Adobe did not permanently shut down service in Venezuela in 2019. The company announced it would deactivate Venezuelan accounts starting October 28 to comply with U.S. sanctions, then said on that date that it had obtained a U.S. license and users could continue accessing its Digital Media products and services. That reversal settled the immediate 2019 cutoff, but it does not confirm what Venezuelan customers can buy or use today.

Why Adobe said it planned to end service
Adobe attributed its original plan to U.S. sanctions requirements, including Executive Order 13884. In the explanation reported at the time, the company described ending activity with entities and individuals in Venezuela and others meeting the order’s criteria. Ars Technica
That was Adobe’s stated compliance rationale, not a court finding that every transaction by an ordinary Venezuelan user was prohibited. The legal context is also narrower than a claim that the United States banned all business with Venezuela: the Treasury Department’s Office of Foreign Assets Control (OFAC) describes E.O. 13884 as blocking the Government of Venezuela and lists general licenses and authorizations for defined activities. Sanctions rules and authorizations can change, so OFAC’s current materials—not a 2019 account notice—are the appropriate reference for present legal questions. What the license changed
On October 28, Adobe announced that a U.S. license allowed it to continue providing Digital Media services in Venezuela. Reuters reported that customers could keep accessing Creative Cloud, Document Cloud, and their existing content. In other words, Adobe’s initial warning did not become a permanent shutdown on October 28, 2019.
Can people in Venezuela use or buy Adobe today?
The 2019 license announcement does not establish present-day availability. Adobe’s support page on Digital River subscription transitions has a general sales-exclusion statement whose country list does not include Venezuela. That omission is not a direct confirmation that a Venezuelan customer can create or maintain an account, complete payment, or access every service. A November 2024 United Nations Special Procedures communication, meanwhile, stated that Adobe products were not available for purchase in Venezuela at that time. How to protect files if you received a cutoff notice
Adobe’s 2019 notice reportedly told users to download content stored in their accounts before October 28, 2019. That deadline was part of the original plan and was overtaken by Adobe’s same-day continuation announcement; it should not be treated as a current deadline. If you receive a new notice or need a local copy of cloud files, use the account’s available download or export controls while you still have access, and verify that the files open from your local storage.
