Airbus and Philippine government agencies explored sustainable aviation fuel (SAF) development and possible supply-chain investments in 2023, but the available account does not establish a funded Airbus-backed plant, chosen site, or production timetable. Separate Philippine projects and policy work have since advanced, including a government-listed demonstration project designed to test SAF production from used cooking oil.
What Airbus and Philippine agencies discussed
In November 2023, an Airbus delegation met with the Philippine Board of Investments (BOI), the Philippine Trade and Investment Center in Paris, the Department of Energy, the Department of Transportation, the Civil Aviation Authority of the Philippines (CAAP), and the Philippine Coconut Authority. BOI described a two-day dialogue, a SAF roundtable, and meetings with academic institutions and an innovation hub as part of an effort to support SAF development and map supply-chain and investment opportunities. BOI reported that Airbus aircraft could then fly using blends of up to 50% SAF mixed with conventional kerosene, and that Airbus had an ambition to certify aircraft for 100% SAF by 2030. The 2030 figure was an ambition reported in 2023, not a completed certification. Airbus’s current public explainer continues to describe a maximum 50% blend. Airbus’s SAF explainer.
Is SAF being produced in the Philippines yet?
The sources available do not establish routine commercial SAF production or national supply volumes in the Philippines. In a March 2026 response to a Freedom of Information request, the Department of Energy said it did not have available data on local SAF demand, supply, production, imports, or distribution, and described the industry as still under development. The response is a statement about the data available to the department at that time, not proof that no SAF-related activity occurred. Department of Energy FOI response.

A government-listed demonstration project
DOST-PCIEERD lists a project called “Advancing Sustainable Aviation Fuel in the Philippines through the Establishment of a Demo-Scale Sustainable Aviation Fuel Production Facility Utilizing Used Cooking Oil as Feedstock.” Its stated duration is 5 January 2026 to 4 January 2028. The project aims to demonstrate production of CORSIA-eligible SAF from locally available used cooking oil via the HEFA process, while assessing technical performance, production economics, and logistics costs. A listed project and planned demonstration facility do not show that fuel is already being produced or sold commercially. DOST-PCIEERD project listing.
Policy and ecosystem coordination
CAAP reported a 2026 policy-development workshop addressing feedstock availability, production technology, capacity-building, regulatory support, airline participation, and investment. It also identified agricultural residues as a possible resource base. In June 2026, BOI and Island Skies Alliance signed a memorandum of understanding to cooperate on a Philippine SAF ecosystem, including investment, policy advocacy, local capability, stakeholder engagement, and partnerships. These are policy and coordination efforts, not evidence of commercial production. CAAP and BOI.

Separately, the ASEAN Centre for Energy and Airbus announced a three-year regional SAF cooperation programme in Manila on 6 October 2026. Its regional scope does not make it a Philippine production plant or establish that it extends the 2023 BOI dialogue. ASEAN Centre for Energy.
What feedstocks and production routes are under consideration?
The Philippine demonstration project specifies used cooking oil and the HEFA (Hydroprocessed Esters and Fatty Acids) conversion pathway. BOI and CAAP materials also mention agricultural or forestry waste and other biomass residues as possible feedstocks. Those references identify possibilities, not proof that any feedstock is available in sufficient quantities, meets sustainability rules, or can be converted economically into aviation fuel.

For a project proposal, the central questions are whether feedstock can be collected and traced reliably; whether the conversion route meets the relevant eligibility standard; and whether lifecycle emissions, production costs, transport logistics, energy, water, and waste requirements work at the intended scale. The Philippine demo project says it will evaluate technical performance, economics, and logistics; results on those points are not established in its listing.
What do airline SAF examples show?
Airline examples show that SAF has been used on flights connected to the Philippines, but they do not establish a regular domestic supply chain.

Airbus says its aircraft currently operate with blends of up to 50% SAF. That is an aircraft compatibility statement; actual use depends on the particular airline, route, and flight. Airbus’s SAF explainer.

SAF does not have one universal emissions-reduction figure. The quoted percentages below come from different sources and describe either a general estimate or a particular fuel. They should not be treated as equivalent measurements.
- CAAP described a potential 65–80% carbon-emissions reduction for SAF in 2026; this is a potential reduction, not a measured result for Philippine production. CAAP.
- Airbus cites up to 80% lifecycle emissions reduction as a general claim. Airbus.
- PAL’s reported 85.40% lifecycle GHG reduction applies to the particular HEFA fuel in its 2025 purchase report, not to all SAF. PAL annual filing.
The method and boundaries used to calculate lifecycle emissions matter. A percentage for one pathway or fuel should not be generalized to another feedstock, production process, or supply chain.
