There is no universal rule that makes the AI platform, the merchant, or the payment provider responsible every time an AI shopping agent makes a bad purchase. Who can help—and whether you can recover the money—depends on what you authorized, what the agent did, the merchant’s cancellation and return terms, the payment method’s dispute process, and the law that applies. Start with the merchant for cancellation or return, contact your payment provider promptly about its dispute process, and report the error to the agent platform. None of those steps guarantees a refund.
Why there is no single answer to who owes you a refund
An AI purchase involves several separate events: you give an agent instructions or permission; the agent selects an item and may initiate a payment; a payment provider or issuer may authorize or monitor the transaction; and the merchant supplies the product and applies its own fulfillment and return terms. A refund request or payment dispute comes afterward. Those steps are connected, but they are not the same decision.

That means the question is not simply whether “the AI” made a mistake. It matters what you told it to do, what authority you gave it, whether it followed those limits, what the merchant promised, and how your payment method handles disputes. The available rules do not establish a universal allocation of responsibility across those parties or across jurisdictions.

Visa’s July 14, 2026 discussion raises the same unresolved question: responsibility could involve the person delegating the task, the agent platform, the model company, or the merchant, and clear precedents may not yet be available. The International Monetary Fund’s April 2026 note on agentic payment protocols likewise describes emerging design patterns, not a settled or standardized architecture for these transactions.

What each participant can—and cannot—decide

What payment controls may prevent—and what they do not promise
Visa’s June 10, 2026 announcement about its collaboration with OpenAI describes controls intended to limit an agent’s payment authority. The announced features include spending limits, merchant-category restrictions, required approvals, tokenized payment credentials, real-time authorization, and fraud monitoring. These are described capabilities, not a promise that every disputed purchase will be reversed or refunded.
Controls are most useful before an order is placed: they can define what the agent is allowed to attempt and when a person must approve. They do not settle what happens if the agent misunderstands a request, a merchant fulfills the wrong item, or a payment is later disputed. Visa also says that some existing chargeback windows and evidence rules were designed for human-speed commerce, and that there is no settled way to unwind some agent-to-agent payment chains. That is an open operational question for some setups—not evidence that ordinary card disputes are unavailable.

Before enabling an agent to shop, check whether you can set a spending ceiling, restrict merchants or categories, require approval before purchase, and review the order and payment record afterward. Also find out which company processes the payment, where to report an agent error, and what the merchant’s return terms say. Those are practical checks, not a ranking or endorsement of any particular service.
What to do if an agent buys the wrong thing
Act promptly. The order of contact can depend on the situation, but these steps help you preserve options without assuming that a particular party must pay.

- Save the records. Keep your original instructions to the agent, any permission or approval settings, the agent’s order confirmation, and the transaction record. Save the merchant’s product listing and the cancellation or return terms shown when you ordered, plus relevant messages with the merchant, platform, or payment provider.
- Contact the merchant about cancellation or return. Explain what is wrong and ask whether the order can be stopped, corrected, or returned under the merchant’s terms. The merchant controls fulfillment and its published return process; contacting it is a practical first step, not a guarantee that it will accept a return or issue a refund.
- Contact your payment provider promptly. Ask how to dispute the specific transaction, what evidence it needs, and what deadlines apply to your payment method. Do not assume that an agent’s involvement automatically makes a charge disputable—or that a dispute will succeed.
- Report the error to the agent platform. Provide the instruction, confirmation, and transaction details. Ask how the platform interpreted your authorization and how to prevent a repeat purchase while the issue is addressed.
- Keep a dated record of each contact and response. Note whom you spoke with, what you asked for, and any reference number or next step they provided. This creates a clear account of your efforts if the merchant or payment provider asks for more information.
These are practical steps, not a statement of legal rights. The available information does not establish what remedy applies in every country, with every issuer or wallet, or for every payment structure. If the amount or consequences are significant, check the rules that apply where you live or seek qualified local advice.
Retailer terms still matter, even when AI helps choose
Amazon says its shopping experience can personalize product discovery using factors including price, availability, delivery speed, return rates, reviews, and shopping history. That describes retailer-side selection and personalization; it does not establish that Amazon’s refund rules cover purchases made by every AI agent, or that a retailer will refund an order because an agent chose it.

For any agent-assisted order, check the actual seller, product listing, delivery details, and return terms attached to that transaction. The merchant’s own terms are more relevant to a cancellation or return request than a general claim about what an AI shopping assistant can do.
Do not confuse a separate refund program with an AI-purchase remedy
In September 2026, the Federal Trade Commission described expanded automatic payments under its Amazon Prime settlement, which concerns deceptive enrollment and cancellation practices—not AI shopping-agent mistakes. The FTC said qualifying consumers could receive a maximum total payment of up to $200 under the revised redress arrangement; the settlement itself was $2.5 billion. The FTC also warned that nobody from Amazon will ask consumers for money to obtain a refund. This is a specific settlement program, not a general refund route for an unwanted agent purchase.

What consumer confidence data can—and cannot—tell you
In Visa’s 2025 survey of 1,600 U.S. respondents, 53% said they would feel comfortable using a shopping service from Amazon, 45% PayPal, 34% Visa, and 25% OpenAI (ChatGPT). In the same survey, 62% said control over or deletion of an agent’s use of shopping data was very important. These are reported attitudes from a vendor-sponsored U.S. survey, not measures of adoption, transaction accuracy, refund success, or legal protection. They do underline why it is worth checking both the agent’s permissions and what transaction records it retains.
