Who is All Raise’s CEO?
All Raise named Paige Hendrix Buckner its full-time CEO on May 9, 2023, after she had served as interim CEO since January. GeekWire reported that she became CEO in April 2023. These accounts describe the same leadership transition from different points in the appointment timeline; it was a 2023 change, not a new appointment in 2026.
All Raise’s current homepage lists Buckner as CEO and describes the organization’s mission as “Move Money. Shift Power. Change Culture.” All Raise’s homepage says it advances the careers of women and nonbinary investors and leaders through programs, events, and community.
What narrative does Buckner want to change?
In a 2023 interview with GeekWire, Buckner said, “We want to change the way that culture looks at women founders and investors.” She argued that investment in women should not be framed as charity. Instead, she said, “Women founders can have a unique vantage point into how the economy works,” and called backing them “just good business sense.”

That is an argument about how investors assess founders and where they direct capital, not a guarantee that a particular founder or investment will outperform. GeekWire’s story also described limited representation among venture check-writers, challenges founders can face in accessing networks, and the possibility that bias can carry into later funding rounds. Those are concerns about the funding environment; they do not establish that every funding outcome has the same cause.
How many women are venture-capital decision-makers?
All Raise’s current homepage reports figures attributed to PitchBook All In 2025. It says women made up 18% of decision-makers at U.S.-based VC firms with more than $50 million and 20% at firms with less than $50 million.

These categories are the firm-size groupings All Raise presents; the figures are not a measure of the share of all venture capital dollars invested in women-led companies. They also do not show, on their own, how many women lead deals, write checks, hold board seats, or influence follow-on rounds.
The 2023 GeekWire story cited a separate, then-current All Raise figure: fewer than 15% of venture check-writers were female. That older measure should not be substituted for the 2025 decision-maker figures, which use different timing and terminology.

All Raise says it moved from a stated goal of increasing female decision-makers or check-writers at U.S. tech venture firms with more than $25 million in assets under management from 9% to 18% by 2028 to reporting that the goal was achieved three years early. This is the organization’s description of its goal and milestone. Its threshold differs from the current homepage’s comparison of firms above and below $50 million, so the goal and the 2025 snapshot are not interchangeable measures.
The distinction matters because representation is only one part of influence. In practice, the questions include whether women and nonbinary investors can lead investment decisions and write checks, whether leaders can shape hiring and board appointments, and whether founders can reach later rounds of financing. All Raise’s present language emphasizes moving money and shifting power alongside cultural change; its public description of programs, events, and community indicates how it says it works toward those aims.
