Amazon announced on January 22, 2025, that it would close all seven of its Québec facilities and hand package deliveries to local third-party companies. The announcement came months after workers at one Laval site secured union certification and began bargaining for a first collective agreement. Amazon said the closures followed a review of its operations and would save customers money; the union alleged they were intended to stop organizing and avoid bargaining. As of the Canadian National Contact Point’s June 2, 2026, statement, neither account had been established by that review, and Québec proceedings were still active.
What Amazon announced
Amazon said it would close its seven Québec facilities over the following two months and shift package delivery to local third-party companies. The company described that as a return to a delivery model it had used in Québec before 2020. The Associated Press reported that the closures would eliminate about 1,700 permanent full-time jobs and affect 250 temporary employees. Global Affairs Canada later described Amazon as having more than 1,900 employees in Québec at the time; the figures use different wording and should not be treated as directly comparable counts.
The seven facilities were all in the Greater Montréal region:

Amazon spokesperson Barbara Agrait said the decision followed a “recent review” of the company’s provincial operations and was expected to deliver “even more savings to our customers over the long run.” She denied the closures were connected to unionization. The Associated Press reported that affected employees were offered up to 14 weeks’ pay after the facilities closed, along with transition support such as job-placement resources. Those are the company’s stated explanation and reported offer; they do not independently establish why Amazon made the decision.

Why unionization became central to the dispute
The closure announcement followed organizing and bargaining at DXT4, Amazon’s Laval delivery station. The CSN, the union involved, says its organizing campaigns at Amazon facilities in Lachine, Laval and Saint-Hubert began in spring 2022. The formal certification and bargaining timeline at DXT4 was:
- April 19, 2024: The CSN applied to represent workers at DXT4.
- May 10, 2024: The union received certification at that site.
- July 2024: Bargaining for a first collective agreement began.
- January 22, 2025: Amazon announced the closures.
The sequence shows that certification and bargaining preceded the announcement. Timing alone, however, does not prove what motivated Amazon’s decision.

What the CSN alleges—and what it asked for
The CSN alleges that Amazon closed the facilities and outsourced deliveries to evade employer obligations, stop organizing and prevent workers from reaching a first collective agreement. The union filed a complaint with Québec’s Administrative Labour Tribunal and asked it to order operations at the seven facilities to resume, along with compensation and damages. These are the union’s allegations and requested remedies, not findings by the tribunal.
When hearings began in May 2025, the CSN said Amazon had made a preliminary request to exclude the six non-unionized facilities from the case. That describes the union’s account of a procedural request at that point; it is not evidence of a final tribunal ruling on the request or on the merits of the complaint.

What officials had—and had not—decided by June 2026
Canada’s National Contact Point (NCP) published a final statement, modified June 2, 2026, concerning the complaint under the OECD Guidelines for Multinational Enterprises. The statement said Québec labour and judicial proceedings were actively examining the facts underlying the dispute, including the closures and the remedies sought, and that their outcome remained uncertain.
Crucially, the NCP did not decide whether Amazon complied with the OECD Guidelines or validate either side’s account. It said: “This assessment does not represent a determination as to whether the Respondent has acted consistently with the Guidelines.” The NCP’s statement is therefore not a ruling that the closures were anti-union retaliation, nor a finding that Amazon’s business explanation was correct. As of that statement, it also did not establish a final outcome on motive, legality, reinstatement or compensation.

The NCP did make forward-looking recommendations to Amazon. It invited the company to:
- Clarify and communicate its commitment to freedom of association and collective bargaining in Canada.
- Strengthen manager training and good-faith engagement with workers and their representatives.
- Reinforce safeguards against retaliation.
- Assess worker-rights impacts when making major operational decisions.
- Improve stakeholder engagement, access to grievance procedures, remediation and transparency.
The statement expressly says these recommendations do not determine the contested facts or legal liability. The NCP’s June 2026 account is the latest official procedural status established here; it does not establish what may have happened in Québec proceedings after that date.

What the dispute means for affected workers
For workers, the immediate reported consequence was the loss of jobs at the seven sites, with Amazon describing a transition package that included pay and job-placement support. The wider labour dispute concerns whether workers could exercise collective-bargaining rights after the DXT4 certification and whether Amazon’s closures violated applicable obligations—questions the union put before Québec’s tribunal.
For customers and the local delivery workforce, the announced change was operational: Amazon said local third-party companies would take over package deliveries, rather than the company relying on the same in-province facility network. The available sources establish the planned shift, not its eventual effects on delivery prices, service, contractor earnings or employment conditions.
What remains unresolved
The central disagreement is still between Amazon’s stated rationale—a review of provincial operations and expected long-run customer savings—and the CSN’s allegation that the closures were meant to defeat organizing and bargaining. The certification and bargaining chronology makes the union’s concern understandable as a dispute worth adjudicating, but it cannot by itself settle causation. The NCP’s recommendations address company practices going forward; they do not substitute for a Québec tribunal’s assessment of the evidence or resolve the complaint.
