in the United States, Canada and Costa Rica to begin receiving notifications on January 18, subject to local legal requirements and consultation processes elsewhere.

The company said transition support would include separation payments, temporary continuation of health-insurance benefits and external job-placement assistance. It did not publish one worldwide severance formula: terms could vary by country, employment agreement and individual circumstances. Amazon also indicated that, in some cases, employees might be considered for other internal roles before separation.

Which Amazon organizations were affected?

Amazon Stores and PXT

Amazon said the majority of the eliminations would be in Amazon Stores and People, Experience, and Technology (PXT). PXT includes people and human-resources functions, recruiting and technology-support work. Amazon did not provide a complete job-by-job, occupation-by-occupation or country-by-country list.

Devices and Books

The earlier November round focused mainly on the Devices and Books businesses. Those reductions were part of the 18,000-plus figure announced in January, not an additional 18,000 on top of November’s total. Amazon’s November explanation is available in its earlier CEO memo.

Were all 18,000 workers “tech workers”?

That description is too broad to be treated as Amazon’s official classification. Amazon is commonly grouped with technology companies, and some affected employees worked in technical occupations. But a corporate workforce also includes product and program managers, recruiters, human-resources professionals, corporate IT staff, finance and other specialists. The January announcement did not say that all 18,000 roles were software-engineering or other technical jobs.

The announcement concerned corporate roles rather than a comparable mass elimination of hourly fulfillment, delivery or warehouse positions. That distinction matters because Amazon’s total headcount includes a very large operational workforce.

Why did Amazon cut the roles?

Amazon’s stated reasons

Jassy cited economic uncertainty, rapid hiring during the preceding years, a review of workforce levels and future investments, and the need to prioritize spending and simplify operations. He described the objective as controlling costs while continuing to invest in customer-facing priorities.

The broader business context

The cuts followed Amazon’s pandemic-era expansion and a normalization of consumer demand after the exceptional growth in online shopping. Contemporary reporting also placed the decision within a wider technology-sector slowdown. That context helps explain the timing, but it does not prove that every eliminated role was redundant or caused directly by weaker sales. Amazon’s own explanation combined external uncertainty with internal prioritization and hiring decisions.

How large was the reduction?

Using only the 1.541 million total can make the reduction look deceptively small, because the announced roles were concentrated in the corporate workforce rather than spread evenly across every Amazon operation.

How the layoff process unfolded

  1. November 2022: Amazon disclosed reductions affecting Devices and Books and offered a voluntary reduction program to some PXT employees.
  2. January 4, 2023: Jassy announced that the combined role eliminations would exceed 18,000.
  3. January 18, 2023: Notifications began for affected workers in the United States, Canada and Costa Rica. European notifications could take longer because of local law and employee-representative procedures. Euronews reported on the regional timing.
  4. March 20, 2023: Amazon announced another 9,000 role eliminations, primarily in AWS, advertising, PXT and Twitch.
  5. April 2023: Amazon described the additional round as part of the second phase of its operating-plan review.

Amazon’s follow-up announcement is available at aboutamazon.com. Including that later announcement, Amazon publicly announced approximately 27,000 corporate-role reductions across 2022–23. The January figure was therefore not the final total for the broader restructuring period.

What “18,000 roles” does—and does not—mean

  • Roles, not necessarily 18,000 separately occupied jobs: Amazon used “roles,” so the wording does not establish a one-to-one count of employees present on January 4. Some employees could also have transferred internally.
  • A plan, not an instantaneous event: Implementation and notification dates varied by jurisdiction.
  • Corporate, not warehouse-focused: The announcement should not be described as an 18,000-person warehouse or delivery layoff.
  • Not exclusively technical occupations: The affected organizations included corporate, people, retail and support functions as well as technology-related work.
  • Not the entire 2022–23 total: The later 9,000 announced reductions brought the public corporate-role total to approximately 27,000.

What Amazon reported financially

Amazon’s 2023 Form 10-K reported approximately $720 million in estimated severance costs for 2022, including $640 million recorded in the fourth quarter, primarily related to planned role eliminations. The filing does not establish that all $720 million came from the January 18,000 announcement, and it cannot be used to calculate an average severance payment per affected employee. Why the headline can mislead

“Amazon to lay off 18,000 corporate and tech workers” captures the scale but compresses several important qualifications. The official announcement was a plan to eliminate just over 18,000 corporate roles, including November’s previously disclosed cuts. Most were in Stores and PXT, the population was not limited to software engineers, and the number did not include Amazon’s later 9,000-role announcement.

The episode marked a shift from pandemic-era expansion toward tighter cost and investment discipline. It does not, by itself, show that Amazon abandoned technology investment or that every affected function was failing; the company continued to identify selected customer-facing and growth priorities while reducing its corporate workforce.
