Allina Health is seeking state approval to add up to 90 overnight inpatient beds at its existing Abbott Northwestern–WestHealth campus in Plymouth. The proposal would transfer beds from Abbott Northwestern Hospital in Minneapolis; it is not an approved or funded construction project. What Allina is proposing
The plan would add inpatient hospital care at WestHealth, an Allina campus off Interstate 494 that already provides emergency care, clinics and outpatient surgery. The proposal is for up to 90 beds for patients who need to stay overnight.
Allina describes WestHealth as a satellite campus of Abbott Northwestern Hospital under the existing hospital license, not as a separate new hospital. The Star Tribune reported that Allina’s request treats the beds as a transfer of existing capacity rather than a net increase in licensed beds.
Where the beds would come from
Allina says the beds would be relocated from Abbott Northwestern’s Minneapolis campus. The Star Tribune reports Abbott Northwestern is licensed for 972 inpatient beds but operates fewer than 700, including after opening its new tower. Those figures are from the newspaper’s account; they distinguish licensed capacity from the number of beds the hospital is currently operating.

Why Allina says Plymouth needs inpatient beds
Allina argues that a WestHealth inpatient service would improve access for people in the growing west metro by reducing travel burdens and potential delays. The Star Tribune describes the potential service area as 360 square miles, bounded by Buffalo and Maple Grove to the north and St. Louis Park and Waconia to the south. It says WestHealth would be the only acute inpatient beds in that area if the proposal is approved.

That geographic description is the newspaper’s account of the potential service area, not an independent assessment of travel times or patient access. Allina’s claims describe the case it has made for the proposal, not a demonstrated outcome.
What state review and legislative approval involve
The Minnesota Department of Health is reviewing the request as one of three hospital-bed proposals that the Star Tribune says will need legislative approval. Allina filed ahead of the August 1 deadline for consideration by the 2027 Legislature. Minnesota’s hospital construction moratorium is the policy context for the state review of new hospitals and capacity expansions; the satellite-campus approach does not mean the request has already cleared that process.

State reviewers are expected to consider whether the proposal would duplicate services or affect competition, including effects on nearby hospitals and Abbott Northwestern’s Minneapolis campus. The decision therefore involves weighing Allina’s stated access rationale against potential regional duplication and competitive impacts.

If the proposal wins the necessary approvals, construction could begin in early 2028, according to the Star Tribune. That is a conditional possibility, not a scheduled start date. The request remains under review, and legislative consideration in 2027 is a prospective milestone rather than an approval already granted.

Why a satellite campus can grow into a hospital campus
Twin Cities health-care market analyst Allan Baumgarten told the Star Tribune that providers may expand services over time in growing markets: “Over a period of 10 to 15 years,” he said, “you have a full-fledged hospital campus.” That observation is context for how a campus may develop; it does not establish that WestHealth’s proposal will be approved or follow that path.
