TokenLogic’s October 2, 2026 governance proposal would raise Aave GHO borrowing rates on Ethereum Core and Prime by 25 basis points. It is a proposed change, not a confirmed completed rate update: Core would move from 4.25% to 4.50% APR, while Prime’s base rate would rise from 2.75% to 3.00%. TokenLogic’s stated aim is to encourage repayment and help replenish depleted GHO Stability Module reserves.
Why is Aave raising GHO borrowing rates?
TokenLogic’s proposal says GHO traded below $0.999 for most of September and closed October 1 near $0.9993. It also reports that the USDC GHO Stability Module (GSM) was depleted and that the USDT GSM held approximately 22.5 million USDT. Those are figures in the proposal’s dated snapshot, not live balance or price checks.
TokenLogic argues that the existing rates made GHO comparatively inexpensive to borrow. At the time described in the proposal, USDC and USDT borrowing costs were 4.39%. Raising Core to 4.50% would put its rate slightly above those costs and match the 4.50% Aave Savings Rate cited for sGHO. The proposal says a 25-basis-point gap between Core borrowing at 4.25% and sGHO savings at 4.50% was then funded by the DAO.
What rates would change under the proposal?

At optimal utilization, the proposed Prime rate would remain 25 basis points below Core, according to TokenLogic. The proposal’s Prime estimate depends on its cited 86% utilization; it should not be read as a guaranteed rate for other utilization levels.

What does the GHO rate increase mean for borrowers?
If executed, borrowers in Core would pay a higher stated APR on GHO debt. In Prime, the proposal changes the base rate, while the rate borrowers actually face also depends on utilization. The specific effect on an individual position depends on the market and its applicable borrowing rate.
TokenLogic expects higher borrowing costs may prompt some borrowers to repay. A borrower who still needs GHO could instead buy it on the secondary market or mint it through a GSM using USDC or USDT, which the proposal says had no mint fee. These are possible responses described by the proposal, not evidence that borrowers have acted or that reserves have recovered.

Why is the GHO USDC Stability Module depleted?
The October proposal reports that GSM redemption reserves fell during the period in which GHO traded below $0.999, and that the USDC GSM was depleted. It does not establish a single cause for the depletion. TokenLogic’s August 27 update had described earlier rate increases as a response to GHO being cheaper to source than comparable stablecoins, with associated selling and GSM backing outflows.
A GSM is a smart-contract facility for swapping GHO with stablecoins accepted by Aave governance. Aave documentation describes a GSM or GSM4626 contract for each token pairing, with settings such as pricing and fee strategies and an exposure cap. Conversion freezes can also apply under specified oracle conditions. These mechanisms support peg management but do not guarantee that GHO will always trade at exactly $1.

Aave documentation also explains that GHO can be minted by borrowing against eligible collateral in Aave V3 Ethereum. Issuance is subject to facilitator capacity and collateral requirements, rather than the ordinary reserve-liquidity model used for supplier-funded assets.
Will higher GHO rates restore the peg?
That is the intended mechanism, not a demonstrated result. TokenLogic expects that borrowers who repay may buy GHO on secondary markets, supporting demand and potentially the peg. It also expects minting through a GSM to replenish the module’s stablecoin reserves. Continued sGHO deposits through the Aave App are expected to offset part of any decline in borrowed GHO.

Whether the intervention works would need to be judged against the measures TokenLogic says it would monitor: GHO’s peg, GSM reserves, sGHO deposits, and GHO debt in both Core and Prime. The proposal does not report post-change outcomes for those measures.

The October 2, 2026 TokenLogic forum post is a proposal and uses prospective language. It says the GHO Risk Council would make both changes by calling updateGhoBorrowRate through the Core and Prime GhoAaveSteward contracts, then monitor the peg, GSM reserves, sGHO deposits, and debt. The reviewed proposal does not establish that this execution occurred, so the rates should be described as proposed unless a later execution record confirms otherwise.

The proposal follows TokenLogic’s August 27 update, which described Core moving from 3.75% to 4.25% in two 25-basis-point steps and Prime’s base rate moving from 2.00% to 2.75% in two steps. Aave’s governance documentation describes Stewards as delegated managers of protocol parameters within governance-approved limits, including GHO borrowing-rate and GSM parameter adjustments. TokenLogic names the GHO Risk Council as the intended executor for this proposal.
