The Asian Development Bank (ADB) reportedly warned that Pakistan may not use the full $360 million approved for a major N-55 highway project before the loan’s reported December 31, 2027 expiration. The warning concerns implementation and procurement delays—not confirmation that the loan has expired, been cancelled, or been lost. The latest reported milestone in the available coverage was a contract award still awaiting a decision on April 4, 2026; the outcome after the bid-validity deadline of April 5 has not been verified.
What the $360 million loan is for
The financing is for Pakistan’s CAREC Corridor Development Investment Program Tranche III, which covers work on the N-55, also known as the Indus Highway. Pakistan’s Ministry of Communications says the loan agreement was signed on December 15, 2023. The government describes the project as dualization and rehabilitation of 330 km between Rajanpur, Dera Ghazi Khan and Dera Ismail Khan, divided into four construction lots. Pakistan Ministry of Communications, Year Book 2023–24
The CAREC Program lists $360 million in ADB financing and a $111.9 million contribution from the Government of Pakistan, for total planned financing of $471.9 million. The program’s stated aims include improving road-traffic efficiency along CAREC corridors and supporting regional connectivity and trade. Its listed outputs are climate-resilient sections on the N-55 and stronger National Highway Authority (NHA) capacity for climate and disaster-risk management and planning. These are planned outputs, not proof of completed work or measured benefits. CAREC Program project page
Why ADB reportedly raised concern
In a January 12, 2026 report, Dawn said ADB had warned Pakistan’s Economic Affairs Division of a significant risk that the approved financing might not be fully used before the reported December 31, 2027 expiration date. Dawn attributed the risk to the road works not having started amid controversy over procurement and scrutiny by parliamentary committees and the Public Procurement Regulatory Authority. The warning and its details are reported through Dawn’s account of an ADB letter; they should not be treated as a directly verified public ADB statement. Dawn, January 12, 2026

The available reporting does not establish the amount disbursed or whether the financing period was later changed.
Procurement status reported before the deadline
March 16: bid validity extended to April 5
Dawn reported on March 16, 2026 that ADB had extended bid validity through April 5 and described the extension as final. In Dawn’s account, an ADB letter stated that the NHA should complete the contract award within that period and that no further extension was envisaged. The sentence was reproduced by Dawn as wording from the letter, rather than as a statement from a named ADB official. Dawn, March 16, 2026

The available information does not verify the contract award, loan status, disbursements, or construction progress after April 5, 2026. It therefore cannot support a claim that the loan has lapsed, been cancelled, or been saved. Nor does it establish that construction has begun or that any of the project’s planned outcomes have been delivered. Post-deadline status not verified

To assess a later update, look for evidence in three separate areas: whether the NHA completed procurement and awarded the contract; whether ADB or the government changed the financing period or reported disbursements; and whether physical work began, including progress across the four lots. A contract award alone would not demonstrate that funds were fully used or that highway works were completed.
