Amazon’s FBA commingling system ended for inventory shipped on or after March 31, 2026. But the change is not a universal end to Amazon barcode labels. Eligible brand owners in Amazon Brand Registry may use a valid manufacturer barcode, while many resellers and products without manufacturer barcodes still require an Amazon barcode sticker, commonly called an FNSKU label.
What Amazon ended
Commingling was Amazon’s practice of pooling identical products from different sellers when they shared a manufacturer barcode, such as a UPC or ISBN. Amazon could then fulfill an order with the nearest matching unit, rather than necessarily using the physical unit supplied by the seller who made the sale.
Amazon said the system helped it place products closer to customers and deliver orders faster. In its seller announcement, Amazon said improvements to inventory placement and virtual unit-level tracking had reduced the need for that substitution model.
The policy took effect for inventory shipped on or after March 31, 2026. As of August 18, 2026, Amazon describes commingling as ended across its supply chain, subject to the seller and barcode rules that still apply.

The barcode rule sellers need to know
| Seller or inventory type | Rule for inventory shipped on or after March 31, 2026 |
|---|---|
| Brand owner with the Brand Representative selling role in Amazon Brand Registry, selling a product with a valid manufacturer barcode | May generally use the manufacturer barcode instead of an Amazon barcode solely to prevent commingling. |
| Reseller not enrolled in Brand Registry as a Brand Representative | Must use an Amazon barcode sticker, even if the product already has a UPC or another manufacturer barcode. |
| Product without a valid manufacturer barcode | Must use an Amazon barcode sticker. |
| Brand owner without the required Brand Representative role | Should not assume manufacturer-barcode eligibility; verify the listing’s requirements in Seller Central. |
Amazon still uses the term “Amazon barcode” for the seller-specific label that many sellers call an FNSKU. The change ended commingling; it did not eliminate FNSKUs or Amazon barcode requirements altogether. Amazon’s barcode FAQ and manufacturer-barcode instructions provide the current operational details.
Why sellers objected to commingling
For more than a decade, brands and sellers criticized commingling because the seller supplying a customer’s product could lose control over which physical unit was shipped. A seller might send properly sourced and stored inventory to Amazon, while a different seller’s damaged, expired, or allegedly counterfeit unit entered the shared pool.
That did not mean every commingled product was defective or counterfeit. The concern was accountability: a seller could face the customer consequences of a unit it had not supplied, while tracing the original source could be difficult.
GeekWire reported historical concerns involving brands including Johnson & Johnson, Tovolo, Wüsthof, and Bose. Those examples should be understood as reported industry concerns, not proof that commingling made all inventory unsafe.

Before the change, a seller that wanted to avoid commingling generally had to apply a seller-specific FNSKU label to each unit, use Amazon’s labeling service, or arrange labeling through a supplier or prep center.
- Labels had to be printed and applied unit by unit.
- Manufacturer-sealed cases might need to be opened and relabeled.
- Sellers could pay per-unit prep or labeling fees.
- Suppliers and prep centers needed precise instructions for each ASIN or SKU.
- Inventory could become less flexible when units were prepared specifically for Amazon rather than for multiple sales channels.
GeekWire reported Amazon’s estimate that brand owners spent about $600 million in the prior year on labeling or related measures to avoid commingling. That is an Amazon estimate reported by GeekWire, not an independently audited industry total.

Who benefits most?
The clearest beneficiaries are qualifying brand owners enrolled in Brand Registry with the Brand Representative selling role and products carrying valid manufacturer barcodes.
For those sellers, using the manufacturer barcode may reduce printing, labor, prep-center fees, and packaging intervention. It can also make it easier to manage the same inventory across Amazon and other sales channels. A supplier may be able to send sealed, manufacturer-labeled cartons directly to Amazon instead of applying an additional label to every unit.

Why many resellers do not get the same relief
Wholesale sellers, retail-arbitrage sellers, and other resellers are the major exception. Amazon says resellers who are not enrolled in Brand Registry as a Brand Representative must use Amazon barcode stickers even when the product packaging already has a UPC.
That means the policy can be financially positive for a private-label brand while leaving a reseller’s labeling costs unchanged—or making the requirement more explicit. A UPC identifies the manufacturer’s product; it does not necessarily identify the particular seller responsible for the FBA inventory.
Resellers should continue budgeting for label printing, labor, supplier labeling, or third-party prep unless Seller Central specifically shows that a product qualifies for a different treatment.

Does every product still need an FNSKU?
No. The answer depends on both the seller and the product:
- An eligible Brand Representative brand owner may use a valid manufacturer barcode.
- A non-Brand-Registry reseller generally needs an Amazon barcode sticker.
- A product without a valid manufacturer barcode needs an Amazon barcode sticker.
- Some listings and categories may have additional identification, expiration, or compliance rules.
Bundles and multipacks deserve particular care. The barcode for an individual component is not automatically the correct barcode for the combined product. Check the exact listing and shipment requirements rather than applying a blanket rule to every SKU.
What changes for returns and counterfeit risk?
Amazon’s described post-change model is intended to connect a customer order and its return to inventory supplied by the specific seller, rather than substituting an interchangeable unit from another seller’s pool. That should improve chain-of-custody visibility.
It is not an authenticity guarantee. Ending commingling does not prevent counterfeit inventory from entering FBA, supplier fraud, listing hijacking, customer-return fraud, or quality problems in a seller’s own stock. Returns can still be damaged, incorrectly graded, fraudulent, or miscounted. The practical improvement is better attribution—not a promise that every fulfillment and return event will be error-free.

What sellers should do now
For brand owners
- Confirm that the account has the Brand Representative selling role in Brand Registry.
- Verify that each relevant product has a valid manufacturer barcode.
- Review the barcode setting and shipment requirements in Seller Central for each ASIN or SKU.
- Update written instructions for manufacturers, suppliers, and prep centers.
- Do not stop applying FNSKU labels until Amazon confirms that the specific inventory qualifies.
- Record barcode settings, supplier instructions, and shipment dates.
- Test the new workflow with a small shipment before changing all packaging.
For resellers
- Continue using Amazon barcode stickers unless Seller Central explicitly indicates otherwise.
- Do not treat a UPC on the retail packaging as a substitute for an Amazon barcode.
- Audit every unit before shipment.
- Give suppliers and prep centers current ASIN-level labeling instructions.
- Check whether Amazon’s labeling service is available for the relevant shipment and destination.
- Include printing, labor, prep, relabeling, and error-correction costs in unit economics.
For products without manufacturer barcodes
Use the Amazon barcode required by Seller Central. An internal SKU or seller-created identifier is not automatically an acceptable replacement.

- Amazon may face: different routing and tracking costs as it moves away from physical pooling.
Amazon separately announced that average U.S. FBA fees would rise by about $0.08 per unit in 2026, or less than 0.5% of an average item’s selling price, in an announcement that introduced no new FBA fee types. That fee change is separate from commingling and should be modeled independently using Amazon’s Seller Central tools, including the Revenue Calculator, Fee and Economics Preview, and Profit Analytics where available. See Amazon’s 2026 fee announcement for context.
Should you label in-house or outsource?
If Amazon still requires Amazon barcodes, compare the full cost of three approaches:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- In-house labeling: usually offers the most control, but requires equipment, labor, space, and quality checks.
- Supplier-applied labels: can avoid receiving and relabeling work, but errors may be expensive once a shipment reaches Amazon.
- FBA prep-center labeling: is useful for complex catalogs, inspections, fragile products, or overseas suppliers, but adds receiving, storage, handling, and per-unit fees.
Include label materials, labor, receiving, inspection, storage, relabeling, shipment delays, and correction costs—not just the advertised per-label price. A thermal printer from vendors such as Zebra, Rollo, or DYMO may make sense for frequent, high-volume labeling, but occasional shippers may spend less by outsourcing.
What the policy does not fix
Ending commingling is a meaningful operational change, especially for brands that previously paid to opt out. It does not resolve Amazon’s broader seller-cost and control issues, including fulfillment fees, advertising expense, account enforcement, returns, marketplace dependence, or the need to prove product authenticity.
The practical lesson is simple: treat March 31, 2026, as a barcode-process change, not as permission to remove every FNSKU label in your operation. Audit the seller role, manufacturer barcode, ASIN, inventory age, and shipment requirements before changing the workflow.
