Yes—but only partly. Surging electricity demand from AI data centers has helped make several recently retired U.S. nuclear reactors financially viable again. As of August 18, 2026, Palisades in Michigan is the clearest completed restart. Two other high-profile projects—Pennsylvania’s former Three Mile Island Unit 1 and Iowa’s Duane Arnold plant—remain in complex regulatory and engineering processes.
For households and investors, the important distinction is between an announcement, a financing deal, regulatory approval, and actual commercial electricity generation. A long-term contract with Microsoft or Google can improve a plant’s economics, but it cannot bypass nuclear safety reviews, grid upgrades, equipment inspections, or the risk of delays and cost overruns.

Why AI demand is changing the nuclear business case
Large data centers need enormous amounts of electricity around the clock. Nuclear power is attractive to their operators because reactors can provide large blocks of firm generation with low operational carbon emissions, unlike wind and solar resources whose output varies with weather.
A single large reactor can provide hundreds of megawatts. Just as important, a long-term power-purchase agreement can give the plant owner predictable revenue for refurbishment, replacement equipment, financing, and workforce rebuilding. Existing nuclear sites may also have valuable assets already in place, including grid connections, industrial land, cooling systems, security infrastructure, and trained personnel.

That does not usually mean a reactor is connected by a private cable directly to an AI company’s servers. In most cases, the plant remains connected to a regional grid. The data-center company contracts for electricity, capacity, or associated clean-energy attributes, while the physical electricity flows through the grid system serving many customers.
The economics have also changed because data-center developers are adding substantial new load, utilities are paying more attention to reliability, and technology companies are pursuing low-carbon electricity targets. Government support can further reduce financing risk.
Why the reactors shut down
These plants were not necessarily abandoned because their reactor technology had become unusable. They closed under economic and operational conditions that made continued operation unattractive.

- Cheap natural gas reduced wholesale electricity prices.
- Some electricity markets did not adequately compensate reliable, carbon-free generation.
- State subsidy and policy disputes affected plant economics.
- Severe weather or damage to non-nuclear equipment contributed to some closures.
- Owners made decommissioning decisions before the recent surge in AI-related electricity demand.
Constellation described the former Three Mile Island Unit 1 as a strong-performing plant that retired for economic reasons in 2019. Duane Arnold’s closure followed the shortening of a major power-purchase arrangement and damage associated with a severe storm. The fact that a plant once operated reliably does not, however, mean it can simply be switched back on after years outside service.
The three leading U.S. restart cases
1. Palisades, Michigan: the reactor that actually returned
Palisades, in Covert Township, shut down on May 20, 2022. Holtec-related entities then pursued its revival while the plant moved through the regulatory process associated with shutdown and decommissioning.
The Nuclear Regulatory Commission’s 2026 reactor-status record identifies restart activity dated September 9, 2025. The NRC describes Palisades as the first U.S. reactor to return after entering the decommissioning process.

Palisades is therefore in a different category from projects that remain proposed or under review. Its restart required restoration of the plant’s operational licensing basis, inspections, repairs, upgrades, component-readiness work, and continuing NRC oversight.

It is misleading to call Palisades an “AI reactor.” Its economics also involve broader regional electricity demand, state and federal support, customer arrangements, and the policy goal of preserving nuclear generation. AI demand is a catalyst, not the sole explanation.
2. Christopher M. Crane Clean Energy Center: formerly Three Mile Island Unit 1
Constellation plans to restart the 835-megawatt-class reactor in Middletown, Pennsylvania. The facility was renamed the Christopher M. Crane Clean Energy Center in May 2025.
This is Unit 1, not Unit 2, the reactor associated with the 1979 Three Mile Island accident. Unit 1 shut down on September 26, 2019, for economic reasons.
Microsoft’s 20-year power-purchase agreement is the project’s commercial foundation. Constellation has described an investment of approximately $1.6 billion, and the U.S. Department of Energy closed a $1 billion loan for the project in November 2025. The DOE’s project description identifies the planned output as approximately 835 megawatts.

As of the NRC’s June 2026 update, Crane remained listed in SAFSTOR/potential-restart status rather than as an operating reactor. SAFSTOR is a form of deferred decommissioning in which a facility is maintained so radioactive material can decay before final dismantling. It is not the same as an ordinary generating plant waiting for a routine maintenance outage. See the NRC’s Crane profile for the current regulatory status.
3. Duane Arnold, Iowa: a restart still under review
NextEra is pursuing the restart of the Duane Arnold Energy Center near Palo, Iowa. The General Electric Type 4 boiling-water reactor ceased commercial operation on August 10, 2020. Depending on the source and measurement convention, its capacity is described as roughly 600 to 620 megawatts; NextEra refers to a 615-megawatt contribution to the grid.
NextEra and Google announced a long-term commercial arrangement supporting the project. NextEra has described a target of returning Duane Arnold to service in the first quarter of 2029. That is a company target, not a guaranteed commercial-operation date.
The NRC’s Duane Arnold profile says the project still requires multiple licensing and inspection actions. NextEra must obtain approval to restore the plant’s licensing basis, return components to a condition supporting safe operation, complete necessary upgrades, reinstate or update emergency, security, technical, environmental, and operating programs, and pass NRC inspections before commercial power operations resume.
What “restart” means in practice
“Zombie reactor” is useful journalistic shorthand, not a regulatory category. A shut-down reactor is not equivalent to an idle server or a generator that can be started after a short maintenance check.
Depending on the plant’s status and the actions taken after closure, a restart can require:

Why Microsoft and Google contracts matter—and what they do not promise
A financeable long-term contract can provide predictable revenue, shift some wholesale-market risk from the plant owner, and make lenders more comfortable funding major refurbishment. It can also give a technology company a claim to large volumes of low-carbon electricity over a period long enough to support its emissions strategy.
But a power-purchase agreement does not guarantee:
- NRC approval or an unchanged licensing schedule.
- A particular commercial-operation date.
- That every electron physically travels from the plant to a named data center.
- Immunity from construction delays, equipment problems, or cost overruns.
- Lower electricity bills for nearby households.
- Continuous operation at the reactor’s nameplate capacity.
It is also important to separate six concepts that are often blended together: the plant’s generation capacity, transmission capacity, data-center interconnection capacity, physical proximity, contractual rights to electricity, and clean-energy accounting. A nearby reactor may have generation available while the local transmission system cannot deliver a new data center’s full load. Conversely, a company can claim contracted nuclear output through grid accounting without operating on electricity delivered through a dedicated physical line.

A restart can add dependable generation to a region, potentially improving supply and reducing reliance on fossil-fuel generation during tight market conditions. It can also preserve jobs and the tax base around an existing nuclear site.
Those benefits do not automatically translate into lower bills. Data centers may require new substations, transmission lines, transformers, distribution equipment, backup systems, and other grid investment. The allocation of those costs depends on state utility rules, regional-market structures, contracts, and regulatory decisions. Large new loads can put upward pressure on rates if customers or utilities bear costs that are not fully recovered from the data-center project.

Construction and specialist work can be substantial, while permanent plant staffing is much smaller. A serious public-interest assessment should ask who receives the jobs and tax revenue, who pays for grid upgrades, and whether the restarted plant displaces fossil generation or primarily serves newly created demand.

The risks that could derail a restart
The commercial agreements make the projects more credible, but they do not remove their failure modes:
- NRC review may take longer than the owner’s business schedule.
- Inspections may uncover corrosion, fatigue, obsolescence, or equipment degradation.
- Transformers, turbines, generators, control systems, or other specialized components may arrive late.
- Experienced nuclear workers may be difficult to recruit and requalify.
- Transmission or data-center interconnection work may lag behind plant readiness.
- The data center may be delayed, resized, relocated, or less power-intensive than forecast.
- A power contract may be renegotiated or become uneconomic.
- Environmental reviews, public hearings, local opposition, or litigation may add time and cost.
- Fuel availability and other nuclear-supply-chain constraints may affect the schedule.
Demand forecasts deserve particular caution. The U.S. Energy Information Administration has highlighted uncertainty over how quickly data centers are built, when they reach peak load, and how efficiency improvements change electricity use. AI demand may grow rapidly, but it should not be treated as a guaranteed volume of future electricity consumption.
Restarts are not the same as new reactors
Reviving a recently retired reactor can be faster than building a new nuclear plant because the site may already have grid access, cooling infrastructure, permits, operating history, and nuclear-specific facilities. “Faster,” however, still means years rather than months.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsNew large reactors, small modular reactors, and microreactors are separate categories. New projects face site approvals, construction permits, manufacturing capacity, financing, fuel procurement, and potentially decade-scale schedules. Restart projects may help bridge the gap while those technologies develop, but they do not prove that new nuclear construction has become easy or inexpensive.
There are also nuclear contracts involving plants that never shut down. For example, the EIA has reported on an AWS agreement involving up to 960 megawatts from Talen Energy’s operating Susquehanna plant. That is an operating-plant supply arrangement, not a reactor restart, and it should not be counted as evidence that another retired reactor has returned.
How to judge a “zombie reactor” headline
Readers can distinguish a credible restart from a promotional announcement by checking:
- Whether the owner has filed the required NRC applications.
- Whether the NRC has accepted those applications for review.
- Whether the plant is physically intact enough to restart.
- Whether fuel has been removed and the licensing basis can be restored.
- Whether a signed, financeable offtake agreement exists.
- Whether financing is committed rather than merely proposed.
- Whether major replacement components are available.
- Whether the commercial-operation date is backed by a detailed schedule.
- Whether the regional grid can deliver the output.
- Whether environmental reviews, hearings, and legal challenges are resolved.
The most useful status labels are therefore not “revived” or “zombie,” but announced, financed, under NRC review, authorized, fuel-loaded, grid-synchronized, and commercially operating.
The bottom line
AI data-center demand has materially improved the economics of restarting several recently retired U.S. nuclear reactors. Palisades demonstrates that a U.S. restart can move beyond the proposal stage. Crane and Duane Arnold show why the broader story remains unfinished: long-term Microsoft and Google arrangements can unlock financing, but they do not replace licensing, engineering, inspections, workforce rebuilding, transmission work, or public oversight.
The accurate conclusion is not that AI has magically switched dormant reactors back on. It is that large, dependable, low-carbon electricity has become valuable enough for plant owners, technology companies, utilities, and government lenders to reconsider assets that once looked uneconomic. Whether that value ultimately reaches customers—and whether the projects meet their schedules—will depend on execution, regulation, grid capacity, and the actual pace of data-center growth.
